Haryana Food, Civil Supplies, and Consumer Affairs Minister, Sh. Mool Chand Sharma directed the officers to ensure that underprivileged people receive their ration on time under the Public Distribution System and said that any negligence in this matter will not be tolerated. New depots should be opened wherever necessary, but it must be ensured that no depot holder has a monopoly in depot allocation.
Sh. Mool Chand Sharma chaired a review meeting with the department's officers today. He emphasised that the Food, Civil Supplies, and Consumer Affairs Department is a prominent department, and maintaining its credibility is the responsibility of all the officers. He also stated that headquarters officers must ensure that the tender process for purchasing POS machines is completed as soon as possible.
During the meeting, it was informed that the National Food Security Act, 2013, was implemented in the state on August 20, 2013, covering Antyodaya Anna Yojana (AAY) families and priority household (PHH) beneficiaries. The state has 2.92 lakh Antyodaya Anna Yojana ration cards and 43.33 lakh BPL cards.
Under the National Food Security Act, the state currently requires 98 thousand metric tons of grain per month, with the Government of India allocating 66,250 metric tons of wheat and the remaining 31,000 metric tons of wheat being borne by the state government at its own expense.
Under the Act, Antyodaya Anna Yojana families receive 35 kg of wheat, and BPL families receive 5 kg of wheat per member. Verified families with an annual income of Rs.1.80 lakh under the Parivar Pehchan Patra receive 2 litres of mustard oil under the state government's “Antyodaya Aahar Yojana”. The state government spends Rs. 89 crore on wheat, Rs. 95 crore on mustard oil, and Rs. 11.13 crore on sugar monthly, said the Minister.
It was also informed in the meeting that during the 2023-24 Kharif season, Haryana contributed 58.94 lakh metric tons of paddy to central storage, and during the Rabi season, 69.06 lakh metric tons of wheat. Since 2021-22, food grains have been procured at minimum support prices through the e-kharid portal, with payments being made directly to the farmers' accounts.
The Minister also directed the timely lifting of crop purchases in the Mandis should be ensured. Additional Chief Secretary, Food, Civil Supplies and Consumer Affairs Department, Dr. Sumita Misra, Director Sh. Mukul Kumar and other officers of the department remained present during the meeting.

हरियाणा के खाद्य, नागरिक आपूर्ति एवं उपभोक्ता मामले मंत्री श्री मूलचंद शर्मा ने अधिकारियों को निर्देश दिए हैं कि सार्वजनिक वितरण प्रणाली के तहत गरीबों को समय पर राशन मिलना सुनिश्चित हो। इस मामले में किसी भी प्रकार की कोताही बर्दाश्त नहीं होगी। जहाँ-जहाँ आवश्यकता है, शीघ्र डिपो खोले जाएँ परंतु इस बात का भी ध्यान रखा जाये कि डिपो आवंटन में किसी भी डिपो होल्डर का एकाधिकार न हो।
श्री मूलचंद शर्मा आज यहाँ विभाग के अधिकारियों की बुलाई गई समीक्षा बैठक की अध्यक्षता कर रहे थे। उन्होंने कहा कि खाद्य, नागरिक आपूर्ति एवं उपभोक्ता मामले विभाग जनता से जुड़ा एक अति महत्वपूर्ण विभाग है तथा इसकी साख को बनाये रखना सभी अधिकारियों की जिम्मेवारी है। मुख्यालय के अधिकारी यह सुनिश्चित करें कि पीओएस मशीनों की खरीद की निविदा प्रक्रिया जल्द से जल्द पूरी हो।
बैठक में जानकारी दी गई कि राष्ट्रीय खाद्य सुरक्षा अधिनियम, 2013 राज्य में 20 अगस्त, 2013 से लागू हुआ था जिसके तहत अंत्योदय अन्न योजना परिवार तथा प्राथमिक परिवार के लाभार्थी शामिल हैं। प्रदेश में 2.92 लाख अंत्योदय अन्न योजना के राशन कार्ड तथा 43.33 लाख बीपीएल कार्ड हैं। राष्ट्रीय खाद्य सुरक्षा अधिनियम के तहत वर्तमान में प्रतिमाह 98 हजार मीट्रिक टन अनाज की आवश्यकता होती है जिसमें भारत सरकार 66,250 मीट्रिक टन गेहूं का आवंटन करती है, शेष 31,000 मीट्रिक टन गेहूं राज्य सरकार अपने खर्चे पर वहन करती है।
अधिनियम के तहत अंत्योदय अन्न योजना परिवारों को 35 किलोग्राम गेहूं तथा बीपीएल परिवारों को प्रति सदस्य 5 किलोग्राम गेहूं दिया जाता है। परिवार पहचान पत्र के तहत सत्यापित 1 लाख 80 हजार रुपये की वार्षिक आय वाले परिवारों को राज्य सरकार की अंत्योदय आहार योजना के तहत 2 लीटर सरसों का तेल भी दिया जाता है। राज्य सरकार गेंहू पर 89 करोड़ रुपये, सरसों के तेल पर 95 करोड़ रुपये तथा चीनी पर 11.13 करोड़ रूपए मासिक खर्च करती है।
बैठक में इस बात की भी जानकारी दी गई कि वर्ष 2023-24 खरीफ सीज़न के दौरान हरियाणा ने केंद्रीय भंडारण में 58.94 लाख मीट्रिक टन धान तथा रबी सीज़न में 69.06 लाख मीट्रिक टन गेंहू का योगदान दिया। वर्ष 2021 -22 से खाद्यान्नों की खरीद न्यूनतम समर्थन मूल्यों पर ई-खरीद पोर्टल से की जा रही है और पैसा सीधा किसानों के खातों में भेजा जाता है। मंत्री ने निर्देश दिए कि मंडियों में फसल खरीद का उठान समय पर सुनिश्चित किया जाये।बैठक में खाद्य, नागरिक आपूर्ति एवं उपभोक्ता मामले विभाग की अतिरिक्त मुख्य सचिव डॉ. सुमिता मिश्रा, निदेशक मुकुल कुमार सहित विभाग के अन्य अधिकारी मौजूद थे।
