A meeting of the district-level committee, led by Deputy Commissioner (DC) Jitendra Jorwal, held today to review cases for in-principle approval under the Right to Business Act, 2020. This includes regulatory clearances and fiscal incentives, such as electricity duty, CLUs/SGST and stamp duty exemptions, for setting up or expanding industrial units in Ludhiana.

This act facilitates regulatory clearances and benefits under the Industrial and Business Development Policies (IBDP) of 2017 and 2022, such as electricity duty exemptions, stamp duty exemptions, CLU/EDC exemptions, and SGST reimbursements for setting up industrial units in Ludhiana.

DC Jitendra Jorwal disclosed that incentives totaling Rs. 207.22 lakh have been approved for 10 cases under the Industrial and Business Development Policy (IBDP), 2017. These incentives include exemptions related to electricity duty and stamp duty to support the establishment of industrial units in the region.

During the meeting, the Deputy Commissioner stated that five cases were approved, and two cases were deferred for next meeting. With in-principle approval, units can commence construction immediately and are required to secure regular approvals within 3.5 years from the date the approvals were issued. 

Additionally, electricity duty exemptions were granted to one unit under the IBDP 2017, and CLU/EDC exemptions were approved for one project under the IBDP 2022. Furthermore, SGST reimbursement was approved for six units, capital subsidy for one unit under the IBDP 2022, and stamp duty exemptions/reimbursements for two units.

Jorwal emphasized that this policy is expected to boost the morale of the industry, encouraging more enterprises to take advantage of the benefits offered. The policy provides multiple advantages, including significant fiscal benefits, while ensuring that applications are monitored by the highest authorities in various departments for timely clearance. 

He also reviewed the backlog of regulatory and service applications pending with departments such as the Punjab Pollution Control Board (PPCB), Labour, Factories, and the Municipal Corporation of Ludhiana. He directed departments to expedite the clearance of pending applications, with a follow-up review meeting scheduled within a week.
