Haryana Chief  Minister, Nayab Singh Saini today chaired a key meeting with the District Municipal  Commissioners (DMC) and Municipal Commissioners (MCs) to review the various projects being executed by the Urban Local Bodies department on Thursday. Urban Local Bodies Minister, Sh. Vipul Goel also remained present in the meeting.

During the meeting, the Chief Minister reviewed the progress of  Samadhan Shivir, the ongoing Sanitation and Cleanliness drive, work done under making Stray Cattle free City, issues related to property  IDs, review of the SVAMITVA scheme, regularisation of colonies, repair of roads and developments works and PM SVANIDHI yojana.

While emphasising on placing Haryana on the top of the Swachhta Survey ranking, the Chief Minister directed that special work should be done to put a proper system in place for ensuring cleanliness across the state. He said that the Swachh Bharat Abhiyan is the most significant cleanliness campaign launched by the Prime Minister, Sh. Narendra Modi, hence dedicated efforts should be made to ensure that Haryana emerges as a leading state in having excellent cleanliness and improved drainage systems in all the civic bodies across the state.

The Chief Minister said that making Gurugram a smart city is on the topmost priority list of the state government, hence officers should work meticulously to expedite the works related to the cleanliness in Gurugram.  The civic bodies doing good work in the Swachhata campaign will be honoured, said Sh. NayabSingh Saini.

Giving directions regarding resolving the problem of waterlogging in the streets, the  Chief Minister said that the officers concerned should first emphasise providing a temporary resolution to timely drainage of water from the streets., till the time the projects related to the drainage system are completed.  

He said that if any agency mishandles drainage cleaning work should be blacklisted immediately.  He further directed that if needed, the additional manpower need of the Safai Karamcharis should be fulfilled from the Haryana Kaushal Rozgar Nigam.

Sh. Nayab Saini said that to provide basic facilities like the installation of street lights and Cleanliness to the people living in Municipalities,  Municipal Corporations, and Municipal Councils should be the priority of every officer, therefore the accountability and responsibility should be fixed to ensure timely execution of the works related to these projects. He also directed the proper installation of street lights along with the timely replacement of the same.

Giving directions regarding the strengthening of roads in the civic Bodies, the Chief Minister said that no road in any municipality should have potholes. Monitoring of the reprepapering of the roads should be done by the officers concerned, and the entire work should be done within a stipulated time. He said that work of repair and re-carpeting of the roads should be expedited.

Monitoring of burning of Dry waste should be ensured, CM

While discussing the issue regarding tackling the issue of burning of Dry waste, which is gradually becoming a serious problem, the Chief Minister directed that the officers should take quick action on the complaints received from the burning of Dry waste, including garbage and horticultural waste like leaves are burnt which leads to thick smoke and toxic fumes. Officers should ensure that a proper garbage disposal system should be in place. Besides this, officers should also focus on formulating new plans to ensure cleanliness and tackling this issue based on the suggestions received from the general public, said Sh. Nayab Singh Saini.

Ensure Haryana  is Stray Cattle Free, CM

The Chief Minister directed that dedicated efforts should be made to encourage the people not to abandon cattle on roads.  He said that the officers should ensure timely relocation of stray cattle in gaushalas and nandishalas across the state. The State Government has a separate budget for gaushalas and nandishalas. 

Therefore the officers should ensure that no work for relocation of Stray cattle is hindered due to shortage of funds, directed  Sh. Nayab Singh Saini. He said that the government is giving grants for making gaushala on Panchayat land. Identification of such persons who habitually abandon their cattles should be done and strict action should be ensured against those found guilty, said Sh. Nayab Singh Saini.

No citizen should leave dissatisfied after approaching officers for assistance at Samadhan Shivar

While reviewing the progress of the ongoing Samadhan Shivar, the Chief Minister said that the officers concerned should ensure that no citizen coming to these shivars should leave dissatisfied after approaching officials for assistance at Samadhan Shivar.  He said that efforts should be made to ensure that the grievance of every Complainant is resolved on a priority basis. 

Specific desks should be set up for resolving specific problems raised in the Samadhan  Shivars.  Besides this, officers should also make phone calls to the citizens visiting the Samadhan Shivar to take their feedback, said Sh. Nayab Singh Saini.

The Chief Minister said that officers should also ensure that the staff doing day-to-day dealing with the public should have a humble approach to resolving the problems of the complaint.  He made it clear that if any citizen approaches, citing that they had to run from pillar to post to get their problem resolved, which still exists, then strict action would be taken against those found guilty.

Meanwhile, during the meeting, the  Chief Minister was apprised that  Samadhan  Shivar is being organised at all 88  municipalities daily from  9 Am to  11 Am from October  22, 2024. CM directs officers to put a system in place for the distribution of SVAMITVA cards at the Samadhan Shivars only

While reviewing the SVAMITVA yojana, the Chief Minister directed the officers concerned to ensure that by November 30, the pendency of the SVAMITVA  cards should be zero. He said that the officers should fix a day to distribute SVAMITVA  cards in the Samadhan Shivars.  Phone calls and messages should be made to the beneficiaries informing them to collect their SVAMITVA cards from the Samadhan Shivar.

Furthermore, the Chief  Minister directed the officers to clear the pendency reported in the work of property IDs at the earliest. He said that a district-wise road map should be prepared to complete the pendency work and removing the discrepancies, if any.

Chief Secretary Dr TVSN Prasad, Chief Principal Secretary to Chief Minister Sh.  Rajesh Khullar, Principal Secretary to Chief Minister Sh. V Umashankar, Commissioner and Secretary, Urban Local Bodies Department Sh. Vikas Gupta, Director, Urban Local Bodies Department Sh. Yashpal and other officers also remained present in the meeting.
