The Minister of Local Bodies, Balkar Singh, hoisted the National Flag at the PAU grounds on Thursday. During the event, Singh highlighted the achievements of the Bhagwant Singh Mann led Punjab government in the last 28 months of its regime and emphasized the commitment to transforming the state into a vibrant and prosperous Punjab.
Accompanied by MLAs Ashok Parashar Pappi, Madan Lal Bagga, Jeevan Singh Sangowal, Daljit Singh Grewal, Hardeep Singh Mundian and Kulwant Singh Sidhu, ADGP Mohnish Chawla, Deputy Commissioner Sakshi Sawhney and Commissioner of Police Kuldeep Singh Chahal, the Minister after hoisting the Tricolour inspected the parade and stated that great martyrs and freedom fighters including Shaheed-e-Azam Sardar Bhagat Singh, Rajguru & Sukhdev, Shaheed Kartar Singh Sarabha, Madan Lal Dhingra, Lala Lajpat Rai, Shaheed Udham Singh have made unparalleled sacrifices for the sake of independence.
It is also a matter of great pride that maximum sacrifices during independence struggle were of Punjabis, who are always frontrunners in safeguarding the interests of country. In his speech, the Minister mentioned that the state government has achieved several milestones, such as providing over 44000 government jobs to youths, establishing 842 Aam Aadmi Clinics (AACs), a medical college, and 118 Schools of Education.
Additionally, 90% of domestic consumers have availed 300 free units of electricity. The government has also secured investments worth Rs 78263 crores, started Anti-corruption Action helpline, Revenue helpline (8184900002), NRI helpline (9464100168), 1076-helpline for doorstep delivery of citizen centric services, and implemented transport facility in 137 government schools.
Other notable achievements include initiatives such as Sarkar Aapke Dwar, 325 hi-tech ambulances, 1000 sports nurseries, 28 underground irrigation pipeline projects, and a new fish market. The government has also made significant changes to the assistance provided to families of martyred soldiers, such as increasing the ex-gratia grant to Rs 1 crore for families of martyred soldiers, Rs 1 crore for police martyrs, and increased ex gratia grant for physically disabled soldiers to Rs 40 lakh for those with 76-100% disability, Rs 20 lakh for those with 51-75% disability, and Rs 10 lakh for those with 25-50% disability.
The monthly financial assistance for non-pensioner ex-servicemen and their widows has been raised from Rs 6,000 to Rs 10,000, and the 'war jagir' has been doubled from Rs 10,000 to Rs 20,000 per annum for families of soldiers who served in World War II and other wars. Singh also solicited sincere cooperation from people to save natural resources especially ground water table by giving a fillip to efforts of Government to contain depleting water table.
He told that State Government has been providing Rs. 1500 per acre subsidy on direct sowing of paddy. The plying of buses from across Punjab to Delhi Airport is also a significant achievement of Bhagwant Singh Mann led Government as this service is proving immensely beneficial for the Punjabis and Punjabi Diaspora.
The action against illegal encroachers of Panchayati lands is also being welcomed and appreciated by the people, said the Minister and added the government is also strengthening the infrastructure in rural areas to ensure better amenities. Singh congratulated the people on the occasion of 78th Independence Day by wishing prosperous future of students and further progress of state in time to come.
Earlier, the chief guest took a salute from the march past by contingents of the Punjab Police (Men and Women), Punjab Home Guards, NCC Scouts (Boys and Girls) and others, led by parade commander IPS Officer Jayant Puri. The march past was followed by a splendid mass PT show by 750 students of 27 government schools, patriotic colourful cultural program presented by students of different institutions including Spring Dale School, BVM School, DAV School and others.
In a first time, the visually impaired students from the Vocational Rehabilitation Training Centre in Haibowal sang the national anthem, while speech and hearing impaired students from Red Cross Deaf & Dumb School in Sarabha Nagar presented the anthem using sign language. The chief guest also honoured the family members of freedom fighters and gave awards to police personnel and participants in the parade. He also distributed tricycles among specially-abled people and sewing machines to the needy. He also awarded several personalities for their excellent services in various fields.
Family of renowned Punjabi poet Dr Surjit Patar was also honoured on the occasion.

ਸਥਾਨਕ ਸਰਕਾਰਾਂ ਮੰਤਰੀ ਬਲਕਾਰ ਸਿੰਘ ਨੇ ਪੰਜਾਬ ਖੇਤੀਬਾੜੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਖੇਡ ਮੈਦਾਨ ਵਿੱਚ ਕੌਮੀ ਝੰਡਾ ਲਹਿਰਾਇਆ। ਸਮਾਗਮ ਦੌਰਾਨ ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਆਪਣੇ ਸ਼ਾਸਨਕਾਲ ਦੇ ਪਿਛਲੇ 28 ਮਹੀਨਿਆਂ ਦੌਰਾਨ ਪ੍ਰਾਪਤੀਆਂ ਨੂੰ ਉਜਾਗਰ ਕੀਤਾ ਅਤੇ ਸੂਬੇ ਨੂੰ ਇੱਕ ਜੀਵੰਤ ਅਤੇ ਖੁਸ਼ਹਾਲ ਪੰਜਾਬ ਵਿੱਚ ਬਦਲਣ ਦੀ ਵਚਨਬੱਧਤਾ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ।
ਵਿਧਾਇਕ ਅਸ਼ੋਕ ਪਰਾਸ਼ਰ ਪੱਪੀ, ਮਦਨ ਲਾਲ ਬੱਗਾ, ਜੀਵਨ ਸਿੰਘ ਸੰਗੋਵਾਲ, ਦਲਜੀਤ ਸਿੰਘ ਗਰੇਵਾਲ, ਹਰਦੀਪ ਸਿੰਘ ਮੁੰਡੀਆਂ ਅਤੇ ਕੁਲਵੰਤ ਸਿੰਘ ਸਿੱਧੂ, ਏ.ਡੀ.ਜੀ.ਪੀ. ਮੋਹਨੀਸ਼ ਚਾਵਲਾ, ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਕਸ਼ੀ ਸਾਹਨੀ ਅਤੇ ਪੁਲਿਸ ਕਮਿਸ਼ਨਰ ਕੁਲਦੀਪ ਸਿੰਘ ਚਾਹਲ ਦੇ ਨਾਲ ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਤਿਰੰਗਾ ਲਹਿਰਾਉਣ ਤੋਂ ਬਾਅਦ ਪਰੇਡ ਦਾ ਨੀਰੀਖਣ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਆਪਣੇ ਸੰਬੋਧਨ ਵਿੱਚ ਕਿਹਾ ਕਿ ਸ਼ਹੀਦ-ਏ-ਆਜ਼ਮ ਸਰਦਾਰ ਭਗਤ ਸਿੰਘ, ਰਾਜਗੁਰੂ ਅਤੇ ਸੁਖਦੇਵ, ਸ਼ਹੀਦ ਕਰਤਾਰ ਸਿੰਘ ਸਰਾਭਾ, ਮਦਨ ਲਾਲ ਢੀਂਗਰਾ, ਲਾਲਾ ਲਾਜਪਤ ਰਾਏ, ਸ਼ਹੀਦ ਊਧਮ ਸਿੰਘ ਸਮੇਤ ਮਹਾਨ ਸ਼ਹੀਦਾਂ ਅਤੇ ਆਜ਼ਾਦੀ ਘੁਲਾਟੀਆਂ ਨੇ ਆਜ਼ਾਦੀ ਦੀ ਖਾਤਰ ਲਾਸਾਨੀ ਕੁਰਬਾਨੀਆਂ ਦਿੱਤੀਆਂ ਹਨ।
ਇਹ ਵੀ ਬੜੇ ਮਾਣ ਵਾਲੀ ਗੱਲ ਹੈ ਕਿ ਆਜ਼ਾਦੀ ਸੰਗਰਾਮ ਦੌਰਾਨ ਸਭ ਤੋਂ ਵੱਧ ਕੁਰਬਾਨੀਆਂ ਪੰਜਾਬੀਆਂ ਦੀਆਂ ਸਨ, ਜੋ ਦੇਸ਼ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰਾਖੀ ਲਈ ਹਮੇਸ਼ਾ ਮੋਹਰੀ ਰਹਿੰਦੇ ਹਨ। ਆਪਣੇ ਭਾਸ਼ਣ ਵਿੱਚ, ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਜ਼ਿਕਰ ਕੀਤਾ ਕਿ ਰਾਜ ਸਰਕਾਰ ਨੇ ਕਈ ਮੀਲ ਪੱਥਰ ਹਾਸਿਲ ਕੀਤੇ ਹਨ, ਜਿਸ ਵਿੱਚ ਨੌਜਵਾਨਾਂ ਨੂੰ 44000 ਤੋਂ ਵੱਧ ਸਰਕਾਰੀ ਨੌਕਰੀਆਂ ਪ੍ਰਦਾਨ ਕਰਨਾ, 842 ਆਮ ਆਦਮੀ ਕਲੀਨਿਕ, ਇੱਕ ਮੈਡੀਕਲ ਕਾਲਜ ਅਤੇ 118 ਸਿੱਖਿਆ ਸਕੂਲ ਸ਼ਾਮਲ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ, 90 ਫੀਸਦ ਘਰੇਲੂ ਖਪਤਕਾਰਾਂ ਨੇ 300 ਯੂਨਿਟ ਮੁਫ਼ਤ ਬਿਜਲੀ ਦਾ ਲਾਭ ਲਿਆ ਹੈ।
ਸਰਕਾਰ ਨੇ 78263 ਕਰੋੜ ਰੁਪਏ ਦਾ ਨਿਵੇਸ਼ ਵੀ ਹਾਸਲ ਕੀਤਾ ਹੈ, ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਵਿਰੋਧੀ ਐਕਸ਼ਨ ਹੈਲਪਲਾਈਨ, ਰੈਵੇਨਿਊ ਹੈਲਪਲਾਈਨ (81849-00002), ਐਨ.ਆਰ.ਆਈ. ਹੈਲਪਲਾਈਨ (94641-00168), 1076 ਹੈਲਪਲਾਈਨ ਨਾਗਰਿਕ ਕੇਂਦਰਿਤ ਸੇਵਾਵਾਂ ਘਰ-ਘਰ ਪਹੁੰਚਾਉਣ ਲਈ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ ਅਤੇ 137 ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਵਿੱਚ ਟਰਾਂਸਪੋਰਟ ਸਹੂਲਤ ਲਾਗੂ ਕੀਤੀ ਹੈ। ਹੋਰ ਮਹੱਤਵਪੂਰਨ ਪ੍ਰਾਪਤੀਆਂ ਵਿੱਚ ਸਰਕਾਰ ਤੁਹਾਡੇ ਦੁਆਰ, 325 ਹਾਈ-ਟੈਕ ਐਂਬੂਲੈਂਸਾਂ, 1000 ਸਪੋਰਟਸ ਨਰਸਰੀਆਂ, 28 ਭੂਮੀਗਤ ਸਿੰਚਾਈ ਪਾਈਪਲਾਈਨ ਪ੍ਰੋਜੈਕਟ, ਅਤੇ ਇੱਕ ਨਵੀਂ ਮੱਛੀ ਮੰਡੀ ਵਰਗੀਆਂ ਪਹਿਲਕਦਮੀਆਂ ਸ਼ਾਮਲ ਹਨ।
ਸਰਕਾਰ ਨੇ ਸ਼ਹੀਦ ਸੈਨਿਕਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਦਿੱਤੀ ਜਾਣ ਵਾਲੀ ਸਹਾਇਤਾ ਵਿੱਚ ਵੀ ਮਹੱਤਵਪੂਰਨ ਬਦਲਾਅ ਕੀਤੇ ਹਨ, ਜਿਵੇਂ ਕਿ ਸ਼ਹੀਦ ਸੈਨਿਕਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਲਈ ਐਕਸ-ਗ੍ਰੇਸ਼ੀਆ ਗ੍ਰਾਂਟ ਨੂੰ ਵਧਾ ਕੇ 1 ਕਰੋੜ ਰੁਪਏ, ਪੁਲਿਸ ਸ਼ਹੀਦਾਂ ਲਈ 1 ਕਰੋੜ ਰੁਪਏ ਅਤੇ ਸਰੀਰਕ ਤੌਰ 'ਤੇ ਅਪੰਗ ਵਿਅਕਤੀਆਂ ਲਈ ਐਕਸ-ਗ੍ਰੇਸ਼ੀਆ ਗ੍ਰਾਂਟ ਵਿੱਚ ਵਾਧਾ ਕੀਤਾ ਗਿਆ ਹੈ। ਸਿਪਾਹੀ 76-100 ਫੀਸਦ ਅਪੰਗਤਾ ਵਾਲੇ ਨੂੰ 40 ਲੱਖ ਰੁਪਏ, 51-75 ਫੀਸਦ ਅਪੰਗਤਾ ਵਾਲੇ ਨੂੰ 20 ਲੱਖ ਰੁਪਏ ਅਤੇ 25-50 ਫੀਸਦ ਅਪੰਗਤਾ ਵਾਲੇ ਨੂੰ 10 ਲੱਖ ਰੁਪਏ।
ਗੈਰ-ਪੈਨਸ਼ਨਰ ਸਾਬਕਾ ਸੈਨਿਕਾਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਵਿਧਵਾਵਾਂ ਲਈ ਮਾਸਿਕ ਵਿੱਤੀ ਸਹਾਇਤਾ 6,000 ਰੁਪਏ ਤੋਂ ਵਧਾ ਕੇ 10,000 ਰੁਪਏ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ ਅਤੇ ਦੂਜੇ ਵਿਸ਼ਵ ਯੁੱਧ ਅਤੇ ਹੋਰ ਜੰਗਾਂ ਵਿੱਚ ਸੇਵਾ ਕਰਨ ਵਾਲੇ ਸੈਨਿਕਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਲਈ 'ਜੰਗੀ ਜਾਗੀਰ' 10,000 ਰੁਪਏ ਤੋਂ ਵਧਾ ਕੇ 20,000 ਰੁਪਏ ਸਾਲਾਨਾ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ। ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਪਾਣੀ ਦੇ ਘਟ ਰਹੇ ਪੱਧਰ ਨੂੰ ਰੋਕਣ ਲਈ ਸਰਕਾਰ ਦੇ ਯਤਨਾਂ ਨੂੰ ਹੁਲਾਰਾ ਦਿੰਦਿਆਂ ਕੁਦਰਤੀ ਸਰੋਤਾਂ ਖਾਸ ਕਰਕੇ ਧਰਤੀ ਹੇਠਲੇ ਪਾਣੀ ਦੇ ਟੇਬਲ ਨੂੰ ਬਚਾਉਣ ਲਈ ਲੋਕਾਂ ਤੋਂ ਸੁਹਿਰਦ ਸਹਿਯੋਗ ਦੀ ਮੰਗ ਕੀਤੀ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਰਾਜ ਸਰਕਾਰ ਵੱਲੋਂ 2000 ਕਰੋੜ ਰੁਪਏ ਮੁਹੱਈਆ ਕਰਵਾਏ ਜਾ ਰਹੇ ਹਨ। ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ 'ਤੇ 1500 ਰੁਪਏ ਪ੍ਰਤੀ ਏਕੜ ਸਬਸਿਡੀ। ਪੰਜਾਬ ਭਰ ਤੋਂ ਦਿੱਲੀ ਹਵਾਈ ਅੱਡੇ ਤੱਕ ਬੱਸਾਂ ਦਾ ਚੱਲਣਾ ਵੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਸਰਕਾਰ ਦੀ ਇੱਕ ਮਹੱਤਵਪੂਰਨ ਪ੍ਰਾਪਤੀ ਹੈ ਕਿਉਂਕਿ ਇਹ ਸੇਵਾ ਪੰਜਾਬੀਆਂ ਅਤੇ ਪ੍ਰਵਾਸੀ ਪੰਜਾਬੀਆਂ ਲਈ ਬਹੁਤ ਲਾਹੇਵੰਦ ਸਾਬਤ ਹੋ ਰਹੀ ਹੈ। ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪੰਚਾਇਤੀ ਜ਼ਮੀਨਾਂ 'ਤੇ ਨਾਜਾਇਜ਼ ਕਬਜ਼ਿਆਂ ਕਰਨ ਵਾਲਿਆਂ ਵਿਰੁੱਧ ਕਾਰਵਾਈ ਦਾ ਲੋਕਾਂ ਵੱਲੋਂ ਵੀ ਸਵਾਗਤ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਪੇਂਡੂ ਖੇਤਰਾਂ ਵਿੱਚ ਬਿਹਤਰ ਸਹੂਲਤਾਂ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਨੂੰ ਵੀ ਮਜ਼ਬੂਤ ਕਰ ਰਹੀ ਹੈ।
ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਖੁਸ਼ਹਾਲ ਭਵਿੱਖ ਅਤੇ ਆਉਣ ਵਾਲੇ ਸਮੇਂ ਵਿੱਚ ਸੂਬੇ ਦੀ ਹੋਰ ਤਰੱਕੀ ਦੀ ਕਾਮਨਾ ਕਰਦਿਆਂ ਲੋਕਾਂ ਨੂੰ 78ਵੇਂ ਸੁਤੰਤਰਤਾ ਦਿਵਸ ਦੀ ਵਧਾਈ ਦਿੱਤੀ।
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਮੁੱਖ ਮਹਿਮਾਨ ਨੇ ਪਰੇਡ ਕਮਾਂਡਰ ਆਈ.ਪੀ.ਐਸ. ਅਧਿਕਾਰੀ ਜਯੰਤ ਪੁਰੀ ਦੀ ਅਗਵਾਈ ਹੇਠ ਪੰਜਾਬ ਪੁਲਿਸ (ਪੁਰਸ਼ ਅਤੇ ਮਹਿਲਾ), ਪੰਜਾਬ ਹੋਮ ਗਾਰਡਜ਼, ਐਨ.ਸੀ.ਸੀ. ਸਕਾਊਟਸ (ਲੜਕੇ ਅਤੇ ਲੜਕੀਆਂ) ਅਤੇ ਹੋਰਾਂ ਦੀਆਂ ਟੁਕੜੀਆਂ ਵੱਲੋਂ ਮਾਰਚ ਪਾਸਟ ਤੋਂ ਸਲਾਮੀ ਲਈ। ਮਾਰਚ ਪਾਸਟ ਤੋਂ ਬਾਅਦ 27 ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਦੇ 750 ਵਿਦਿਆਰਥੀਆਂ ਵੱਲੋਂ ਸ਼ਾਨਦਾਰ ਪੀਟੀ ਸ਼ੋਅ, ਸਪਰਿੰਗ ਡੇਲ ਸਕੂਲ, ਬੀ.ਵੀ.ਐਮ. ਸਕੂਲ, ਡੀ.ਏ.ਵੀ. ਸਕੂਲ ਅਤੇ ਹੋਰਾਂ ਸਮੇਤ ਵੱਖ-ਵੱਖ ਸੰਸਥਾਵਾਂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਵੱਲੋਂ ਦੇਸ਼ ਭਗਤੀ ਦਾ ਰੰਗਾਰੰਗ ਸੱਭਿਆਚਾਰਕ ਪ੍ਰੋਗਰਾਮ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ।
ਪਹਿਲੀ ਵਾਰ ਹੈਬੋਵਾਲ ਦੇ ਵੋਕੇਸ਼ਨਲ ਰੀਹੈਬਲੀਟੇਸ਼ਨ ਟਰੇਨਿੰਗ ਸੈਂਟਰ ਦੇ ਨੇਤਰਹੀਣ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਰਾਸ਼ਟਰੀ ਗੀਤ ਗਾਇਆ, ਜਦਕਿ ਸਰਾਭਾ ਨਗਰ ਸਥਿਤ ਰੈੱਡ ਕਰਾਸ ਡੈਫ ਐਂਡ ਡੰਬ ਸਕੂਲ ਦੇ ਬੋਲਣ ਅਤੇ ਸੁਣਨ ਤੋਂ ਕਮਜ਼ੋਰ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਸੰਕੇਤਕ ਭਾਸ਼ਾ ਦੀ ਵਰਤੋਂ ਕਰਦਿਆਂ ਗੀਤ ਪੇਸ਼ ਕੀਤਾ।
