Haryana Government has decided to implement Mukhya Mantri Gramin Awas Yojana (MMGAY) on the lines of Mukhya Mantri Shehri Awas Yojana to ensure that all the rural residents of Haryana have access to a habitable and affordable dwelling unit.A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Sh Nayab Singh here today.
Mukhya Mantri Gramin Awas Yojna aims to provide affordable, quality rural housing, fostering sustainable development and vibrant communities. Through strategic planning and transparent governance, MMGAY aims to make homeownership a reality for every rural resident, enhancing overall well-being and prosperity.
Under the scheme, financial assistance of maximum of Rs 1,00,000 or actual price of the plot whichever is less, for the purchase of his own residential plot of upto 100 sq. yards will be provided to those beneficiaries whom possession of plot cannot be delivered under Mahatma Gandhi Gramin Basti Yojana (MGGBY).
Mukhya Mantri Gramin Awas Yojana will be implemented for the year 2024-25 and 2025-26. The Rural Development Department will provide the list of beneficiaries under Mahatma Gandhi Gramin Basti Yojana to whom possession of 100 sq. yards plot cannot be delivered.
The scheme will cover those beneficiaries who were to be allotted plots under Mahatma Gandhi Gramin Basti Yojana but who have not been given possession of the plots in the last 15 years.List of beneficiaries provided by Rural Development Department under MGGBY who didn't receive possession of plots in last 15 years, are eligible under this scheme.
Beneficiaries under MGGBY will be identified by the Department of Rural Development, as per scheme guidelines and any amendments thereafter. List of beneficiaries will also be provided by the Rural Development Department. On the basis of this list an "Adhikaar Patra" will be issued by the Department of Housing For All to the beneficiaries which will be valid for one year from the date of issuance.
The "Adhikaar Patra" will be distinguished by a QR code/unique code. Data of beneficiaries along with detail of the "Adhikaar Patra" will be shared with the Revenue Department.The Revenue Department will draft a "Standard sale deed" that includes the buyer, seller and the "Adhikaar Patra" details.
The beneficiary will have to buy a residential plot within a year of the issuance of the "Adhikaar Patra". The registering authority for the purpose of Mukhya Mantri Gramin Awas Yojana (MMGAY) will be the concerned Sub Divisional Officer (Civil).
At the time of registration of plot, the buyer and the seller will present themselves before the registering authority with documents such as “Adhikaar Patra" issued by the Department of Housing For All, sale deed as per the Standard format (available on the Housing For All website link https://hfa.haryana.gov.in/) and photocopy of the Bank Passbook of the seller.
The registering authority will process the registration through Web HALRIS. An API will be generated from the web HALRIS that will be accessed by the online portal of Department of Housing For All through which the registration details of the beneficiaries will be shared.
After registration of deed, data regarding deed such as details of buyers, sellers, property description, transaction amount etc will be shared to HFA for payment via an API on Web HALRIS. The Department of Housing For All will maintain a Bank Account. The information regarding sale, transfer of money gets intimated by way of SMS/email to the buyer, seller and the registering authority.
हरियाणा मंत्रिमंडल ने मुख्यमंत्री ग्रामीण आवास योजना को मंजूरी दी

हरियाणा सरकार ने ग्रामीण क्षेत्रों में लोगों को आवास तथा सस्ती दरों पर डवेल्लिंग यूनिट उपलब्ध करवाने के उद्देश्य से मुख्यमंत्री शहरी आवास योजना की तर्ज पर मुख्यमंत्री ग्रामीण आवास योजना लागू करने का निर्णय लिया है। यह निर्णय आज यहां मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में लिया गया है।
मुख्यमंत्री ग्रामीण आवास योजना का मुख्य उद्देश्य सतत विकास के तहत ग्रामीणों को किफायती दर पर गुणवत्तापूर्ण आवास उपलब्ध करवाना है। सरकार इस योजना के तहत प्रत्येक ग्रामीण को पारदर्शी और योजनाबद्ध तरीके से आवास उपलब्ध करवाएगी। इससे ग्रामीणों की समृद्धि में बढ़ोतरी होगी। सरकार के इस निर्णय के बाद ऐसे लाभार्थियों को आवास उपलब्ध होगा, जिन्हें महात्मा गांधी ग्रामीण बस्ती योजना के तहत पिछले 15 वर्षों में आवासीय प्लाट का कब्जा नहीं मिला।
ऐसे लाभार्थियों को सरकार अधिकतम 1 लाख रुपये वित्तीय सहायता या 100 वर्ग गज तक के आवासीय प्लॉट की वास्तविक कीमत, जो भी कम हो मुहैया करवाएगी। मुख्यमंत्री ग्रामीण आवास योजना वर्ष 2024-25 और वर्ष 2025-26 तक लागू की जाएगी। ग्रामीण विकास विभाग ऐसे चिन्हित लाभार्थियों की सूची उपलब्ध करवाएगा, जिन्हें महात्मा गांधी ग्रामीण बस्ती योजना के तहत 100 वर्ग गज के प्लॉट का कब्जा नहीं दिया गया।
यह योजना ऐसे लाभार्थियों को लाभ सुनिश्चित करेगी, जिन्हें महात्मा गांधी ग्रामीण बस्ती योजना के तहत प्लॉट तो आवंटित हुए लेकिन पिछले 15 वर्षों में प्लॉट का कब्जा नहीं मिला। ग्रामीण विकास विभाग की तरफ से ऐसे चिन्हित लाभार्थियों की सूची जारी की जाएगी। मुख्यमंत्री ग्रामीण आवास योजना के तहत निर्धारित दिशानिर्देशों और संशोधन के अनुसार ग्रामीण विकास विभाग महात्मा गांधी ग्रामीण बस्ती योजना के लाभार्थियों को चिन्हित करेगा।
ऐसे लाभार्थियों की सूची ग्रामीण विकास विभाग मुहैया करवाएगा। इस सूची के आधार पर हाउसिंग फॉर ऑल विभाग लाभार्थियों को अधिकार पत्र जारी करेगा। यह अधिकार पत्र जारी होने की तिथि से एक वर्ष के लिए मान्य होगा। इन पत्रों पर क्यू आर कोड (विशिष्ट पहचान कोड) अंकित होगा। ऐसे लाभार्थियों का डाटा व अधिकार पत्र की जानकारी राजस्व विभाग के साथ सांझा की जाएगी।
इसके लिए राजस्व विभाग ‘‘स्टैंडर्ड सेल डीडज्ज् तैयार करेगा, जिसमें क्रेता, विक्रेता व अधिकार पत्र की जानकारी शामिल होगी। लाभार्थी को अधिकार पत्र जारी होने के 1 वर्ष के समय अवधि में आवासीय प्लॉट खरीदना होगा। मुख्यमंत्री ग्रामीण आवास योजना के तहत पंजीकरण प्राधिकारी सम्बंधित उप-मण्डल अधिकारी (सिविल) होंगे।प्लॉट की रजिस्ट्री के दौरान खरीददार व विक्रेता को पंजीकरण प्राधिकारी उप-मण्डल अधिकारी (सिविल) के समक्ष मौजूद रहना होगा।
इस दौरान सम्बंधित दस्तावेज जैसे कि अधिकार पत्र, स्टैंडर्ड सेल डीड (जोकि हाउसिंग फॉर ऑल विभाग की वेबसाइट https://hfa.haryana.gov.in पर उपलब्ध है), विक्रेता की बैंक पास बुक की कॉपी इत्यादि उपलब्ध करवानी होगी।पंजीकरण प्राधिकारी वेब हैलरिस के माध्यम से पंजीकरण की प्रक्रिया पूरी करेगा। इसके लिए वेब हैलरिस से एपीआई जनरेट होगा जोकि हाउसिंग फॉर ऑल विभाग के ऑनलाइन पोर्टल के माध्यम से एक्सेस हो सकेगा।
इसमें लाभार्थियों के पंजीकरण संबंधी जानकारी सांझा की जा सकेगी। एपीआई के माध्यम से वेब हैलरिस पर भुगतान प्रक्रिया पूरी करने के लिए पंजीकरण के बाद विक्रेता की जानकारी, खरीददार की जानकारी, सम्पति का विवरण, लेनदेन की राशि की जानकारी हाउसिंग फॉर ऑल विभाग के साथ सांझा की जाएगी। हाउसिंग फॉर ऑल विभाग एक बैंक खाता रखेगा। खरीददार, विक्रेता व पंजीकरण प्राधिकारी को एसएमएस /ईमेल के माध्यम से विक्रय व लेनदेन की राशि की जानकारी भेजी जाएगी।
