In anticipation of heavy rain over the next few days, the District Administration, led by Deputy Commissioner Sakshi Sawhney, is taking measures to protect the lives and property of people in case of flooding. Deputy Commissioner Sawhney, who is also holding an additional charge as Ludhiana MC Commissioner, has instructed all Sub Divisional Magistrates (SDMs)/ MC Zonal Commissioners to monitor the low-lying areas along with Sutlej, Budha Dariya and other drains by visiting the field today.
She stated that all officers will remain present at their stations with their phones switched on round the clock. They are tasked with inspecting crucial points such as Walipur Kalan, Balloke, Tajpur, Dhokka Mohalla, Shivpuri, Madhopuri, New Kundanpuri, Gopal Nagar and others.
Additionally, over 1.5 lakh bags have been procured and around 50,000 sandbags have already been prepared for potential breaches, and all patwaris must remain on the ground to address any emergencies. The Deputy Commissioner emphasized zero tolerance for any negligence in this work and directed the Block Development and Panchayat Officers (BDPOs) to be fully vigilant in villages and all machinery to be in state of readiness.
The DC informed that to ensure that the water in Budha Dariya flows without any obstruction, a total of 17 poclain machines have been deployed 24x7 along the Budha Dariya by drainage department. These include 4 poclains in Budha Dariya Upstream, 2 poclains in Budha dariya downstream, 2 poclains in bassian drain, 2 poclains in Chachrari drain, 3 poclains in MCM drain, 2 poclains in Lalton-pamal drain and one each at rakh drain and purain drain.
In addition to that, 7 poclain machines, 5 JCBs and 20 tippers have also been deployed by MC along the Budha Dariya. The poclain machines are deployed by MC near Radha Swami Satsang Ghar near Samrala Chowk, opposite Central Jail on Tajpur Road, near Shani Mandir, near Lifeline Pully in Haibowal, between Haibowal Bridge and Balloke Bridge, at Dhoka Mohalla and near Dairy Complex Haibowal.
She said that the Drainage department officials have empaneled ample number of JCB machines in case of any eventuality. The DC informed that cross drainage works are also being carried out by Punjab Mandi Board officials. She said that the work for laying of culverts is also being carried out in different parts of Ludhiana and in case of flooding, teams have been formed to lay the culverts on the spot as well.
PSPCL was directed to ensure keep their staff on the field to immediately repair the wires/poles especially in low lying areas. The supply must be restored only after situation becomes normal. There must not be any incident of electrocution otherwise strict action will be taken against negligent.
Strict directions have also been issued to NHAI for clearance of drains under them as well to ensure there is no water accumulation on roads and highways under them. Later, Deputy Commissioner also visited many points along with Budha Dariya and gave necessary directions to the officials.
Additionally, Sub Divisional Magistrates and MC Zonal Commissioners also visited various flood-prone areas under their jurisdiction following the Deputy Commissioner's directives.
DC Holds Meeting With MC Officers :
DC Sakshi Sawhney, who also holds charge of MC Commissioner, also chaired a meeting with senior MC officials including Zonal Commissioners and branch heads, at DC Camp office today. She told them that she will have zero tolerance towards illegal constructions and warned of strict action in case of any complaint. She said that she has always believed in providing fair and transparent administration.
She directed the MC officials to ensure ample number of generators sets, suction pumps, cleaning of road jalis, strengthening of banks of Budha Dariya in MC area on priority basis.
District Level Control Room Set Up:
Deputy Commissioner Sakshi Sawhney also stated that district administration has set up a 24x7 flood control room (161-2433100) in the administrative complex to monitor any kind of flood-like situation in Ludhiana. She said that the duty roster of staff appointed in the control room had also been prepared and in order to effectively monitor the staff of the flood control room, the senior officers of the administration had also been appointed on a rotation basis to check this control room. The control room will function till September 30, 2024.

ਅਗਲੇ ਕੁਝ ਦਿਨਾਂ ਵਿੱਚ ਭਾਰੀ ਮੀਂਹ ਦੀ ਸੰਭਾਵਨਾ ਦੇ ਮੱਦੇਨਜ਼ਰ, ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਕਸ਼ੀ ਸਾਹਨੀ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਹੜ੍ਹਾਂ ਦੀ ਸਥਿਤੀ ਵਿੱਚ ਲੋਕਾਂ ਦੀ ਜਾਨ-ਮਾਲ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਉਪਾਅ ਕਰ ਰਿਹਾ ਹੈ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਹਨੀ, ਜੋ ਕਿ ਲੁਧਿਆਣਾ ਦੇ ਨਗਰ ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਵਜੋਂ ਵਾਧੂ ਚਾਰਜ ਵੀ ਸੰਭਾਲ ਰਹੇ ਹਨ, ਨੇ ਅੱਜ ਸਾਰੇ ਉਪ ਮੰਡਲ ਮੈਜਿਸਟ੍ਰੇਟ (ਐਸਡੀਐਮ) ਅਤੇ ਨਗਰ ਨਿਗਮ ਦੇ ਜ਼ੋਨਲ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ ਸਤਲੁਜ, ਬੁੱਢਾ ਦਰਿਆ ਅਤੇ ਹੋਰ ਡਰੇਨਾਂ ਦੇ ਨਾਲ-ਨਾਲ ਨੀਵੇਂ ਇਲਾਕਿਆਂ ਦਾ ਦੌਰਾ ਕਰਕੇ ਨਿਰੀਖਣ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ।
ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਸਾਰੇ ਅਧਿਕਾਰੀ ਆਪਣੇ ਸਟੇਸ਼ਨਾਂ 'ਤੇ ਆਪਣੇ ਫ਼ੋਨ 24 ਘੰਟੇ ਚਾਲੂ ਰੱਖਣਗੇ। ਉਹਨਾਂ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਵਲੀਪੁਰ ਕਲਾਂ, ਬੱਲੋਕੇ, ਤਾਜਪੁਰ, ਢੋਕਾ ਮੁਹੱਲਾ, ਸ਼ਿਵਪੁਰੀ, ਮਾਧੋਪੁਰੀ, ਨਿਊ ਕੁੰਦਨਪੁਰੀ, ਗੋਪਾਲ ਨਗਰ ਆਦਿ ਅਹਿਮ ਪੁਆਇੰਟਾਂ ਦਾ ਨਿਰੀਖਣ ਕਰਨ ਦਾ ਕੰਮ ਸੌਂਪਿਆ ਗਿਆ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ, 1.5 ਲੱਖ ਤੋਂ ਵੱਧ ਬੋਰੀਆਂ ਖਰੀਦੀਆਂ ਜਾ ਚੁੱਕੀਆਂ ਹਨ ਅਤੇ ਸੰਭਾਵੀ ਉਲੰਘਣਾਵਾਂ ਲਈ ਲਗਭਗ 50,000 ਰੇਤ ਦੇ ਥੈਲੇ ਪਹਿਲਾਂ ਹੀ ਤਿਆਰ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ ਅਤੇ ਸਾਰੇ ਪਟਵਾਰੀਆਂ ਨੂੰ ਕਿਸੇ ਵੀ ਐਮਰਜੈਂਸੀ ਨਾਲ ਨਜਿੱਠਣ ਲਈ ਤਿਆਰ ਰਹਿਣ ਦੇ ਹੁਕਮ ਜਾਰੀ ਕੀਤੇ ਗਏ ਹਨ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਇਸ ਕੰਮ ਵਿੱਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਅਣਗਹਿਲੀ ਨੂੰ ਬਰਦਾਸ਼ਤ ਨਾ ਕਰਨ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਬਲਾਕ ਵਿਕਾਸ ਤੇ ਪੰਚਾਇਤ ਅਫ਼ਸਰਾਂ (ਬੀ.ਡੀ.ਪੀ.ਓਜ਼) ਨੂੰ ਪਿੰਡਾਂ ਵਿੱਚ ਪੂਰੀ ਤਰ੍ਹਾਂ ਚੌਕਸ ਰਹਿਣ ਅਤੇ ਸਾਰੀ ਮਸ਼ੀਨਰੀ ਨੂੰ ਤਿਆਰ-ਬਰ-ਤਿਆਰ ਰੱਖਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਡੀ.ਸੀ ਸਾਹਨੀ ਨੇ ਦੱਸਿਆ ਕਿ ਬੁੱਢਾ ਦਰਿਆ ਵਿੱਚ ਪਾਣੀ ਬਿਨਾਂ ਕਿਸੇ ਰੁਕਾਵਟ ਦੇ ਵਹਿਣ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਡਰੇਨੇਜ ਵਿਭਾਗ ਵੱਲੋਂ ਕੁੱਲ 17 ਪੋਕਲੇਨ ਮਸ਼ੀਨਾਂ ਬੁੱਢਾ ਦਰਿਆ ਦੇ ਨਾਲ 24 ਘੰਟੇ ਤਾਇਨਾਤ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ।
ਇਨ੍ਹਾਂ ਵਿੱਚ ਬੁੱਢਾ ਦਰਿਆ ਅੱਪਸਟਰੀਮ ਵਿੱਚ 4 ਪੋਕਲੇਨ, ਬੁੱਢਾ ਦਰੀਆ ਡਾਊਨਸਟ੍ਰੀਮ ਵਿੱਚ 2 ਪੋਕਲੇਨ, ਬੱਸੀਆਂ ਡਰੇਨ ਵਿੱਚ 2 ਪੋਕਲੇਨ, ਚਚਰਾੜੀ ਡਰੇਨ ਵਿੱਚ 2 ਪੋਕਲੇਨ, ਐਮ.ਸੀ.ਐਮ ਡਰੇਨ ਵਿੱਚ 3 ਪੋਕਲੇਨ, ਲਲਤੋਂ-ਪਮਾਲ ਡਰੇਨ ਵਿੱਚ 2 ਪੋਕਲੇਨ ਅਤੇ ਰੱਖ ਡਰੇਨ ਅਤੇ ਪੁੜੈਂਣ ਵਿੱਚ ਇੱਕ-ਇੱਕ ਪੋਕਲੇਨ ਸ਼ਾਮਲ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਨਗਰ ਨਿਗਮ ਵੱਲੋਂ ਬੁੱਢਾ ਦਰਿਆ ਦੇ ਨਾਲ 7 ਪੋਕਲੇਨ ਮਸ਼ੀਨਾਂ, 5 ਜੇ.ਸੀ.ਬੀ ਅਤੇ 20 ਟਿੱਪਰ ਵੀ ਤਾਇਨਾਤ ਕੀਤੇ ਗਏ ਹਨ।
ਨਗਰ ਨਿਗਮ ਵੱਲੋਂ ਰਾਧਾ ਸੁਆਮੀ ਸਤਿਸੰਗ ਘਰ ਨੇੜੇ ਸਮਰਾਲਾ ਚੌਕ, ਤਾਜਪੁਰ ਰੋਡ ’ਤੇ ਕੇਂਦਰੀ ਜੇਲ੍ਹ ਦੇ ਸਾਹਮਣੇ, ਸ਼ਨੀ ਮੰਦਰ ਨੇੜੇ, ਹੈਬੋਵਾਲ ਵਿੱਚ ਲਾਈਫਲਾਈਨ ਪੁਲੀ ਨੇੜੇ, ਹੈਬੋਵਾਲ ਪੁਲ ਅਤੇ ਬੱਲੋਕੇ ਪੁਲ ਦੇ ਵਿਚਕਾਰ, ਢੋਕਾ ਮੁਹੱਲਾ ਵਿਖੇ ਅਤੇ ਡੇਅਰੀ ਕੰਪਲੈਕਸ ਹੈਬੋਵਾਲ ਨੇੜੇ ਪੋਕਲੇਨ ਮਸ਼ੀਨਾਂ ਤਾਇਨਾਤ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਡਰੇਨੇਜ ਵਿਭਾਗ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਿਸੇ ਵੀ ਘਟਨਾ ਦੀ ਸਥਿਤੀ ਵਿੱਚ ਜੇ.ਸੀ.ਬੀ ਮਸ਼ੀਨਾਂ ਦੀ ਇਪੈਨਲਮੈਂਟ ਕਰ ਲਈ ਗਈ ਹੈ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਦੇ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਕਰਾਸ ਡਰੇਨੇਜ ਦੇ ਕੰਮ ਵੀ ਕਰਵਾਏ ਜਾ ਰਹੇ ਹਨ। ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਲੁਧਿਆਣਾ ਦੇ ਵੱਖ-ਵੱਖ ਹਿੱਸਿਆਂ ਵਿੱਚ ਵੀ ਪੁਲੀਆਂ ਵਿਛਾਉਣ ਦਾ ਕੰਮ ਚੱਲ ਰਿਹਾ ਹੈ ਅਤੇ ਹੜ੍ਹ ਆਉਣ ਦੀ ਸੂਰਤ ਵਿੱਚ ਮੌਕੇ ’ਤੇ ਹੀ ਪੁਲੀਆਂ ਵਿਛਾਉਣ ਲਈ ਟੀਮਾਂ ਦਾ ਗਠਨ ਕੀਤਾ ਗਿਆ ਹੈ।
ਬਿਜਲੀ ਵਿਭਾਗ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਗਈ ਕਿ ਉਹ ਆਪਣੇ ਸਟਾਫ ਨੂੰ ਫੀਲਡ ਵਿੱਚ ਰੱਖਣ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਤਾਂ ਜੋ ਤਾਰਾਂ ਅਤੇ ਖੰਭਿਆਂ ਦੀ ਤੁਰੰਤ ਮੁਰੰਮਤ ਕੀਤੀ ਜਾਵੇ, ਖਾਸ ਕਰਕੇ ਨੀਵੇਂ ਖੇਤਰਾਂ ਵਿੱਚ। ਸਥਿਤੀ ਆਮ ਵਾਂਗ ਹੋਣ ਤੋਂ ਬਾਅਦ ਹੀ ਸਪਲਾਈ ਬਹਾਲ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਬਿਜਲੀ ਦਾ ਕਰੰਟ ਲੱਗਣ ਦੀ ਕੋਈ ਘਟਨਾ ਨਾ ਵਾਪਰੇ ਨਹੀਂ ਤਾਂ ਲਾਪਰਵਾਹੀ ਕਰਨ ਵਾਲੇ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ।
ਐਨ.ਐਚ.ਏ.ਆਈ. ਨੂੰ ਉਨ੍ਹਾਂ ਹਠ ਆਉਂਦੇ ਡਰੇਨਾਂ ਦੀ ਨਿਕਾਸੀ ਲਈ ਵੀ ਸਖ਼ਤ ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਗਏ ਹਨ ਤਾਂ ਜੋ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ ਕਿ ਉਨ੍ਹਾਂ ਦੇ ਹੇਠਾਂ ਸੜਕਾਂ ਅਤੇ ਰਾਜਮਾਰਗਾਂ 'ਤੇ ਪਾਣੀ ਜਮ੍ਹਾ ਨਾ ਹੋਵੇ। ਬਾਅਦ ਵਿੱਚ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਬੁੱਢਾ ਦਰਿਆ ਤੇ ਕਈ ਪੁਆਇੰਟਾਂ ਦਾ ਵੀ ਦੌਰਾ ਕੀਤਾ ਅਤੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਲੋੜੀਂਦੇ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ।
ਇਸ ਤੋਂ ਇਲਾਵਾ, ਉਪ ਮੰਡਲ ਮੈਜਿਸਟ੍ਰੇਟ ਅਤੇ ਐਮ.ਸੀ ਜ਼ੋਨਲ ਕਮਿਸ਼ਨਰਾਂ ਨੇ ਵੀ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਦੀ ਪਾਲਣਾ ਕਰਦੇ ਹੋਏ ਆਪਣੇ ਅਧਿਕਾਰ ਖੇਤਰ ਅਧੀਨ ਵੱਖ-ਵੱਖ ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਖੇਤਰਾਂ ਦਾ ਦੌਰਾ ਕੀਤਾ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਨਗਰ ਨਿਗਮ ਅਫਸਰਾਂ ਨਾਲ ਮੀਟਿੰਗ ਕੀਤੀ:
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਕਸ਼ੀ ਸਾਹਨੀ, ਜਿਹਨਾਂ ਕੋਲ ਨਗਰ ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਦਾ ਚਾਰਜ ਵੀ ਹੈ, ਨੇ ਅੱਜ ਡੀ.ਸੀ ਕੈਂਪ ਦਫ਼ਤਰ ਵਿਖੇ ਜ਼ੋਨਲ ਕਮਿਸ਼ਨਰਾਂ ਅਤੇ ਸ਼ਾਖਾ ਮੁਖੀਆਂ ਸਮੇਤ ਸੀਨੀਅਰ ਐਮ.ਸੀ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਮੀਟਿੰਗ ਦੀ ਪ੍ਰਧਾਨਗੀ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਨਾਜਾਇਜ਼ ਉਸਾਰੀਆਂ ਨੂੰ ਬਿਲਕੁਲ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕਰਨਗੇ ਅਤੇ ਕਿਸੇ ਵੀ ਸ਼ਿਕਾਇਤ ਦੀ ਸੂਰਤ ਵਿੱਚ ਸਖ਼ਤ ਕਾਰਵਾਈ ਦੀ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਹਮੇਸ਼ਾ ਹੀ ਨਿਰਪੱਖ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਪ੍ਰਸ਼ਾਸਨ ਦੇਣ ਵਿੱਚ ਵਿਸ਼ਵਾਸ ਰੱਖਦੇ ਹਨ। ਉਹਨਾਂ ਨਗਰ ਨਿਗਮ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਨਗਰ ਨਿਗਮ ਖੇਤਰ ਵਿੱਚ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਜਨਰੇਟਰ ਸੈੱਟ, ਸਕਸ਼ਨ ਪੰਪ, ਸੜਕਾਂ ਦੀ ਸਫ਼ਾਈ, ਬੁੱਢਾ ਦਰਿਆ ਦੇ ਕਿਨਾਰਿਆਂ ਦੀ ਮਜ਼ਬੂਤੀ ਨੂੰ ਪਹਿਲ ਦੇ ਆਧਾਰ ’ਤੇ ਕਰਨ ਨੂੰ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ।

ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਕਸ਼ੀ ਸਾਹਨੀ ਨੇ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਲੁਧਿਆਣਾ ਵਿੱਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਹੜ੍ਹ ਵਰਗੀ ਸਥਿਤੀ ਦੀ ਨਿਗਰਾਨੀ ਕਰਨ ਲਈ ਪ੍ਰਬੰਧਕੀ ਕੰਪਲੈਕਸ ਵਿੱਚ 24x7 ਫਲੱਡ ਕੰਟਰੋਲ ਰੂਮ (161-2433100) ਸਥਾਪਤ ਕੀਤਾ ਹੈ। ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਕੰਟਰੋਲ ਰੂਮ ਵਿੱਚ ਤਾਇਨਾਤ ਸਟਾਫ਼ ਦਾ ਡਿਊਟੀ ਰੋਸਟਰ ਵੀ ਤਿਆਰ ਕਰ ਲਿਆ ਗਿਆ ਹੈ ਅਤੇ ਫਲੱਡ ਕੰਟਰੋਲ ਰੂਮ ਦੇ ਸਟਾਫ਼ ਦੀ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਢੰਗ ਨਾਲ ਨਿਗਰਾਨੀ ਕਰਨ ਲਈ ਇਸ ਕੰਟਰੋਲ ਰੂਮ ਦੀ ਚੈਕਿੰਗ ਲਈ ਪ੍ਰਸ਼ਾਸਨ ਦੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਵੀ ਰੋਟੇਸ਼ਨ ਆਧਾਰ 'ਤੇ ਨਿਯੁਕਤ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਹ ਕੰਟਰੋਲ ਰੂਮ 30 ਸਤੰਬਰ 2024 ਤੱਕ ਕੰਮ ਕਰੇਗਾ।
