Haryana Chief Minister, Sh. Nayab Singh said that the socio-economic criteria fixed for government recruitment uphold the spirit of Antyodaya. He reaffirmed the government's commitment to protecting the interests of candidates appointed to Group C and Group D posts in government jobs.
The government stands with all these candidates and assured that it will adopt every possible legal remedy to address the socio-economic criteria issue. If necessary, a bill will also be introduced in the Assembly, said Sh. Nayab Singh unequivocally.
The Chief Minister while addressing a press conference held today, said that the Supreme Court's decision has not raised any questions about the CET exam. According to policy, the CET results are valid for three years.
Sh. Nayab Singh said that in February 2018, the present state government had formulated a policy to award some additional marks in examinations for government jobs to poor widows, orphans, members of families deprived of government jobs for many decades, youth from denotified tribes, and also to temporary government employees.
Due to this policy, thousands of poor youth and temporary employees have secured permanent government jobs since then. He further shared that in 2018, a double bench of the High Court itself had appreciated the provision of 5 marks based on the socio-economic criteria by the Haryana government.

The Chief Minister said that the politically motivated ‘Bharti Roko’ gang active in the state is playing with the future of the state's residents, especially the youth. He said that the leaders of the opposition party neither care about the youth of the state nor about the poor widows, orphans, and the poor youth from denotified tribes and nomadic communities.
Such politicians deliberately make absurd statements to mislead the youth for their own political gain. However our government is committed to the welfare of such communities, said Sh. Nayab Singh.

The Chief Minister said that during congress tenure, nepotism, casteism, and regionalism were rampant in jobs. Jobs were auctioned, and people with money and connections bought jobs while poor families were left out. This led to frustration and despair among the youth.
Poor people had votes to give them, but their government had no jobs to offer the poor. However, our government has provided jobs to about 132,000 youths in the last nine and a half years without any bribes or recommendations, which has instilled hope and confidence among the youth today, said Sh. Nayab Singh.
He said that in the previous government, youth looked for ‘Sifarish’, but today they look for libraries to study as the recruitment system now is based solely on merit. This is the difference between Congress and our government, said the Chief Minister.
He shared that a Congress leader is making false accusations, but the reality is that 13.50 lakh youths registered for 13,657 Group D posts. Out of these, 9,50,000 candidates appeared for the CET exam, and 4,20,000 of them qualified. The qualified candidates will be adjusted in the departments where there is a need. So far, 11,000 youths have joined.
He further shared that 2,657 candidates got marks based on socio-economic criteria, and their joining has not been processed yet. The 11,000 youths who have joined will certainly not face any problems, assured the Chief Minister.
The Chief Minister clarified that the Supreme Court's decision today on the socio-economic criteria has had no impact on the CET first-stage exam. To safeguard the recruitment of approximately 12,000 selected candidates for Group-C, the government will submit a review petition in the high court to share the actual situation and will also ensure that the candidates are not required to appear for the examination again.
50,000 new recruitments to be done soon, announces CM
The Chief Minister announced that 50,000 additional jobs will be provided in the next two months. For this, the Haryana Staff Selection Commission will soon start the recruitment process. This will fulfill the dream of many youths to secure government jobs. Furthermore, our government will continue to make recruitments based solely on merit, without any Parchi-Kharchi, said Sh. Nayab Singh.

हरियाणा सरकार द्वारा सरकारी नौकरियों में गरीब परिवारों के बच्चों को दिए जाने वाले सामाजिक-आर्थिक मानदंड के अंकों पर मुख्यमंत्री श्री नायब सिंह ने कहा कि हमारी सरकार गरीबों के साथ खड़ी है और इन मानदंडों का आधार सरकारी नौकरी के माध्यम से अंत्योदय उत्थान है। उनके हक के लिए हम हर संभव क़ानूनी कदम उठाएंगे और जरुरत पड़ी तो विधानसभा में विधेयक भी लाएंगे।
उन्होंने स्पष्ट किया कि ग्रुप-सी व ग्रुप-डी के पदों पर जिन अभ्यर्थियों की नियुक्ति हो चुकी है, उन्हें घबराने की जरूरत नहीं है, सरकार उनके साथ मजबूती से खड़ी है। उन्होंने कहा कि सुप्रीम कोर्ट के निर्णय से सीईटी परीक्षा पर कोई सवालिया निशान नहीं लगा है। निति अनुसार सीईटी रिजल्ट 3 वर्षों के लिए मान्य है। मुख्यमंत्री आज यहां प्रेस वार्ता को संबोधित कर रहे थे। उन्होंने कहा कि आज ही अयोध्या में श्री राम लला के दर्शन करने का अवसर प्राप्त हुआ और उन्होंने हरियाणा की ढाई करोड़ आबादी के सुख-समृद्धि की कामना की।
श्री नायब सिंह ने कहा कि हमारी सरकार द्वारा गरीब विधवाओं, अनाथों, अनेक दशकों से सरकारी नौकरियों से वंचित परिवारों के सदस्यों, विमुक्त जातियों के युवाओं तथा कच्चे कर्मचारियों को सरकारी नौकरियों के लिए ली जाने वाली परीक्षाओं में कुछ अतिरिक्त अंक देने की नीति फरवरी 2018 में बनाई गई थी। इस नीति के कारण तब से अब तक हजारों गरीब युवाओं तथा कच्चे कर्मचारियों को पक्की सरकारी नौकरी मिली है।
उन्होंने कहा कि वर्ष 2018 में उच्च न्यायालय की डबल बेंच ने हरियाणा सरकार के सामाजिक-आर्थिक आधार पर 5 अंक के प्रावधान की स्वयं ही सराहना भी की थी। उन्होंने कहा कि कांग्रेस के नेता इस संबंध में ओछी राजनीति करते हैं और उलटी बयानबाजी करके झूठ और भ्रम फैला कर युवाओं को गुमराह कर रहे हैं। जबकि हमारी सरकार ने पिछले साढ़े 9 सालों में 1 लाख 32 हजार युवाओं को नौकरियां दी हैं।
राजनीति से प्रेरित भर्ती रोको गैंग युवाओं के भविष्य के साथ कर रहा है खिलवाड़
श्री नायब सिंह ने कटाक्ष करते हुए कहा कि प्रदेश में राजनीति से प्रेरित भर्ती रोको गैंग युवाओं के भविष्य के साथ खिलवाड़ कर रहा है। यह भर्ती रोको गैंग बिल्कुल नहीं चाहता कि हरियाणा के गरीब, कमजोर, वंचित और जरूरतमंद युवाओं को बिना खर्ची-पर्ची के सरकारी नौकरी मिले। उन्होंने कहा कि विपक्षी पार्टी के नेताओं को न तो प्रदेश के युवाओं की चिंता है और न ही गरीब विधवाओं, अनाथों व विमुक्त जाति व टपरीवास के उन गरीब युवाओं की, जिनकी मदद करने के लिए हमारी सरकार वचनबद्ध है। ऐसे राजनेता जानबूझ कर अपनी राजनीति चमकाने हेतु युवाओं को भ्रमित करने के लिए बेतूकी बयानबाजी कर रहे हैं।

मुख्यमंत्री ने कहा कि कांग्रेस सरकार के कार्यकाल में देखें कि उनके समय नौकरियों में भाई-भतीजावाद, जातिवाद और क्षेत्रवाद का बोलबाला था। नौकरियों की बोली लगती थी, पैसे और पहुंच वाले लोग नौकरी खरीद लेते थे और गरीब परिवार वंचित रह जाते थे। इसलिए युवाओं में हताशा व निराशा पनपने लगी थी। वे गरीब व्यक्ति का वोट तो ले लेते थे लेकिन उन गरीबों को देने के लिए उनके पास नौकरी नहीं थी।
जबकि हमारी सरकार ने पिछले साढ़े 9 सालों में बिना पर्ची-खर्ची के लगभग 1,32,000 युवाओं को नौकरियां दी हैं, जिससे आज युवाओं में आशा और विश्वास का संचार हुआ है। पहले की सरकार में युवा सिफारिश ढूंढते थे और आज युवा पढ़ाई करने के लिए लाइब्रेरी ढंढूते हैं। यही कांग्रेस और हमारी सरकार का अंतर है।
उन्होंने कहा कि कांग्रेस के एक नेता भ्रम फैलाने की सोच से आरोप लगाने का काम करते हैं, जबकि वास्तविक्ता यह है कि ग्रुप-डी के 13,657 पदों के लिए 13 लाख 50 हजार युवाओं ने पंजीकरण करवाया था। इनमें से 9 लाख 50 हजार अभ्यर्थियों ने सीईटी की परीक्षा दी थी, जिनमें से 4 लाख 20 हजार अभ्यर्थी क्वालीफाई हुए थे। ऐसे 10 हजार से अधिक युवाओं ने ज्वाइन कर लिया है।
उन्होंने कहा कि 2657 अभ्यर्थी, ऐसे थे, जिन्हें सामाजिक-आर्थिक मानदंड के अंक मिले थे, उनका रिजल्ट रोक लिया था, उनकी ज्वाइनिंग अभी तक नहीं करवाई गई है। जिन 11 हजार युवाओं ने ज्वाइन किया हुआ है, उन्हें किसी प्रकार की कोई दिक्कत नहीं आएगी और उनकी नौकरी बरकरार रहेगी।
उन्होंने कहा कि सामाजिक-आर्थिक मानदंड के अंकों पर सुप्रीम कोर्ट द्वारा आज दिए गए निर्णय से सीईटी के फर्स्ट स्टेज एग्जाम पर कोई प्रभाव नहीं पड़ा है। ग्रुप-सी के चयनित लगभग 12 हजार उम्मीदवारों को भर्ती को बचाने के लिए हमारी सरकार पुर्नविचार याचिका के माध्यम से उच्च न्यायालय के सामने वास्तविक स्थिति रखकर उनकी दोबारा परीक्षा देने की जरूरत न पड़े, इसके लिए पूर्णतः प्रतिबद्ध है।
आगामी 2 माह में होंगी 50,000 भर्तियां
मुख्यमंत्री श्री नायब सिंह ने घोषणा की कि अगले 2 माह में 50 हजार अतिरिक्त नौकरियां दी जाएंगी। इसके लिए हरियाणा कर्मचारी चयन आयोग जल्द ही भर्ती प्रक्रिया आरंभ कर देगा और अगले सप्ताह तक पूरा कैलेंडर प्रदेश के सामने जारी कर दिया जाएगा। इससे युवाओं के सरकारी नौकरी का स्वपन साकार होगा। आगे भी हमारी सरकार द्वारा बिना पर्ची-खर्ची केवल मेरिट पर भर्तियां की जाएँगी।
