Rolling out the Installation of City Surveillance & Traffic Management System in Mohali city at Chowk 7/8 lights crossing, near Gurdwara Sri Amb Sahib, on Thursday, MLA Kulwant Singh said that the project is aimed at curbing traffic violations, Hooliganism, Illegal Activities and other crimes especially against women by maintaining a centralized monitoring on 18 busy junctions of SAS Nagar.
Expressing a big thanks to Punjab Chief Minister Bhagwant Singh Mann for turning the project from papers to reality, the MLA said that it was a long pending demand of the city residents to enhance safety and security standards in the city like Chandigarh that has been met today. He further said that worth Rs 17.70 Crore project would be completed in a record three months and he wishes that the Chief Minister would dedicate the project after completion.
He said that Mohali is developing and growing rapidly and it is our first and foremost duty to add to its beauty by providing better infrastructural facilities like rotaries at roundabouts, widening of roads, enhanced green cover and a safer and more secure environment to the residents. Reiterating his commitment to developing SAS Nagar (Mohali) as one of the most beautiful and dream destinations, he said that he would leave no stone unturned in his efforts.
The MLA expressed gratitude to the Punjab Police Housing Corporation, DC, SSP and other officers involved in the process for making the dream true of installation of Cameras. Special Director General of Police-cum-Managing Director of Punjab Police Housing Corporation, Sharad Satya Chauhan under whose supervision, the project is being launched, added that the City Surveillance and Traffic Management System would prove a unique platform for safety and traffic management in the city.
He said that it would curb habitual traffic violators by making available the opportunity to cancel their Driving Licenses as the record of traffic violations would be online with the police. Besides, the system would also introduce an e-challan as well as a virtual court by providing an online payment gateway without the need for lawyers and court premises.
Deputy Commissioner, Mrs Aashika Jain said that being the head of the District Road Safety Committee, the District Administration is committed to ensuring road safety besides preventing causality and injury on roads in the city. The initiative of City Surveillance and Traffic Management System is not aimed at mere challaning of traffic violators but rather to inculcate a sense of deterrence and sensitization to adhere to traffic rules, said Deputy Commissioner Mrs Jain adding that the habitual offenders have to face challans, in case they don’t care of rules.
She said that the installation of Red Lights Violation Detection Cameras, Automatic Number Plate Recognition Cameras, Pan, Tilt and Zoom Cameras would be a major relief to the city traffic police. She said that she hoped the system after getting functional would prevent causality, and injury on city roads for pedestrians, cycle riders and two-wheeler riders. SSP Dr Sandeep Garg while elaborating about the functioning of the coming up City Surveillance and Traffic Management System said that it would cover 18 locations on city roads with over 400 cameras besides two speed detectors on Airport road.
The Central Command and Control Room being set up on the top floor of Sohana Police Station would be the main control room that would monitor the feed of these four types of cameras (63 Red light violation Detection Cameras, 216 Automatic Number Plate Recognition Cameras, 22 Pan, Tilt and Zoom Cameras and 104 Bullet (surveillance cameras) Cameras besides two-speed detectors).
The Pan, tilt and Zoom Cameras can see any object by zooming in up to 200 meters. Red Lights Violation Detection camera can automatically record the Zebra Crossing Front line jumpers. Similarly, Automatic Number Plate Recognition Cameras would read the number plate by taking its’ digital format besides tracing out the route of vehicle snatches, which will further help the police in controlling and monitoring crime and criminal activities.
The officers present on the occasion included ADC (UD) Damanjit Singh Mann, SDM Mohali Deepankar Garg, Chief Engineer, PPHC Ranjodh Singh Manhas, DSP Harsimran Singh Ball and Jaswinder Singh Executive Engineer.

ਮੋਹਾਲੀ ਸ਼ਹਿਰ ਵਿੱਚ ਵੀਰਵਾਰ ਨੂੰ ਫੇਸ 7/8 ਦੀਆਂ ਲਾਈਟਾਂ (ਗੁਰਦੁਆਰਾ ਸ੍ਰੀ ਅੰਬ ਸਾਹਿਬ ਨੇੜੇ) ਵਾਲੇ ਚੌਂਕ ’ਤੇ ਸਿਟੀ ਸਰਵੀਲੈਂਸ ਅਤੇ ਟਰੈਫਿਕ ਮੈਨੇਜਮੈਂਟ ਸਿਸਟਮ ਦੀ ਸਥਾਪਨਾ ਦੀ ਸ਼ੁਰੂਆਤ ਕਰਦੇ ਹੋਏ ਵਿਧਾਇਕ ਕੁਲਵੰਤ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਪ੍ਰੋਜੈਕਟ ਦਾ ਉਦੇਸ਼ ਟਰੈਫਿਕ ਉਲੰਘਣਾ, ਗੁੰਡਾਗਰਦੀ, ਗੈਰ-ਕਾਨੂੰਨੀ ਗਤੀਵਿਧੀਆਂ ਖਾਸ ਤੌਰ ’ਤੇ ਔਰਤਾਂ ਵਿਰੁੱਧ ਅਪਰਾਧ ਨੂੰ ਐਸ.ਏ.ਐਸ.ਨਗਰ ਦੇ 18 ਭੀੜ-ਭੜੱਕੇ ਵਾਲੇ ਜੰਕਸ਼ਨਾਂ ’ਤੇ ਕੇਂਦਰੀਕ੍ਰਿਤ ਨਿਗਰਾਨੀ ਰੱਖ ਕੇ ਰੋਕਣਾ ਹੈ। ਇਸ ਪ੍ਰੋਜੈਕਟ ਨੂੰ ਕਾਗਜ਼ਾਂ ਤੋਂ ਹਕੀਕਤ ਵਿੱਚ ਬਦਲਣ ਲਈ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦਾ ਧੰਨਵਾਦ ਕਰਦਿਆਂ ਵਿਧਾਇਕ ਕੁਲਵੰਤ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਮੋਹਾਲੀ ਸ਼ਹਿਰ ਵਿੱਚ ਚੰਡੀਗੜ੍ਹ ਵਰਗੇ ਸੁਰੱਖਿਆ ਮਿਆਰ ਦੀ ਸ਼ਹਿਰ ਵਾਸੀਆਂ ਦੀ ਚਿਰੋਕਣੀ ਮੰਗ ਸੀ ਜੋ ਅੱਜ ਪੂਰੀ ਹੋਈ ਹੈ।
ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ 17.70 ਕਰੋੜ ਰੁਪਏ ਦਾ ਇਹ ਪ੍ਰੋਜੈਕਟ ਰਿਕਾਰਡ ਤਿੰਨ ਮਹੀਨਿਆਂ ਵਿੱਚ ਮੁਕੰਮਲ ਕੀਤਾ ਜਾਵੇਗਾ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਇੱਛਾ ਹੈ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਇਸ ਪ੍ਰੋਜੈਕਟ ਦੇ ਮੁਕੰਮਲ ਹੋਣ ਤੋਂ ਬਾਅਦ ਇਸ ਨੂੰ ਲੋਕ ਅਰਪਣ ਕਰਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੋਹਾਲੀ ਤੇਜ਼ੀ ਨਾਲ ਵਿਕਾਸ ਕਰ ਰਿਹਾ ਹੈ ਅਤੇ ਇਸਦੀ ਸੁੰਦਰਤਾ ਵਿੱਚ ਵਾਧਾ ਕਰਨਾ ਸਾਡਾ ਸਭ ਤੋਂ ਪਹਿਲਾ ਫਰਜ਼ ਹੈ ਜਿਸ ਲਈ ਚੌਕਾਂ ’ਤੇ ਰੋਟਰੀ, ਸੜ੍ਹਕਾਂ ਨੂੰ ਚੌੜਾ ਕਰਨਾ, ਹਰਿਆ-ਭਰਿਆ ਬਣਾਉਣਾ ਅਤੇ ਵਸਨੀਕਾਂ ਨੂੰ ਵਧੇਰੇ ਸੁਰੱਖਿਅਤ ਵਾਤਾਵਰਣ ਪ੍ਰਦਾਨ ਕਰਕੇ ਇਸਦੀ ਸੁੰਦਰਤਾ ਵਿੱਚ ਵਾਧਾ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।
ਐਸ.ਏ.ਐਸ.ਨਗਰ (ਮੋਹਾਲੀ) ਨੂੰ ਸਭ ਤੋਂ ਸੁੰਦਰ ਅਤੇ ਸੁਪਨਮਈ ਮੰਜ਼ਿਲ ਵਜੋਂ ਵਿਕਸਤ ਕਰਨ ਲਈ ਆਪਣੀ ਵਚਨਬੱਧਤਾ ਨੂੰ ਦੁਹਰਾਉਂਦਿਆਂ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਆਪਣੇ ਯਤਨਾਂ ਵਿੱਚ ਕੋਈ ਕਸਰ ਬਾਕੀ ਨਹੀਂ ਛੱਡਣਗੇ। ਕੈਮਰਿਆਂ ਦੀ ਸਥਾਪਨਾ ਦੇ ਸੁਪਨੇ ਨੂੰ ਸਾਕਾਰ ਕਰਨ ਲਈ ਵਿਧਾਇਕ ਨੇ ਪੰਜਾਬ ਪੁਲਿਸ ਹਾਊਸਿੰਗ ਕਾਰਪੋਰੇਸ਼ਨ, ਡੀ ਸੀ, ਐਸ ਐਸ ਪੀ ਅਤੇ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਰ ਅਧਿਕਾਰੀਆਂ ਤੇ ਵਿਭਾਗਾਂ ਦਾ ਧੰਨਵਾਦ ਕੀਤਾ।
ਪੰਜਾਬ ਪੁਲਿਸ ਹਾਊਸਿੰਗ ਕਾਰਪੋਰੇਸ਼ਨ ਦੇ ਵਿਸ਼ੇਸ਼ ਡਾਇਰੈਕਟਰ ਜਨਰਲ ਆਫ਼ ਪੁਲਿਸ-ਕਮ-ਮੈਨੇਜਿੰਗ ਡਾਇਰੈਕਟਰ, ਸ਼ਰਦ ਸੱਤਿਆ ਚੌਹਾਨ, ਜਿਨ੍ਹਾਂ ਦੀ ਦੇਖ-ਰੇਖ ਹੇਠ ਇਹ ਪ੍ਰੋਜੈਕਟ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਨੇ ਇਸ ਮੌਕੇ ਕਿਹਾ ਕਿ ਸਿਟੀ ਸਰਵੇਲੈਂਸ ਅਤੇ ਟਰੈਫਿਕ ਮੈਨੇਜਮੈਂਟ ਸਿਸਟਮ ਸ਼ਹਿਰ ਵਿੱਚ ਸੁਰੱਖਿਆ ਅਤੇ ਟਰੈਫਿਕ ਪ੍ਰਬੰਧਨ ਲਈ ਇੱਕ ਵਿਲੱਖਣ ਪਲੇਟਫਾਰਮ ਸਾਬਤ ਹੋਵੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਨਾਲ ਟਰੈਫਿਕ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲਿਆਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੇ ਡਰਾਈਵਿੰਗ ਲਾਇਸੈਂਸ ਰੱਦ ਕਰਨ ਦਾ ਮੌਕਾ ਮਿਲੇਗਾ ਕਿਉਂਕਿ ਟਰੈਫਿਕ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਦਾ ਰਿਕਾਰਡ ਪੁਲਸ ਕੋਲ ਆਨਲਾਈਨ ਹੋਵੇਗਾ।
ਇਸ ਤੋਂ ਇਲਾਵਾ, ਸਿਸਟਮ ਵਕੀਲਾਂ ਅਤੇ ਅਦਾਲਤੀ ਕਮਰਿਆਂ ਦੀ ਲੋੜ ਤੋਂ ਬਿਨਾਂ ਇੱਕ ਆਨਲਾਈਨ ਭੁਗਤਾਨ ਗੇਟਵੇ ਪ੍ਰਦਾਨ ਕਰਕੇ ਇੱਕ ਈ-ਚਲਾਨ ਦੇ ਨਾਲ-ਨਾਲ ਇੱਕ ਵਰਚੁਅਲ ਕੋਰਟ ਦੀ ਮਿਾਸਲ ਵੀ ਪੇਸ਼ ਕਰੇਗਾ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀਮਤੀ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਕਿਹਾ ਕਿ ਜ਼ਿਲ੍ਹਾ ਸੜ੍ਹਕ ਸੁਰੱਖਿਆ ਕਮੇਟੀ ਦੇ ਮੁਖੀ ਹੋਣ ਦੇ ਨਾਤੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਸੜ੍ਹਕ ਸੁਰੱਖਿਆ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਦੇ ਨਾਲ-ਨਾਲ ਸ਼ਹਿਰ ਦੀਆਂ ਸੜਕਾਂ ’ਤੇ ਹੋਣ ਵਾਲੇ ਹਾਦਸਿਆਂ ਨੂੰ ਰੋਕਣ ਲਈ ਵਚਨਬੱਧ ਹੈ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀਮਤੀ ਜੈਨ ਨੇ ਕਿਹਾ ਕਿ ਸਿਟੀ ਸਰਵੇਲੈਂਸ ਅਤੇ ਟਰੈਫਿਕ ਮੈਨੇਜਮੈਂਟ ਸਿਸਟਮ ਦੀ ਪਹਿਲਕਦਮੀ ਦਾ ਉਦੇਸ਼ ਸਿਰਫ ਟਰੈਫਿਕ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲਿਆਂ ਦੇ ਚਲਾਨ ਕੱਟਣਾ ਨਹੀਂ ਹੈ, ਸਗੋਂ ਟਰੈਫਿਕ ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ ਕਰਨ ਲਈ ਰੋਕਥਾਮ ਅਤੇ ਸੰਵੇਦਨਸ਼ੀਲਤਾ ਦੀ ਭਾਵਨਾ ਪੈਦਾ ਕਰਨਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਉਹ ਨਿਯਮਾਂ ਦੀ ਪਰਵਾਹ ਨਹੀਂ ਕਰਦੇ ਤਾਂ ਫ਼ਿਰ ਕਾਰਵਾਈ ਤਾਂ ਹੋਵੇਗੀ ਹੀ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਰੈੱਡ ਲਾਈਟਾਂ ਦੀ ਉਲੰਘਣਾ ਦਾ ਪਤਾ ਲਗਾਉਣ ਵਾਲੇ ਕੈਮਰੇ, ਆਟੋਮੈਟਿਕ ਨੰਬਰ ਪਲੇਟ ਪਛਾਣ ਕੈਮਰੇ, ਪੈਨ, ਟਿਲਟ ਅਤੇ ਜ਼ੂਮ ਕੈਮਰੇ ਲਗਾਉਣ ਨਾਲ ਸ਼ਹਿਰ ਦੀ ਟਰੈਫਿਕ ਪੁਲਿਸ ਨੂੰ ਵੱਡੀ ਰਾਹਤ ਮਿਲੇਗੀ। ਉਸਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਉਮੀਦ ਹੈ ਕਿ ਸਿਸਟਮ ਦੇ ਕਾਰਜਸ਼ੀਲ ਹੋਣ ਤੋਂ ਬਾਅਦ ਪੈਦਲ ਚੱਲਣ ਵਾਲਿਆਂ, ਸਾਈਕਲ ਸਵਾਰਾਂ ਅਤੇ ਦੋਪਹੀਆ ਵਾਹਨ ਸਵਾਰਾਂ ਲਈ ਸ਼ਹਿਰ ਦੀਆਂ ਸੜਕਾਂ ’ਤੇ ਹਾਦਸਿਆਂ ਨੂੰ ਰੋਕਣ ਵਿੱਚ ਮੱਦਦ ਮਿਲੇਗਾ।
ਐਸ ਐਸ ਪੀ ਡਾ. ਸੰਦੀਪ ਗਰਗ ਨੇ ਆਉਣ ਵਾਲੇ ਸਿਟੀ ਸਰਵੇਲੈਂਸ ਅਤੇ ਟਰੈਫਿਕ ਮੈਨੇਜਮੈਂਟ ਸਿਸਟਮ ਦੇ ਕੰਮਕਾਜ ਬਾਰੇ ਵਿਸਥਾਰਪੂਰਵਕ ਜਾਣਕਾਰੀ ਦਿੰਦੇ ਹੋਏ ਦੱਸਿਆ ਕਿ ਇਹ ਸ਼ਹਿਰ ਦੀਆਂ ਸੜਕਾਂ ’ਤੇ 400 ਤੋਂ ਵੱਧ ਕੈਮਰਿਆਂ ਨਾਲ 18 ਸਥਾਨਾਂ ਨੂੰ ਕਵਰ ਕਰੇਗਾ ਅਤੇ ਏਅਰਪੋਰਟ ਰੋਡ ’ਤੇ ਦੋ ਸਪੀਡ ਡਿਟੈਕਟਰ ਲਗਾਏ ਜਾਣਗੇ। ਸੋਹਾਣਾ ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਦੀ ਉਪਰਲੀ ਮੰਜ਼ਿਲ ’ਤੇ ਸਥਾਪਿਤ ਕੀਤਾ ਜਾ ਰਿਹਾ ਕੇਂਦਰੀ ਕਮਾਂਡ ਅਤੇ ਕੰਟਰੋਲ ਸੈਂਟਰ ਮੁੱਖ ਕੰਟਰੋਲ ਰੂਮ ਹੋਵੇਗਾ ਜੋ ਇਨ੍ਹਾਂ ਚਾਰ ਕਿਸਮਾਂ ਦੇ ਕੈਮਰਿਆਂ (63 ਰੈੱਡ ਲਾਈਟ ਵਾਇਲੇਸ਼ਨ ਡਿਟੈਕਸ਼ਨ ਕੈਮਰੇ, 216 ਆਟੋਮੈਟਿਕ ਨੰਬਰ ਪਲੇਟ ਪਛਾਣ ਕੈਮਰੇ, 22 ਪੈਨ, ਟਿਲਟ ਅਤੇ ਜ਼ੂਮ ਕੈਮਰੇ ਅਤੇ 104 ਬੁਲੇਟ (ਨਿਗਰਾਨੀ ਕੈਮਰੇ) ਕੈਮਰੇ ਤੋਂ ਇਲਾਵਾ ਦੋ-ਸਪੀਡ ਡਿਟੈਕਟਰ ਦੀ ਫੀਡ ਦੀ ਨਿਗਰਾਨੀ ਕਰੇਗਾ। ਪੈਨ, ਟਿਲਟ ਅਤੇ ਜ਼ੂਮ ਕੈਮਰੇ 200 ਮੀਟਰ ਤੱਕ ਜ਼ੂਮ ਕਰਕੇ ਕਿਸੇ ਵੀ ਵਸਤੂ ਨੂੰ ਦੇਖ ਸਕਦੇ ਹਨ।
ਰੈੱਡ ਲਾਈਟਾਂ ਦੀ ਉਲੰਘਣਾ ਦਾ ਪਤਾ ਲਗਾਉਣ ਵਾਲਾ ਕੈਮਰਾ ਜ਼ੈਬਰਾ ਕਰਾਸਿੰਗ ਫਰੰਟ ਲਾਈਨ ਜੰਪਰਾਂ ਨੂੰ ਆਪਣੇ ਆਪ ਰਿਕਾਰਡ ਕਰ ਸਕਦਾ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ, ਆਟੋਮੈਟਿਕ ਨੰਬਰ ਪਲੇਟ ਪਛਾਣ ਕਰਨ ਵਾਲੇ ਕੈਮਰੇ ਵਾਹਨ ਦੀ ਖੋਹ ਦੇ ਰੂਟ ਨੂੰ ਟਰੇਸ ਕਰਨ ਦੇ ਨਾਲ-ਨਾਲ ਇਸ ਦਾ ਡਿਜੀਟਲ ਫਾਰਮੈਟ ਲੈ ਕੇ ਨੰਬਰ ਪਲੇਟ ਨੂੰ ਪੜ੍ਹਣਗੇ, ਜਿਸ ਨਾਲ ਪੁਲਿਸ ਨੂੰ ਅਪਰਾਧ ਅਤੇ ਅਪਰਾਧਿਕ ਗਤੀਵਿਧੀਆਂ ਨੂੰ ਨਿਯੰਤਰਣ ਅਤੇ ਨਿਗਰਾਨੀ ਕਰਨ ਵਿੱਚ ਹੋਰ ਮਦਦ ਮਿਲੇਗੀ।
