Haryana Chief Minister Sh Nayab Singh while extending several "unique gifts" to Panchayati Raj institutions during a state-level sammelan in Panchkula, announced development works worth Rs. 2400 crore and transferred Rs. 118.47 crore with a single click as grants to 1861 gram panchayats for repairing or completing SC/BC Chaupals. Additionally, the Chief Minister announced an increase in the pension for Panchayati Raj representatives.
While addressing the Sarpanches, the Chief Minister urged them to create a roadmap for the development of their respective villages, assuring them that there will be no shortage of funds. He also said that they should pass the resolution in the Panchayat and forwarding them to the MLAs of their area to ensure seamless execution of the projects.
Chief Minister Sh Nayab Singh highlighted that his government is the first to provide pensions along with honorariums to the representatives of Panchayati Raj institutions. He said that the increase in honorariums has also been implemented by the current government.
The Chief Minister announced an increase in the pensions for various positions within the Panchayati Raj institutions. The pension for the Zila Parishad Chairman has been raised from Rs. 2000 to Rs. 3000. Similarly, the pension for the Vice Chairman has been increased from Rs. 1000 to Rs. 1500, the pension for the Panchayat Samiti Chairman from Rs. 1500 to Rs. 2250, the pension for the Vice Chairman from Rs. 750 to Rs. 1125, and the pension for the Sarpanch from Rs. 1000 to Rs. 1500.
The Chief Minister also assured that any other reasonable demands made by the Sarpanchs would be considered. Highlighting the important role of Sarpanches in the development of the state's villages, he quoted Prime Minister Sh Narendra Modi, saying, "Panchayats are the pillars of Indian democracy, in whose strength lies the prosperity of the new India."
He said that previous governments announced Rs. 5 lakhs for village development, but the funds would be largely unutilized, and the announcement would generate noise for six months without any actual progress. In contrast, the present government has repeatedly allocated Rs. 5 lakhs to villages, significantly transforming their landscape.
Comparing the current government with previous ones, the Chief Minister said that prior to 2014, the State Finance Commission's grant for Panchayats was Rs. 600 crore. Under Prime Minister Sh Narendra Modi, this grant has been increased to Rs. 2968 crore.
Furthermore, he highlighted that the present government has allocated Rs. 7276.77 crore for rural development in this financial year's budget, whereas the previous government had allocated merely Rs. 1898.48 crore during the year 2013-14.Today, while announcing development works amounting to Rs. 2400 crores, Sh Nayab Singh highlighted that Rs. 900 crores each will be allocated to both rural and urban areas.
Additionally, Rs. 118.47 crores has been released for the repair and completion of Chaupals for backward classes and scheduled castes.Sh Nayab Singh urged Sarpanches to actively contribute towards realizing the Prime Minister's vision of a developed India by 2047, emphasizing that national development hinges on rural progress.
To facilitate this vision, the state government has enhanced the limit for Sarpanches to get work done without tender through Panchayats from Rs. 5 lakhs to Rs. 21 lakhs. The Chief Minister said that in view of the changing technology, the State Government has decided to provide a computer operator in every Gram Panchayat.
Highlighting further initiatives, the Chief Minister underscored that the present government is the first to include the Chairman of Zila Parishad and Chairman of Panchayat Samiti in the protocol during state-level programs, alongside senior officials.
Now, the Chairman of the Zila Parishad will sit on the chair along with the Deputy Commissioner and Superintendent of Police. Moreover, Haryana leads as the first state to establish an inter-district council, enhancing Panchayati Raj institutions' participation in governance.
On this occasion, Vidhan Sabha Speaker Sh Gian Chand Gupta, Agriculture and Farmers Welfare Minister Sh Kanwar Pal and Minister of State for Development and Panchayats Sh Mahipal Dhanda also addressed the Sarpanches. Energy Minister Sh Ranjit Singh, Finance Minister Sh Jaiprakash Dalal, Minister of State for Education Minister Smt. Seema Trikha, Minister of State for Urban Local Bodies Sh Subhash Sudha, along with MLAs and officials, were present in the Sammelan.
Earlier, Additional Principal Secretary to Chief Minister Dr. Amit Agrawal welcomed Chief Minister Sh Nayab Singh and guests, providing an overview of the accomplishments of the Development and Panchayats Department.

पंचायती राज प्रतिनिधियों की पेंशन में की बढ़ोतरी की घोषणा

हरियाणा के मुख्यमंत्री श्री नायब सिंह ने आज पंचकूला में आयोजित राज्य स्तरीय पंचायत-सम्मलेन में पंचायतीराज संस्थाओं को एक साथ कई "नायाब सौगातें" देकर खूब वाहवाही बटोरी। उन्होंने जहां 2400 करोड़ रूपये के विकास कार्यों की घोषणा की वहीँ प्रदेश की 1861 ग्राम पंचायतों को एससी/बीसी चौपालों की मरम्मत या अधूरी पड़ी चौपालों को पूरा करने के लिए अनुदान के तौर पर एक क्लिक से 118 करोड़ 47 लाख करोड़ रूपये ट्रांसफर किए। मुख्यमंत्री ने पंचायतीराज प्रतिनिधियों की पेंशन में बढ़ोतरी करने की घोषणा भी की।
मुख्यमंत्री श्री नायब सिंह ने सरपंचों को सम्बोधित करते हुए कहा कि सभी सरपंच अपने -अपने गांव के विकास के लिए कार्य करवाने हेतु रोड-मैप बनाएं , धन की कतई कमी नहीं रहने दी जाएगी। उन्होंने यह भी कहा कि वे पंचायत में प्रस्ताव पास करके अपने क्षेत्र के विधायकों को भेज दें , बिना रोक-टोक काम करवाया जाएगा।
मुख्यमंत्री श्री नायब सिंह ने कहा कि हमारी सरकार पहली सरकार है जिसने पंचायतीराज संस्थाओं के प्रतिनिधियों के मानदेय में न केवल बढ़ोतरी की है बल्कि प्रतिनिधियों को पेंशन देना हमने ही शुरू किया है। मुख्यमंत्री ने घोषणा की कि जिला परिषद अध्यक्ष को दी जाने वाली पेंशन को दो हजार से बढाकर तीन हजार कर दिया है।
इस प्रकार , उपाध्यक्ष की पेंशन को एक हजार से बहदाकार 1500 रूपये , पंचायत समिति अध्यक्ष की पेंशन को 1500 रूपये से बढ़ाकर 2250 रूपये , उपाध्यक्ष की पेंशन को 750 रूपये से बढ़ाकर 1125 रूपये तथा सरपंच की पेंशन एक हजार रूपये बढ़ाकर 1500 रूपये कर दी है। मुख्यमंत्री ने इस अवसर पर यह भी कहा कि सरपंचों की जो भी उचित मांगें और भी होंगी तो उन पर भी विचार किया जाएगा।
उन्होंने प्रदेश के गांवों के विकास में सरपंचों की अहम भूमिका बताते हुए कहा कि हमारे देश के प्रधानमंत्री श्री नरेंद्र मोदी ने भी कहा कि - " पंचायतें भारतीय लोकतंत्र का आधार -स्तम्भ हैं जिनकी मजबूती में ही नए भारत की समृद्धि निहित है।" उन्होंने कहा कि 10 वर्ष पहले की सरकारें अगर किसी गांवों के विकास के लिए एक बार 5 लाख रूपये की घोषणा कर देती थी तो उसका 6 महीने तक केवल ढिंढोरा पीटती थी जबकि काम होते ही नहीं थे। लेकिन वर्तमान सरकार ने तो 5-5 लाख रूपये अनगिनत बार गांव को दिए हैं जिससे गांवों की तस्वीर ही बदल गई है।
मुख्यमंत्री ने पूर्व की सरकारों के साथ वर्तमान सरकार की तुलना करते हुए बताया कि वर्ष 2014 से पहले पंचायतों के लिए राज्य वित्त आयोग का अनुदान 600 करोड़ रूपये था , जबकि प्रधानमंत्री श्री नरेंद्र मोदी ने यह अनुदान बढाकर 2968 करोड़ रूपये कर दिया है। उन्होंने आगे बताया कि वर्तमान सरकार ने इस वित्त वर्ष के बजट में ग्रामीण क्षेत्र के विकास हेतु 7276.77 करोड़ रूपये आवंटित किए हैं जबकि पहले की सरकार ने वर्ष 2013 - 14 के दौरान 1898.48 करोड़ रूपये की राशि आवंटित की थी।
उन्होंने आज 2400 करोड़ रूपये के विकास कार्यों की घोषणा करते हुए बताया कि इनमे से 900-900 करोड़ रूपये गांव व शहरी क्षेत्र के लिए दिए जाएंगे। साथ ही पिछड़ा वर्ग और अनुसूचित जाती वर्ग की चौपालों की मरम्मत तथा अधूरी पड़ी चौपालों को पूरा करने के लिए 118.47 करोड़ रूपये दिए गए हैं।श्री नायब सिंह ने सरपंचों को प्रधानमंत्री के 2047 तक विकसित भारत के सपने को साकार करने में साथ देने का आह्वान करते हुए कहा कि गांव का विकास होगा तभी देश का विकास होगा।
प्रधानमंत्री की सोच को पूरा करने के लिए ही राज्य सरकार ने सरपंचों को पंचायत के माध्यम से बिना टेंडर के काम करवाने की लिमिट को 5 लाख से बढ़ाकर 21 लाख कर दिया है। मुख्यमंत्री ने कहा कि बदलती तकनीक को देखते हुए राज्य सरकार ने प्रत्येक ग्राम पंचायत में एक कंप्यूटर ऑपरेटर देने का निर्णय लिया है ताकि सरपंचों को अपने हिसाब -किताब में आसानी हो सके।
उन्होंने कहा कि वर्तमान सरकार पहली ऐसी सरकार है जिसने राज्य स्तरीय कार्यक्रमों एवं समारोहों के अवसर पर अपने क्षेत्राधिकार में जिला परिषद के अध्यक्ष , पंचायत समिति के अध्यक्ष और ग्राम पंचायतों के सरपंचों के प्रोटोकॉल का भी प्रावधान किया है। अब जिला परिषद का चेयरमैन डीसी और एसपी के साथ कुर्सी पर बैठेंगे।
ब्लॉक समिति के चेयरमैन को एडीसी व सीजेएम के साथ और सरपंचों को भी सम्मान देने के लिए प्रोटोकॉल लिस्ट में पहली बार शामिल किया गया है। उन्होंने बताया कि हरियाणा देश का पहला राज्य है जिसने शासन में पंचायतीराज संस्थाओं की अधिक भागीदारी देने के लिए अंतर -जिला परिषद का गठन किया है।
इस अवसर पर विधानसभा अध्यक्ष श्री ज्ञानचंद गुप्ता, कृषि एवं किसान कल्याण मंत्री श्री कंवर पाल, विकास एवं पंचायत राज्य मंत्री श्री महिपाल ढांडा ने भी सरपंचों को सम्बोधित किया। सम्मलेन में ऊर्जा मंत्री श्री रणजीत सिंह, वित्त मंत्री श्री जयप्रकाश दलाल, शिक्षा राज्य मंत्री श्रीमती सीमा त्रिखा, नगर निकाय राज्य मंत्री श्री सुभाष सुधा के अलावा कई विधायक तथा अधिकारी उपस्थित थे।
इससे पूर्व, मुख्यमंत्री के अतिरिक्त प्रधान सचिव डॉ अमित अग्रवाल ने मुख्यमंत्री श्री नायब सिंह एवं अन्य अतिथियों का स्वागत करते हुए विकास एवं पंचायत विभाग की उपलब्धियों की विस्तार से चर्चा की।
