Nayab Singh here today accorded approval to a proposal regarding shifting of village Badanpur and Sunderpura from Tehsil Uchana to Tehsil Narwana in district Jind. Now the tehsil and sub-division headquarters of these villages will be Narwana.
Haryana Cabinet Greenlights Amendment to Simplify Renewable Energy Project Approvals and Enhance Bio-Energy Policy Implementation
Haryana Cabinet met under the Chairmanship of the Chief Minister, Sh. Nayab Singh, accorded approval for the amendment to the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965 – Implementation of Haryana Bio-Energy Policy, 2018.
The existing provision in Item 5 at the end of Schedule-IV of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965 exempts renewable energy projects from the payment of scrutiny fees and conversion charges for granting Change of Land Use (CLU) permissions.
This provision, stating “No conversion charges and scrutiny fee shall be charged for renewable energy power projects in the State of Haryana” shall be substituted with, "No conversion charges and scrutiny fee shall be charged for renewable energy projects such as solar, hydroelectric, biogas, biomass power, biomass cogeneration, green hydrogen, bio-diesel, pelletization, etc., registered with the Department of New and Renewable Energy in the state of Haryana."
This will ensure that the Haryana Bio-Energy Policy notified on March 9, 2018, by the Department of New & Renewable Energy (DNRE) to incentivize projects such as Solar, Hydro, Biogas, Biomass Power, Biomass Cogeneration, Green Hydrogen, Bio-Diesel, Pelletisation, etc. This policy aimed to exempt these projects from obtaining CLU permissions, scrutiny fees, EDC charges, etc, is implemented in real spirit.
Haryana Cabinet Approves 20-Year Lease for Gaushala Project on Shamlat Land to Enhance Stray Cattle Management
Haryana Cabinet met under the Chairmanship of Chief Minister, Sh. Nayab Singh accorded approval to a proposal regarding lease of land in shamlat deh measuring 07 Acre 04 Kanal 07 Marla of Gram Panchayat Rangala, Block Taoru, District Nuh for a period of 20 years for establishing Gaushala of 1000-1500 animals by Matrdhara Gauvansh Rakshan and Samvardhan Trust.
The Sarpanch and the Block Development and Panchayat Officer concerned shall be Ex-officio members of the Managing Committee of the Gaushalas or any Committee formed to look after the affairs of Gaushala. They shall ensure that the terms and conditions of the lease are fully complied with.
Notably, this has been done under a new policy of the government where charand/other shamlat lands of the panchayats can be utilised for the construction of new Gaushalas, for taking care of stray cattle in rural as well as urban areas. This will also lead to better management of stray cattle in cities.
Haryana Cabinet Approves Key Amendments to Sikh Gurdwaras Management Rules and Act for Enhanced Electoral Inclusion and Leadership Qualifications
Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh here today gave approval for amendment in Haryana Sikh Gurdwaras Management Committee (Delimitation of Wards and Election) Rules, 2023. Earlier, there was a provision of paying Rs 100 and Rs 500 for inclusion of name in the electoral roll, which has now been removed.
Haryana Cabinet met under the Chairmanship of the Chief Minister, Sh. Nayab Singh, accorded approval for the amendment in Haryana Sikh Gurdwaras (Management) Act, 2014. This amendment aims to enhance the qualifications for the Chairman of the Haryana Sikh Gurdwara Judicial Commission to ensure more effective and authoritative supervision of Sikh Gurdwaras and Gurdwara properties within the state.
As per the amendment, now a Judge of the Hon'ble High Court can also be appointed as the chairman of the Haryana Sikh Gurdwara Judicial Commission. Earlier, there was a provision to appoint only the District and Sessions Judge to the post of chairman. Apart from this, the maximum age limit of 65 years set for the chairman appointment in the current provision has also been abolished.

हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में जिला जींद के गांव बडनपुर और सुन्दरपुरा को तहसील उचाना से निकालकर तहसील नरवाना में शामिल करने के प्रस्ताव को मंजूरी दी गई। अब इन गांवों की तहसील व उपमंडल मुख्यालय नरवाना होगा।
हरियाणा मंत्रिमंडल ने अक्षय ऊर्जा परियोजना अनुमोदन को सरल बनाने और जैव ऊर्जा नीति कार्यान्वयन को बढ़ाने के लिए संशोधन को हरी झंडी दी
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई हरियाणा मंत्रिमंडल की बैठक में पंजाब अनुसूचित सड़कें और नियंत्रित क्षेत्र अनियमित विकास प्रतिबंध नियम, 1965 में संशोधन और हरियाणा जैव-ऊर्जा नीति, 2018 का कार्यान्वयन को मंजूरी प्रदान की गई है।पंजाब अनुसूची सड़कें और नियंत्रित क्षेत्र अनियमित विकास प्रतिबंध नियम, 1965 की अनुसूची-IV के अंत में मद 5 ‘’हरियाणा राज्य में अक्षय ऊर्जा विद्युत परियोजनाओं के लिए कोई भी संपरिवर्तन प्रभार तथा संवीक्षा फीस प्रभारित नहीं की जाएगी।" के स्थान पर "हरियाणा राज्य में नवीन और नवीकरणीय ऊर्जा विभाग के साथ पंजीकृत नवीकरणीय ऊर्जा परियोजनाओं जैसे कि सौर, जलविद्युत, बायोगैस, बायोमास पावर बायोमास कोजेनरेशन, ग्रीन हाइड्रोजन, बायो-डीजल पैलेटाइजेशन आदि के लिए कोई संपरिवर्तन प्रभार और सवीक्षा फीस प्रभारित नहीं की जाएगी।" ये मद प्रतिस्थापित की जाएगी
हरियाणा बायो-एनर्जी नीति को अधिसूचना दिनांक 09 मार्च 2018 द्वारा अधिसूचित किया गया था, जिसे नवीन एवं नवीकरणीय ऊर्जा विभाग (डीएनआरई) द्वारा सौर, जलविद्युत, बायोगैस, बायोमास पावर, बायोमास कोजेनरेशन, ग्रीन हाइड्रोजन, बायो-डीजल, पैलेटाइजेशन आदि परियोजनाओं को प्रोत्साहन देने के लिए लागू किया गया है। इन प्रोत्साहनों के तहत भूमि उपयोग परिवर्तन (सीएलयू) अनुमति, जाँच शुल्क, ईडीसी शुल्क आदि से छूट दी जाती थी।
हरियाणा मंत्रिमंडल ने आवारा पशुओं के प्रबंधन को बढ़ाने के लिए शामलात भूमि पर गौशाला परियोजना के लिए 20 साल के पट्टे को मंजूरी दी
बेसहारा गोवंश को आश्रय देने के उद्देश्य से मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां मंत्रिमंडल की बैठक में ग्राम पंचायत रंगला खंड तावडू जिला नूंह की 7 एकड़ 4 कनाल 7 मरला भूमि मातृधारा गोवंश रक्षण एवं संवर्धन ट्रस्ट को 1000-1500 पशुओं की गौशाला बनाने के लिए 20 वर्ष के लिए पट्टे पर देने के प्रस्ताव को मंजूरी दी गई।
तय नियम के तहत संबंधित सरपंच और खंड विकास एवं पंचायत अधिकारी गौशाला की प्रबंध समिति या गौशाला के मामलों की देखभाल के लिए गठित किसी समिति के पदेन सदस्य होंगे। वे ये सुनिश्चित करेंगे कि पट्टे के नियमों और शर्तों का पूरी तरह से पालन किया जाए। उल्लेखनीय है कि यह सरकार की नई नीति के तहत किया गया है, जिसके तहत पंचायतों की गौ चरांद /अन्य शामलात भूमि का उपयोग नई गौशालाओं के निर्माण के लिए किया जा सकेगा, ताकि ग्रामीण और शहरी क्षेत्रों में आवारा पशुओं की देखभाल की जा सके। इससे शहरों में आवारा पशुओं का बेहतर प्रबंधन भी हो सकेगा।
हरियाणा मंत्रिमंडल ने चुनावी समावेशन और नेतृत्व योग्यता बढ़ाने के लिए सिख गुरुद्वारा प्रबंधन नियमों और अधिनियम में प्रमुख संशोधनों को मंजूरी दी
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में हरियाणा सिख गुरुद्वारा प्रबंधक कमेटी (वार्ड एवं चुनाव का सीमांकन) नियम, 2023 में संशोधन को मंजूरी दी गई। पहले मतदाता सूची में नाम शामिल करवाने के लिए 100 रुपये और 500 रुपये के भुगतान का प्रावधान था, जिसे अब हटा दिया गया है।
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में हरियाणा सिख गुरुद्वारा (प्रबंधन) अधिनियम, 2014 में संशोधन को स्वीकृति प्रदान की गई।इस संशोधन का उद्देश्य हरियाणा सिख गुरुद्वारा न्यायिक आयोग के अध्यक्ष की पात्रता मानदंडों में परिवर्तन करना है, ताकि राज्य में सिख गुरुद्वारों और गुरुद्वारा संपत्तियों का अधिक प्रभावी पर्यवेक्षण सुनिश्चित किया जा सके।
संशोधन के अनुसार अब हरियाणा सिख गुरुद्वारा ज्यूडिशियल कमीशन में चेयरमैन के पद पर माननीय उच्च न्यायालय के न्यायाधीश की भी नियुक्ति हो सकेगी। इससे पहले, केवल जिला एवं सत्र न्यायाधीश को ही चेयरमैन पद पर नियुक्त करने का प्रावधान था। इसके अलावा, मौजूदा प्रावधान में चेयरमैन के लिए निर्धारित अधिकतम 65 वर्ष की आयु की सीमा को भी खत्म कर दिया गया है।
