Deputy Chairman, Rajya Sabha, Sh. Harivansh said that every elected representative must commit to fulfilling Prime Minister, Sh Narendra Modi’s vision of Viksit Bharat by 2047. He said that the world is advancing rapidly, and India is also writing a new chapter in its development. 

A new startup is being established every hour in the country, providing employment opportunities to youth. Agrarian state Haryana is also promoting employment by encouraging new startups in agriculture. In the agriculture sector, India had 108 startups in 2019-20, which have now increased to over 500, providing opportunities for significant progress.

Sh.Harivansh was speaking as the chief guest at the closing ceremony of a two-day legislative training programme for Haryana Vidhan Sabha members organised by the Parliamentary Research and Training Institute for Democracies (PRIDE) of Lok Sabha. 

Rajya Sabha Deputy Chairman Sh.Harivansh said that Haryana truly embodies the slogan "Jai Jawan, Jai Kisan.” While the state's Jawan (soldiers) are protecting the country's borders, its Kisan (farmers) are working to feed the people of the country. 

Besides this, Haryana’s athletes are bringing glory to the state and country by winning medals at international level.Similarly Haryana has also made significant progress in industry, strengthening the country's economy. 

He said that a good leader raises hope among people and works hard to fulfill those expectations. 

MLA’s must present facts and raise issues concerning their constituencies in the Assembly. During budget sessions, MLA’s should ask questions such as how much budget was allocated to different sectors in the previous year, how effectively it was used, and how many youths were provided jobs. MLA’s working style makes their reputation among the people, he added.

Sh.Harivansh further said that in  Haryana’s 15th Vidhan Sabha 40 MLA’s have been selected for the first time and 45 are between the age of 25 to 55 years old. Besides this, 13 women have been elected, and over 80 percent are graduates or postgraduates showcasing significant signs for democracy.

He stated that new MLA’s should study speeches of experienced leaders and actively participate in Assembly sessions to become more effective leaders. He said that this is the high-tech era, and the legislature and Parliament should be brought onto digital platforms, as envisioned by the Prime Minister.  

For this ‘Umang App’ has been launched and ‘E-Vidhan Sabha’ model has been prepared towards making state assemblies paperless, and Haryana has taken positive steps in this direction.  Expressing concern over the high number of youth deaths in road accidents. 

Sh.Harivansh said that according to a study, controlling road accidents could increase the country's GDP by 14 percent by 2038. He also felicitated the officers and employees of PRIDE. Haryana Vidhan Sabha Speaker, Sh. Harvinder Kalyan said that all MLA’s should actively participate in Assembly sessions and present their issues with facts. He said that only through active participation can good laws be created for the benefit of the people. 

He said that MLA’s must understand Assembly rules and effectively communicate their concerns to administrators. Nominated members of various committees of the assembly must participate in their roles seriously, only then the importance of these committees will be known. 

He said that officers must pay attention that assembly committees play a commanding roles and not a demanding one.Sh. Kalyan said that Assembly sessions do not need to be prolonged but efforts will be made to extend the duration of the next session. 

However, MLAs must ensure they are well-prepared with facts while presenting in the House.He said that Haryana Vidhan Sabha is moving towards a paperless system with the help of AI. As part of this initiative, all MLA’s were provided with tablets.
