The Punjab Vigilance Bureau (VB) has arrested five employees of of Cooperative Society Dhuga Kalan District Hoshiarpur for taking loan in the name of a deceased member person while three persons had already been arrested in the same case. Disclosing this here today an official spokesperson of the VB said that among the arrested accused are Yudhveer Singh, former inspector and present assistant registrar, Cooperative Bank Dasuya, Cooperative Bank Branch Rupowal Tehsil Dasuya Ravinder Singh Clerk cum Cashier, now posted as accountant Central Cooperative Bank Limited Branch Sikri, Hoshiarpur, Manjit Singh Cashier (Retired), Co-operative Bank Branch Rupowal and Avtar Singh Ex-Manager (Retired) along with Paramjit Singh Ex-Manager (Retired) have been arrested.
He informed that based on the facts revealed during the investigation of a complaint registered in this regard accused Ajaib Singh, Secretary, Cooperative Society village Dhugga Kalan Hoshiarpur including members Niranjan Singh and Tarsem Singh were arrested by the Bureau. Giving more details he further informed that in the year 2018 a corruption case was registered against the above said cashier Ajaib Singh for getting a loan of Rs 1,92,000 in the name of deceased member of the society Gulzar Singh, a resident of village Dhugga Kalan, in connivance with other officials of the cooperative society.
In this regard the VB had probed the complaint lodged by his nephew and registered a case. It was found that the accused secretary had deposited the entire loan from the society and again obtained a loan amounting to Rs 1,90,000 on the same date. The spokesperson informed that based on the enquiry the VB had arrested three accused Ajaib Singh and members Niranjan Singh and Tarsem Singh.
After this a thorough investigation was conducted in which it was found that the above mentioned five accused in connivance with each other had made a fraud with the cooperative society Dhugga Kalan and Cooperative Bank branch Rupowal for approval of this loan in the name of a deceased person.

ਪੰਜਾਬ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੇ ਸਹਿਕਾਰੀ ਸਭਾ ਧੁੱਗਾ ਕਲਾਂ ਅਤੇ ਸਹਿਕਾਰੀ ਬੈਂਕ ਰੂਪੋਵਾਲ, ਜਿਲਾ ਹੁਸ਼ਿਆਰਪੁਰ ਦੇ ਪੰਜ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਇਕ ਮ੍ਰਿਤਕ ਮੈਂਬਰ ਦੇ ਨਾਮ ਉਤੇ ਕਰਜ਼ਾ ਲੈਣ ਦੇ ਦੋਸ਼ ਵਿੱਚ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਹੈ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਸਹਿਕਾਰੀ ਸਭਾ ਧੁੱਗਾ ਕਲਾਂ ਦੇ ਤਿੰਨ ਮੁਲਜ਼ਮ ਪਹਿਲਾਂ ਹੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ।
ਇਸ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਦੇ ਇਕ ਸਰਕਾਰੀ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਗਏ ਮੁਲਜਮਾਂ ਵਿਚ ਯੁੱਧਵੀਰ ਸਿੰਘ, ਸਾਬਕਾ ਇੰਸਪੈਕਟਰ ਅਤੇ ਮੌਜੂਦਾ ਸਹਾਇਕ ਰਜਿਸਟਰਾਰ, ਸਹਿਕਾਰੀ ਬੈਂਕ ਦਸੂਹਾ, ਰਵਿੰਦਰ ਸਿੰਘ ਕਲਰਕ-ਕਮ ਕੈਸ਼ੀਅਰ, ਸਹਿਕਾਰੀ ਬੈਂਕ ਸ਼ਾਖਾ ਰੂਪੋਵਾਲ, ਤਹਿਸੀਲ ਦਸੂਹਾ, ਜੋ ਹੁਣ ਲੇਖਾਕਾਰ ਵਜੋਂ ਸਹਿਕਾਰੀ ਬੈਂਕ ਲਿਮਟਿਡ ਸ਼ਾਖਾ ਸੀਕਰੀ, ਹੁਸ਼ਿਆਰਪੁਰ ਵਿਖੇ ਤਾਇਨਾਤ ਹਨ, ਸਮੇਤ ਮਨਜੀਤ ਸਿੰਘ ਕੈਸ਼ੀਅਰ (ਸੇਵਾਮੁਕਤ), ਸਹਿਕਾਰੀ ਬੈਂਕ ਸ਼ਾਖਾ ਰੂਪੋਵਾਲ ਅਤੇ ਇਸੇ ਬੈਂਕ ਦੇ ਅਵਤਾਰ ਸਿੰਘ ਸਾਬਕਾ ਮੈਨੇਜਰ (ਸੇਵਾਮੁਕਤ) ਸਮੇਤ ਪਰਮਜੀਤ ਸਿੰਘ ਸਾਬਕਾ ਮੈਨੇਜਰ (ਸੇਵਾਮੁਕਤ) ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਹੈ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਸਬੰਧੀ ਦਰਜ ਕਰਵਾਈ ਗਈ ਸ਼ਿਕਾਇਤ ਦੀ ਪੜਤਾਲ ਦੌਰਾਨ ਸਾਹਮਣੇ ਆਏ ਤੱਥਾਂ ਦੇ ਆਧਾਰ 'ਤੇ ਮੁਲਜ਼ਮ ਅਜੈਬ ਸਿੰਘ ਸਕੱਤਰ ਸਹਿਕਾਰੀ ਸਭਾ ਪਿੰਡ ਧੁੱਗਾ ਕਲਾਂ ਜ਼ਿਲਾ ਹੁਸ਼ਿਆਰਪੁਰ ਸਮੇਤ ਮੈਂਬਰ ਨਿਰੰਜਨ ਸਿੰਘ ਅਤੇ ਤਰਸੇਮ ਸਿੰਘ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਲਿਆ ਗਿਆ ਹੈ ਜਿੰਨਾ ਵਿਰੁੱਧ ਇਸ ਸਬੰਧੀ ਬਿਊਰੋ ਵੱਲੋਂ ਪਹਿਲਾਂ ਹੀ ਧਾਰਾ 409, 420, 465, 466, 467, 468, 471, 120-ਬੀ ਆਈ.ਪੀ.ਸੀ. ਅਤੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰੋਕੂ ਕਾਨੂੰਨ ਦੀ ਧਾਰਾ 3(1) (ਏ) ਅਧੀਨ 13(2) ਅਧੀਨ ਵਿਜੀਲੈਂਸ ਬਿਓਰੋ ਦੇ ਥਾਣਾ ਜਲੰਧਰ ਰੇਂਜ ਵਿਖੇ ਕੇਸ ਦਰਜ ਹੈ।
ਵਧੇਰੇ ਜਾਣਕਾਰੀ ਦਿੰਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਉਕਤ ਮਾਮਲੇ ਦੀ ਤਫਤੀਸ਼ ਦੌਰਾਨ ਉਕਤ ਕੈਸ਼ੀਅਰ ਅਜਾਇਬ ਸਿੰਘ ਨੂੰ ਪਿੰਡ ਧੁੱਗਾ ਕਲਾਂ ਦੇ ਰਹਿਣ ਵਾਲੇ ਸੁਸਾਇਟੀ ਦੇ ਮ੍ਰਿਤਕ ਮੈਂਬਰ ਗੁਲਜ਼ਾਰ ਸਿੰਘ ਦੇ ਨਾਂ 'ਤੇ 1,92,000 ਰੁਪਏ ਦਾ ਕਰਜ਼ਾ ਲੈਣ ਦੇ ਦੋਸ਼ ਹੇਠ ਸਹਿਕਾਰੀ ਸਭਾ ਦੇ ਹੋਰ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਹ ਵੀ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਦੋਸ਼ੀ ਸੈਕਟਰੀ ਅਜੈਬ ਸਿੰਘ ਨੇ ਸੁਸਾਇਟੀ ਦਾ ਸਾਰਾ ਕਰਜ਼ਾ ਮ੍ਰਿਤਕ ਗੁਲਜ਼ਾਰ ਸਿੰਘ ਦੇ ਖਾਤੇ 'ਚ ਜਮ੍ਹਾ ਕਰਵਾ ਦਿੱਤਾ ਸੀ ਅਤੇ ਹੋਰਾਂ ਨਾਲ ਮਿਲੀਭੁਗਤ ਕਰਕੇ ਉਸੇ ਮਿਤੀ ਨੂੰ ਉਸ ਦੇ ਨਾਂ 'ਤੇ 1,90,000 ਰੁਪਏ ਦਾ ਕਰਜ਼ਾ ਦੁਬਾਰਾ ਲਿਆ ਸੀ।
ਵਿਜੀਲੈਂਸ ਦੀ ਤਫ਼ਤੀਸ਼ ਦੌਰਾਨ ਆਪਣੀ ਗ੍ਰਿਫਤਾਰੀ ਦੇ ਡਰੋਂ ਉਸਨੇ ਉਕਤ ਬੈਂਕ ਨੂੰ ਵਿਆਜ ਸਮੇਤ ਸਾਰਾ ਕਰਜ਼ਾ 2,26,315 ਰੁਪਏ ਲੱਖ ਰੁਪਏ ਜਮ੍ਹਾ ਕਰਵਾ ਦਿੱਤਾ ਸੀ। ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਪੁੱਛਗਿੱਛ ਦੇ ਆਧਾਰ 'ਤੇ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੇ ਤਿੰਨ ਦੋਸ਼ੀਆਂ ਅਜੈਬ ਸਿੰਘ ਅਤੇ ਮੈਂਬਰਾਂ ਨਿਰੰਜਨ ਸਿੰਘ ਅਤੇ ਤਰਸੇਮ ਸਿੰਘ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਹੈ।
ਇਸ ਤੋਂ ਬਾਅਦ ਡੂੰਘਾਈ ਨਾਲ ਜਾਂਚ ਕੀਤੀ ਗਈ, ਜਿਸ 'ਚ ਪਾਇਆ ਗਿਆ ਕਿ ਉਕਤ ਪੰਜਾਂ ਕਰਮਚਾਰੀਆਂ ਨੇ ਆਪਸ 'ਚ ਮਿਲੀਭੁਗਤ ਕਰਕੇ ਸਭਾ ਦੇ ਇਕ ਮ੍ਰਿਤਕ ਮੈਂਬਰ ਦੇ ਨਾਂ 'ਤੇ ਇਹ ਕਰਜ਼ਾ ਮਨਜ਼ੂਰ ਕਰਵਾਉਣ ਤੇ ਜਮਾਂ ਕਰਵਾਉਣ ਲਈ ਸਹਿਕਾਰੀ ਸਭਾ ਧੁੱਗਾ ਕਲਾਂ ਅਤੇ ਸਹਿਕਾਰੀ ਬੈਂਕ ਸ਼ਾਖਾ ਰੂਪੋਵਾਲ ਨਾਲ ਧੋਖਾਦੇਹੀ ਕੀਤੀ ਸੀ।
