In a bid to facilitate and further strengthen the development of collaborative pursuits in the fields of forensic and prosecution training, research and testing of forensic samples, a Memorandum of Understanding (MoU) was signed today between the Haryana Government and the National Forensic Science University (NFSU), Gandhinagar, Gujrat for establishment of a Center of Excellence in Training and Laboratory Testing Facilities in Forensic Sciences dedicated for Chinhit Apradh cases.
A Memorandum of Understanding (MoU) was signed today between the Government of Haryana and the National Forensic Sciences University, Gandhinagar, Gujarat for establishment of a Centre of Excellence in training and laboratory testing facilities in forensic science for identified crime cases in Haryana.
The MoU signing ceremony was held in the presence of Union Home Minister, Sh. Amit Shah, Union Minister of Power, Housing and Urban Affairs, Sh. Manohar Lal, Chief Minister, Sh. Nayab Singh Saini, Speaker Haryana Vidhan Sabha, Sh. Gian Chand Gupta and other Ministers and senior officers.
As envisaged under this MOU, a robust, state of the art, a Center of Excellence in Training and Laboratory Testing Facilities in Forensic Sciences will be established and NFSU will guide the research as well as testing of forensic samples and also provide expert knowledge.
Under the aegis of the Haryana Institute of Public Administration, Training of judicial officers, public prosecutors, police and other investigating agencies in forensic analyses and other aspects of criminal justice delivery will be carried out in consultation with NFSU.
This intervention will further help the State of Haryana achieve the ideals envisaged under the Scheme of “Chinhit Apradh” by which the State Government aims to identify serious and heinous crimes and collect actionable forensic evidence particularly for crimes involving 6 or more years of imprisonment and ensure a speedy and effective trial for such matters, thereby enhancing the conviction rate and improving the overall security in the State.
The State Government has already signed an MOU with the NFSU for testing of drugs and psychotropic substances (under NDPS Act). This MOU will further strengthen this collaboration. A proposal for setting up of a regional campus of National Forensic Science University over land measuring 50 acres in Haryana has already been sent by Haryana Government to MHA for its consideration.

हरियाणा में चिन्हित अपराध मामलों के लिए फोरेंसिक विज्ञान में प्रशिक्षण और प्रयोगशाला परीक्षण सुविधाओं में उत्कृष्टता केंद्र की स्थापना हेतु आज हरियाणा सरकार तथा राष्ट्रीय फोरेंसिक विज्ञान विश्वविद्यालय, गांधीनगर, गुजरात के मध्य एक समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए गए। इस अवसर पर केंद्रीय गृह मंत्री श्री अमित शाह, केंद्रीय ऊर्जा, आवास एवं शहरी मामलों के मंत्री श्री मनोहर लाल, हरियाणा के मुख्यमंत्री श्री नायब सिंह और हरियाणा विधानसभा के अध्यक्ष श्री ज्ञान चंद गुप्ता सहित अन्य मंत्रीगण एवं वरिष्ठ अधिकारीगण उपस्थित रहे ।
उल्लेखनीय है कि केंद्रीय गृह मंत्री की अध्यक्षता में सूरजकुंड में आयोजित चिंतन शिविर में लिए गए निर्णय के अनुसरण में यह एमओयू हुआ है। इस एमओयू का उद्देश्य फोरेंसिक और अभियोजन प्रशिक्षण, अनुसंधान और फोरेंसिक नमूनों के परीक्षण के क्षेत्र में सहयोगात्मक गतिविधियों के विकास को सुगम बनाना और उसे और मजबूत बनाना है। इस समझौता ज्ञापन के तहत परिकल्पित, फोरेंसिक विज्ञान में प्रशिक्षण और प्रयोगशाला परीक्षण सुविधाओं में एक मजबूत, अत्याधुनिक, उत्कृष्टता केंद्र स्थापित किया जाएगा और एनएफएसयू अनुसंधान के साथ-साथ फोरेंसिक नमूनों के परीक्षण का मार्गदर्शन करेगा और विशेषज्ञ ज्ञान भी प्रदान करेगा।
उत्कृष्टता केंद्र बनने से हरियाणा में आपराधिक न्याय प्रणाली और मजबूत होगी
हरियाणा लोक प्रशासन संस्थान के तत्वावधान में, न्यायिक अधिकारियों, सरकारी अभियोजकों, पुलिस और अन्य जांच एजेंसियों को फोरेंसिक विश्लेषण और आपराधिक न्याय वितरण के अन्य पहलुओं में एनएफएसयू के परामर्श से प्रशिक्षण दिया जाएगा। इस उत्कृष्टता केंद्र के बनने से हरियाणा में आपराधिक न्याय प्रणाली और मजबूत होगी।
यह कदम हरियाणा राज्य को "चिन्हित अपराध" योजना के तहत परिकल्पित आदर्शों को प्राप्त करने में और मदद करेगा, जिसके तहत राज्य सरकार का लक्ष्य गंभीर और जघन्य अपराधों की पहचान करना और विशेष रूप से 6 या अधिक वर्षों के कारावास वाले अपराधों के लिए कार्रवाई योग्य फोरेंसिक साक्ष्य एकत्र करना और ऐसे मामलों के लिए त्वरित और प्रभावी परीक्षण सुनिश्चित करना है, जिससे सजा दर में वृद्धि हो और राज्य में समग्र सुरक्षा में सुधार हो।
उल्लेखनीय है कि हरियाणा सरकार ने पहले ही ड्रग्स और साइकोट्रोपिक पदार्थों (एनडीपीएस अधिनियम के तहत) के परीक्षण के लिए एनएफएसयू के साथ एक समझौता ज्ञापन पर हस्ताक्षर किए हैं। यह समझौता ज्ञापन इस सहयोग को और मजबूत करेगा। हरियाणा में 50 एकड़ भूमि पर राष्ट्रीय फोरेंसिक विज्ञान विश्वविद्यालय का एक क्षेत्रीय परिसर स्थापित करने का प्रस्ताव हरियाणा सरकार द्वारा गृह मंत्रालय को विचारार्थ पहले ही भेजा जा चुका है।
