Haryana Chief Minister Nayab Singh Saini, while making several announcements for Panchayat representatives, declared that Sarpanches can now undertake development works up to Rs 21 lakhs in their Gram Panchayats without e-tendering. Previously this limit was Rs 5 lakh.
Additionally, the Chief Minister announced that Sarpanchs can now claim travel expenses at a rate of Rs 16 per kilometer when using their car or taxi for Gram Panchayat work. The bill for claiming TA/DA will now be approved at the level of the BDPO.
Chief Minister Sh Nayab Singh made these announcements while addressing Panchayat representatives from across the state at the State-Level Panchayati Raj and Sarpanch Sammelan organized in Kurukshetra today.
Addressing the issue faced by Gram Panchayats regarding the cost of soil filling, the Chief Minister announced that once the Gram Panchayat passes and sends the resolution for soil filling, this cost will now be included in the work estimate. Previously, the cost of soil filling was not included in the work estimate, requiring the filling work to be done either through MNREGA or at the village's own expense.
Junior engineer to prepare and upload estimate within 10 days
To address the issue of junior engineers not preparing estimates for several months, the Chief Minister announced that once the Sarpanch uploads a resolution passed by the Panchayat for any development work on the HEW portal, the junior engineer will be required to prepare and upload the estimate within 10 days. This measure aims to expedite the pace of development works.
Lawyers' fees for pleading court cases significantly increased
Announcing the increase in the prescribed fees for lawyers handling court cases, Chief Minister Sh Nayab Singh said that the fee for lawyers at the district or sub-division level will be raised from Rs 1,100 to Rs 5,500, and the fee for cases in the High Court and Supreme Court will be increased from Rs 5,500 to Rs 33,000.
Additionally, the Chief Minister announced an increase in the expenditure limit from the Panchayat Fund for events organized by the Gram Panchayat. The limit for Independence Day and Republic Day events, as well as programs organized for the visit of any special officer or minister, will be increased from Rs 3,000 to Rs 30,000.
Similarly, the limit for expenses related to purchasing the national flag, distributing sweets on national festivals, and publicizing Panchayat activities will be increased from Rs 500 to Rs 5,000. In light of government programs to be held in villages, the Chief Minister also announced that the post of Sarpanch will now be included in the protocol list. The Sarpanch will sit with the DC and SP during such events.
Honorarium of Safai Karamcharis in rural and urban areas increased by Rs 1000 per month
On this occasion, the Chief Minister also announced an increase in the monthly honorarium of Safai Karamcharis in rural and urban areas by Rs 1000.
Village governance is a robust picture of democracy
Describing village governance as a strong picture of democracy, the Chief Minister stated that Prime Minister Sh Narendra Modi has set a target of making India a developed nation by the year 2047. To achieve this goal, it is crucial for every village to be developed. The Chief Minister assured that the state government will ensure there is no shortage of funds to accelerate pace of development in the villages.
Referring to the discrimination by previous governments in village development, the Chief Minister said that they often avoided allocating funds for this purpose. Before 2014, the State Finance Commission grant for Panchayats was Rs 600 crore.
Under Prime Minister Narendra Modi's leadership, this grant for Haryana has increased to Rs 2968 crore. Furthermore, Rs 7276.77 crore has been allocated for rural development in the budget for the financial year 2024-25, compared to Rs 1898.48 crore during the year 2013-14 under the previous government.
3000 computer operators engaged in Gram Panchayats
Referring to the various powers provided to Panchayati Raj institutions, Chief Minister Sh Nayab Singh stated that the current government is continuously working to strengthen these institutions. In addition to providing 50 percent representation to women, the state's educated Panchayats are being made smarter.
The present government has appointed 3,000 computer operators in Gram Panchayats. Additionally, Gram Panchayats are now permitted to purchase a desktop, printer, and UPS through GeM from their own funds, enabling them to become IT-enabled and modern, and to operate central and state-level portals effectively.
He further mentioned that to expedite development works, the state government has decided that unregistered contractors will now be able to undertake work up to Rs 50 lakhs in a year. If these works are completed on time, these contractors will be eligible to take on projects worth Rs 1 crore the following year.
State government supporting Sarpanches in their efforts to drive development and progress in their respective villages – Mahipal Dhanda
Addressing the state-level program, Minister of State for Development and Panchayat, Sh. Mahipal Dhanda said that through this gathering, various powers are being granted to Sarpanches to facilitate development works in gram panchayats.
He acknowledged the challenges Sarpanches face and assured that these issues are being addressed today. Stressing the importance of enabling our village representatives, he affirmed that without proper arrangements, accelerating development works is challenging.
He expressed confidence that the collective efforts of Panchayat representatives will transform the landscape of Haryana in coming days and they will leave no stone unturned in supporting the state government in the upcoming assembly elections.
Only Sarpanch can ensure quality in development works in rural areas - Subhash Sudha
Earlier, while addressing the program, Minister of State for Urban Local Bodies, Sh. Subhash Sudha, referred to Sarpanches as small MLAs and highlighted their dedicated service to rural communities day and night. He said that the quality of development work ensured by a Sarpanch cannot be matched by a contractor. He also urged them to make the most of their visit to the sacred land of Dharma Nagari Kurukshetra by visiting all the pilgrimage sites.
Earlier, Additional Principal Secretary to the Chief Minister and Commissioner and Secretary of Development and Panchayat Department, Dr. Amit Agrawal welcomed all the Panchayat representatives on behalf of the Chief Minister and highlighted the various developmental schemes being implemented by the department in rural areas.

अब 21 लाख तक के विकास कार्य बिना टेंडर करवा सकेंगे सरपंच

हरियाणा के मुख्यमंत्री नायब सिंह ने पंचायत प्रतिनिधियों को कई सौगातें देते हुए ऐलान किया कि अब सरपंच इ-टेंडरिंग के बगैर 21 लाख रुपए तक के विकास कार्य अपनी ग्राम पंचायतों में करवा सकेंगे। इससे पहले यह लिमिट 5 लाख रूपए थी। इसके साथ ही सरपंचों को टीए/डीए देने का भी ऐलान भी मुख्यमंत्री ने किया।
अब सरपंच ग्राम पंचयतों के कार्यों के लिए अपनी गाड़ी या टैक्सी से यात्रा करने पर 16 रूपए प्रति किलोमीटर की दर से यात्रा खर्च क्लेम कर सकेंगे। इतना ही नहीं, टीए/डीए क्लेम करने के बिल का अनुमोदन भी बीडीपीओ के स्तर पर ही हो जाएगा। मुख्यमंत्री नायब सिंह आज कुरुक्षेत्र में आयोजित राज्य स्तरीय पंचायती राज एवं सरपंच सम्मलेन में प्रदेशभर से आये पंचायत प्रतिनिधियों को सम्बोधित कर रहे थे।
ग्राम पंचायतों के समक्ष मिट्टी के भरत को लेकर आ रही समस्या पर मुख्यमंत्री ने घोषणा करते हुए कहा कि ग्राम पंचायत द्वारा भरत (मिटटी की लागत) का प्रस्ताव पास करके भेजने पर इसका खर्च भी एस्टीमेट में शामिल किया जाएगा। इससे पहले भरत की लागत कार्य के एस्टीमेट में शामिल नहीं होती थी और भरत का काम मनरेगा से अथवा गांव द्वारा अपने खर्चे पर करवाना पड़ता था।
जूनियर इंजीनियर 10 दिन के भीतर एस्टीमेट बनाकर करेगा अपलोड
जूनियर इंजीनियर द्वारा कई महीनो तक एस्टीमेट नहीं बनाने की समस्या का समाधान करते हुए मुख्यमंत्री ने ऐलान किया कि सरपंच जैसे ही किसी विकास कार्य का पंचायत द्वारा पारित किया गया प्रस्ताव HEW पोर्टल पर डालेगा तो जूनियर इंजीनियर को उसके 10 दिन के भीतर एस्टीमेट बनाकर अपलोड करना होगा। इससे विकास कार्यों में और तेजी सुनिश्चित हो सकेगी।
कोर्ट केसों की पैरवी के लिए वकीलों की फीस में 6 गुना तक बढ़ोतरी
कोर्ट केसों की पैरवी करने के लिए वकीलों की निर्धारित फीस में बढ़ोतरी करने की घोषणा करते हुई मुख्यमंत्री श्री नायब सिंह ने कहा कि जिला या उपमंडल स्तर पर कोर्ट केस के लिए वकील की फीस 1100 रूपए से बढ़ाकर 5500 रूपए तथा उच्च न्यायालय व उच्चतम न्यायालय में पैरवी हेतु फीस 5500 रूपए से बढ़ाकर 33,000 रूपए की जाएगी।
इसके अलावा मुख्यमंत्री ने ग्राम पंचायत द्वारा गांव में स्वतंत्रता दिवस तथा गणतंत्र दिवस पर किए जाने वाले आयोजन व किसी विशिष्ट अधिकारी या मंत्री के गांव में आगमन पर किए जाने वाले कार्यक्रम के लिए पंचायत फंड से खर्च की सीमा को 3000 रूपए से बढ़ाकर 30,000 रूपए करने की घोषणा की।
इसी प्रकार, राष्ट्रीय ध्वज खरीदने या राष्ट्रीय पर्व पर मिठाई बांटने, पंचायत की गतिविधियों के प्रचार करने इत्यादि पर खर्च की सीमा को 500 रूपए से बढ़कर 5000 रूपए करने का भी ऐलान किया। साथ ही गांव में होने वाले सरकारी कार्यक्रमो के मद्देनज़र सरपंच के पद को प्रोटोकॉल सूची में शामिल करने की भी घोषणा की। अब सरपंच के बैठने का स्थान डीसी व एसपी के साथ होगा।
शहरी और ग्रामीण क्षेत्रों में तैनात सफाई कर्मचारी के मासिक मानदेय में किया इजाफा
इस अवसर पर मुख्यमंत्री ने शहरी और ग्रामीण क्षेत्रों में तैनात सफाई कर्मचारियों के मानदेय में 1000 रूपए की बढ़ोतरी की घोषणा की।
गांव की सरकार लोकतंत्र की सशक्त तस्वीर - मुख्यमंत्री
गांव की सरकार को लोकतंत्र की सशक्त तस्वीर बताते हुए मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी ने वर्ष 2047 तक भारत को विकसित राष्ट्र बनाने का लक्ष्य रखा है। इस लक्ष्य की प्राप्ति के लिए प्रत्येक गांव का विकसित होना भी उतना ही जरुरी है। मुख्यमंत्री ने आश्वस्त किया कि गांव में विकास को गति देने के लिए प्रदेश सरकार की तरफ से धन की कोई कमी नहीं आने दी जाएगी।
पिछली सरकारों द्वारा गांव के विकास को लेकर किये गए भेदभाव का जिक्र करते हुई मुख्यमंत्री ने कहा कि पूर्ववर्ती सरकारें गांव के विकास के लिए पैसा खर्च करने से बचती थी। जहाँ वर्ष 2014 से पहले पंचायतों के लिए राज्य वित्त आयोग का अनुदान 600 करोड़ रूपए था, वही प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में हरियाणा के लिए अनुदान की इस राशि को बढ़ाकर 2968 करोड़ रूपए किया गया है। इतना ही नहीं, वित्त वर्ष 2024-25 के बजट में ग्रामीण विकास के लिए 7276.77 करोड़ आबंटित किये गए हैं जबकि पूर्व की सरकार में 2013-14 के दौरान यह राशि 1898.48 करोड़ रूपए थी।
ग्राम पंचायतों में 3000 कंप्यूटर ऑपरेटर नियुक्त
पंचायती राज संस्थाओं को प्रदान की गई विभिन्न शक्तियों का उल्लेख करते हुए श्री नायब सिंह ने कहा की वर्तमान सरकार पंचायती राज संस्थाओं को मज़बूत करने के लिए लगातार कार्य कर रही है। महिलाओं को 50 प्रतिशत प्रतिनिधित्व देने के अतिरिक्त प्रदेश के पढ़ी-लिखी पंचायतों को और स्मार्ट बनाया जा रहा है।
वर्तमान सरकार द्वारा ग्राम पंचायतों में 3000 कंप्यूटर ऑपरेटर नियुक्त किये गए हैं। साथ ही ग्राम पंचायतों को अपने स्वयं के फण्ड से जीईएम के माध्यम से एक डेस्कटॉप, प्रिंटर और यू पी एस खरीदने की अनुमति प्रदान की है ताकि पंचायत आई टी सक्षम और आधुनिक होकर केंद्र और राज्य स्तर के पोर्टल संचालित कर सकें।
उन्होंने कहा की प्रदेश सरकार ने विकास कार्यों को गति देने के लिए निर्णय लिया है कि अपंजीकृत ठेकेदार अब एक वर्ष में 50 लाख रूपए तक के काम ले पाएंगे। ये काम समय पर करवाने पर ये ठेकेदार अगले वर्ष 1 करोड़ रूपए के काम लेने के पात्र होंगे ।
राज्य सरकार संपंचों के साथ कंधे से कंधा मिलाकर खड़ी - महिपाल ढांडा
राज्य स्तरीय सम्मेलन को संबोधित करते हुए प्रदेश के विकास एवं पंचायत पंचायत राज्य मंत्री श्री महिपाल ढांडा ने कहा कि आज इस राज्य स्तरीय सम्मेलन के माध्यम से सरपंचों को विकास कार्यों के लिए विभिन्न शक्तियों प्रदान की जा रही हैं। जो कठिनाइयां सरपंचों के सामने आ रही थी आज उनका समाधान यहां से होने जा रहा है।
उन्होंने कहा कि जब तक व्यवस्थाएं नहीं होगी तब तक हमारे ग्राम प्रतिनिधि सही तरीके से विकास कार्यों को गति नहीं दे पाएंगे। उन्होंने सरपंचों को आश्वासन देते हुए कहा कि राज्य सरकार आपके साथ कंधे से कंधा मिलाकर खड़ी है। उन्होंने कहा कि पंचायत प्रतिनिधियों की यह समस्त टीम आने वाले दिनों में हरियाणा का नक्शा बदलने का काम करेगी और आने वाले विधान सभा चुनाव में राज्य सरकार का साथ देते हुए कोई कसर नहीं छोड़ेगी।
ग्रामीण आँचल के विकास कार्यों में सरपंच ही गुणवत्ता सुनिश्चित कर सकता है - सुभाष सुधा
इससे पहले कार्यक्रम को सम्बोधित करते हुए शहरी स्थानीय निकाय राज्य मंत्री श्री सुभाष सुधा ने सरपंचों को छोटा विधायक की संज्ञा देते हुए कहा कि ग्रामीण आँचल में हमारे यह पंचायत प्रतिनिधि दिन रात जनता की सेवा में लगे रहते हैं। विकास कार्यों में जो गुणवत्ता सरपंच सुनिश्चित कर सकता है वह ठेकेदार नहीं कर सकता।
स्थानीय विधायक होने के नाते उन्होंने पंचायत प्रतिनिधियों से आग्रह करते हुए कहा कि धर्म नगरी कुरुक्षेत्र की इस पावन धरा पर आप यहां पधारे हैं तो सभी तीर्थ के दर्शन अवश्य करके जाएं।इससे पहले मुख्यमंत्री के अतिरिक्त प्रधान सचिव तथा विकास एवं पंचायत विभाग के कमिश्नर एंड सेक्रेट्री डॉ अमित अग्रवाल ने मुख्यमंत्री की तरफ से सभी पंचायत प्रतिनिधियों का स्वागत करते हुए विभाग द्वारा की जा रही विभिन्न विकासात्मक योजनाओं की प्रकाश डाला।
