Today, the Hon’ble Union Minister of Ports, Shipping, and Waterways, Shri Sarbananda Sonowal, visited the Noida Head Office of the Inland Waterways Authority of India (IWAI). During his visit, Shri Sonowal was briefed about the status of the 111 National Waterways in the country and how inland waterways are emerging as a sustainable mode of transportation to complement roadways and railways.
While interacting with senior officials of IWAI, the Hon’ble Minister emphasized the need to develop national waterways across the country and to significantly increase passenger and freight movement on waterways. He praised the efforts made to promote river cruise tourism in the country and recent initiatives such as the introduction of Hybrid Electric Catamaran vessels and the country’s first Hydrogen Vessel.
Additionally, Shri Sonowal reviewed the progress of the World Bank-funded Jal Marg Vikas Project (JMVP) on National Waterway (NW) 1 - River Ganga. The Authority is enhancing waterways infrastructure by constructing Multi-Modal Terminals at Varanasi, Sahibganj, and Haldia, and an Inter-Modal Terminal at Kalughat to facilitate freight movement and improve connectivity. IWAI is also installing community jetties to benefit communities residing along the banks of the river Ganga.
“MoPSW is committed towards developing a robust inland water transport system. By enhancing India’s national waterways, MoPSW and IWAI together aims to boost economic growth and ensure efficient, sustainable transportation options for the nation, in line with Prime Minister Narendra Modi's vision of a 'New India' with world-class infrastructure," said Shri Sarbananda Sonowal.
During the interaction at IWAI, the minister unveiled a five-year action plan for developing new national waterways, emphasizing river cruises through targeted campaigns and events to boost tourism. Collaboration with Northeastern Region (NER) states was highlighted, with a robust mechanism in place to ensure effective CSS project implementation.
Addressing human resource issues, the minister discussed overcoming challenges in the Indo-Bangladesh Protocol (IBP) route and proposed innovative solutions for expediting Inland Water Transport (IWT) work in Goa, Maharashtra, and Gujarat, leveraging technology and inter-state cooperation to enhance national infrastructure.
Shri Sonowal also assessed the interventions being made by the Authority to promote IWT activities in North Eastern Region especially NW 2, 16 and 31 i.e. Brahmaputra, Barak and Dhansiri rivers in Assam. Initiatives to improve regional connectivity with neighbouring countries like Bangladesh, Bhutan, Nepal and Myanmar were also evaluated.
New technological advancements by IWAI made to improve navigation were also showcased to the Union Minister. This included initiatives like PANI – Portal for Assets and Navigational Information, RIS – River Information System, CAR-D for collection and compilation, analyses and dissemination of cargo and cruise movement data and also future projects like Central Database and National River Traffic and Navigation System among others.
As a symbol of growth and prosperity, Shri Sonowal also planted a sapling in the premises of IWAI in the presence of Shri Vijay Kumar, Chairman, IWAI, Sh.R. Lakshmanan, Joint Secretary (IWT) MoPSW, Sh Sunil Kumar SINGH, Vice Chairman, IWAI and other senior officials of the Authority.
Notably the cargo movement on national waterways has increased to over 133 million tons recording a CAGR growth of 22.1% over a period of ten years from FY 2014 to FY 2024. IWAI aims to increase the modal share of freight movement through IWT from 2% to 5% and traffic volume to more than 200 MMT in line with the Maritime India Vision 2030 and more than 500 MMT by 2047 as per the Maritime Amrit Kaal Vision 2047.
The two vision documents formulated by the Ministry of Ports, Shipping & Waterways aim to promote inland water transport in a big way ensuring a sustainable complimentary mode of transportation in the country.To enable inland waterways as conduits of economic growth and commerce in the country, an investment ₹45,000 crore for development of river cruise tourism in the country has been planned.
Of this ambitious sum, an estimated ₹35,000 crore has been earmarked for cruise vessels and another ₹10,000 crore for development of cruise terminal infrastructure at the end of Amrit Kaal, i.e. by 2047. To amp up inland waterways for cargo trade, an investment of ₹15,200 crore has been arrived at the Global Maritime India Summit (GMIS) held in Mumbai in October, 2023.
This is likely to register a growth rate of more than 400%, increasing the volume upto 500 Million Tonnes Per Annum (MTPA) by 2047. With the Harit Nauka Guidelines, the MoPSW has put forth a strong commitment towards furthering passenger transport through waterways in an environment friendly and sustainable manner by promoting the adoption of low-emission fuel (CNG/LNG/electric/hydrogen/methanol) as propulsion fuel for inland vessel operations (Green Vessels).

केंद्रीय पत्तन, पोत परिवहन एवं जलमार्ग मंत्री श्री सर्बानंद सोनोवाल ने आज भारतीय अंतर्देशीय जलमार्ग प्राधिकरण के नोएडा मुख्यालय का दौरा किया। अपने दौरे के अवसर पर, श्री सोनोवाल को देश में 111 राष्ट्रीय जलमार्गों की स्थिति के बारे में जानकारी दी गई और उन्हें इस बात से अवगत कराया गया कि कैसे अंतर्देशीय जलमार्ग सड़क और रेलवे के पूरक के रूप में परिवहन के एक स्थायी साधन के रूप में उभर रहे हैं।
आईडब्ल्यूएआई के वरिष्ठ अधिकारियों के साथ बातचीत करते हुए पत्तन, पोत परिवहन एवं जलमार्ग मंत्री ने देश भर में राष्ट्रीय जलमार्गों को विकसित करने और जलमार्गों पर यात्रियों के आवागमन और माल ढुलाई को उल्लेखनीय रूप से बढ़ाने की आवश्यकता पर जोर दिया। उन्होंने देश में रिवर क्रूज पर्यटन को बढ़ावा देने के लिए किए गए प्रयासों और हाइब्रिड इलेक्ट्रिक कैटामारन जहाजों और देश के पहले हाइड्रोजन पोत की शुरूआत जैसी हाल की पहलों की सराहना की।
श्री सोनोवाल ने इसके अलावा राष्ट्रीय जलमार्ग (एनडब्ल्यू) 1 - गंगा नदी पर विश्व बैंक द्वारा वित्तपोषित जलमार्ग विकास परियोजना (जेएमवीपी) की प्रगति की समीक्षा की। प्राधिकरण माल ढुलाई को सुविधाजनक बनाने और कनेक्टिविटी में सुधार के लिए वाराणसी, साहिबगंज और हल्दिया में मल्टी-मॉडल टर्मिनल और कालूघाट में एक इंटर-मॉडल टर्मिनल का निर्माण करके जलमार्ग से जुड़ी आधारभूत सुविधाओं को बढ़ा रहा है। आईडब्ल्यूएआई गंगा नदी के किनारे रहने वाले समुदायों को लाभ पहुंचाने के लिए सामुदायिक जेटी भी स्थापित कर रहा है।
सर्बानंद सोनोवाल ने कहा, "पत्तन, पोत परिवहन एवं जलमार्ग मंत्रालय एक मजबूत अंतर्देशीय जल परिवहन प्रणाली विकसित करने के लिए प्रतिबद्ध है। भारत के राष्ट्रीय जलमार्गों को बेहतर बनाकर, इस मंत्रालय और आईडब्ल्यूएआई का उद्देश्य आर्थिक विकास को बढ़ावा देना और राष्ट्र के लिए कुशल, टिकाऊ परिवहन विकल्प सुनिश्चित करना है, जो विश्व स्तरीय आधारभूत सुविधाओं से सुसज्जित होने के साथ-साथ प्रधानमंत्री श्री नरेन्द्र मोदी के 'न्यू इंडिया' के विजन के अनुरूप हो।"
आईडब्ल्यूएआई की बैठक में बातचीत के दौरान, श्री सोनोवाल ने नए राष्ट्रीय जलमार्गों के विकास के लिए पांच वर्षीय कार्ययोजना का शुभारंभ किया, जिसमें पर्यटन को बढ़ावा देने के लिए लक्षित अभियानों और कार्यक्रमों के माध्यम से नदी परिभ्रमण पर जोर दिया गया। पूर्वोत्तर क्षेत्र (एनईआर) के राज्यों के साथ सहयोग पर प्रकाश डाला गया, जिसमें प्रभावी सीएसएस परियोजना का कार्यान्वयन सुनिश्चित करने के लिए एक मजबूत प्रणाली मौजूद है।
मानव संसाधन से जुड़े मुद्दों के बारे में अपने संबोधन में, श्री सोनोवाल ने भारत-बांग्लादेश प्रोटोकॉल (आईबीपी) के मार्ग में चुनौतियों पर काबू पाने पर चर्चा की और गोवा, महाराष्ट्र के साथ-सा गुजरात में अंतर्देशीय जल परिवहन (आईडब्ल्यूटी) के कार्य में तेजी लाने के लिए अभिनव समाधान प्रस्तावित किए, राष्ट्रीय बुनियादी ढांचे को बढ़ाने के लिए प्रौद्योगिकी और अंतर-राज्यीय सहयोग का लाभ प्राप्त करने पर जोर दिया।
श्री सोनोवाल ने पूर्वोत्तर क्षेत्र में विशेष रूप से एनडब्ल्यू 2, 16 और 31 यानी असम में ब्रह्मपुत्र, बराक और धनसिरी नदियों में अंतर्देशीय जल परिवहन (आईडब्ल्यूटी) से जुड़ी गतिविधियों को बढ़ावा देने के लिए प्राधिकरण द्वारा किए जा रहे क्रियाकलापों का भी मूल्यांकन किया। बांग्लादेश, भूटान, नेपाल और म्यांमार जैसे पड़ोसी देशों के साथ क्षेत्रीय संपर्क को बेहतर बनाने की पहल का भी मूल्यांकन किया गया।
नेविगेशन को बेहतर बनाने के लिए आईडब्ल्यूएआई द्वारा की गई नई तकनीकी प्रगति को भी केंद्रीय मंत्री के सामने प्रदर्शित किया गया। इसमें पानी (पीएएनआई) - संपत्ति और नौवहन सूचना के लिए पोर्टल, आरआईएस - नदी सूचना प्रणाली, कार्गो और क्रूज आवाजाही से संबंधितडेटा के संग्रह और संकलन, विश्लेषण और प्रसार के लिए सीएआर-डी जैसी पहल और साथ ही केंद्रीय डेटाबेस और राष्ट्रीय नदी यातायात तथा नौवहन प्रणाली जैसी भविष्य की परियोजनाएं शामिल थीं।
श्री सोनोवाल ने विकास और समृद्धि के प्रतीक के रूप में, आईडब्ल्यूएआई के परिसर में आईडब्ल्यूएआई के अध्यक्ष श्री विजय कुमार, पत्तन, पोत परिवहन एवं जलमार्ग मंत्रालय के संयुक्त सचिव (आईडब्ल्यूटी) श्री आर. लक्ष्मणन, आईडब्ल्यूएआई के उपाध्यक्ष श्री सुनील कुमार सिंह और प्राधिकरण के अन्य वरिष्ठ अधिकारियों की उपस्थिति में एक पौधा भी लगाया।
उल्लेखनीय रूप से राष्ट्रीय जलमार्गों पर माल की आवाजाही वित्त वर्ष 2014 से वित्त वर्ष 2024 तक दस वर्षों की अवधि में 22.1 प्रतिशत की सीएजीआर वृद्धि दर्ज करते हुए 133 मिलियन टन से अधिक हो गई है। आईडब्ल्यूएआई का लक्ष्य आईडब्ल्यूटी के माध्यम से माल की आवाजाही का मॉडल हिस्सा 2 प्रतिशत से बढ़ाकर 5 प्रतिशत करना और मैरीटाइम इंडिया विजन 2030 के अनुरूप यातायात के पैमाने को 200 एमएमटी से अधिक और मैरीटाइम अमृत काल विजन 2047 के अनुसार 2047 तक 500 एमएमटी से अधिक करना है।
पत्तन, पोत परिवहन एवं जलमार्ग मंत्रालय द्वारा तैयार किए गए दो विजन दस्तावेजों का उद्देश्य देश में परिवहन का एक स्थायी पूरक तरीका सुनिश्चित करते हुए बड़े पैमाने पर अंतर्देशीय जल परिवहन को बढ़ावा देना है।देश में आर्थिक विकास और वाणिज्य के माध्यम के रूप में अंतर्देशीय जलमार्गों को सक्षम करने के लिए, देश में नदी क्रूज पर्यटन के विकास के लिए 45,000 करोड़ रुपये निवेश करने की योजना बनाई गई है।
इस महत्वाकांक्षी राशि में से, अनुमानित 35,000 करोड़ रुपये क्रूज जहाजों के लिए और अन्य 10,000 करोड़ रुपये अमृत काल के अंत तक, यानी 2047 तक क्रूज टर्मिनल से संबंधित आधारभूत सुविधाओं के विकास के लिए निर्धारित किए गए हैं। कार्गो व्यापार के लिए अंतर्देशीय जलमार्गों को बढ़ाने के लिए, अक्टूबर 2023 में मुंबई में आयोजित ग्लोबल मैरीटाइम इंडिया समिट (जीएमआईएस) में 15,200 करोड़ रुपये का निवेश हुआ है।
इसमें 2047 तक 500 मिलियन टन प्रति वर्ष (एमटीपीए) तक की मात्रा में 400 प्रतिशत से अधिक की वृद्धि दर दर्ज करने की संभावना है। हरित नौका दिशानिर्देशों के साथ, पत्तन, पोत परिवहन एवं जलमार्ग मंत्रालय ने अंतर्देशीय पोत संचालन (ग्रीन वेसल्स) के लिए प्रोपल्शन ईंधन के रूप में कम उत्सर्जन वाले ईंधन (सीएनजी/एलएनजी/इलेक्ट्रिक/हाइड्रोजन/मेथनॉल) को अपनाये जाने पर जोर देकर पर्यावरण के अनुकूल और टिकाऊ तरीके से जलमार्गों के माध्यम से यात्री परिवहन को आगे बढ़ाने की दिशा में एक मजबूत प्रतिबद्धता प्रस्तुत की है।
