The state government gave a detailed presentation on the financial needs and various important issues pertaining to the state to the 16th Finance Commission here today which is on a three-day visit to Himachal Pradesh to give its recommendations for the next five years. While raising various issues of the state’s interest Chief Minister Thakur Sukhvinder Singh Sukhu urged the Finance Commission to provide liberal financial assistance to the state for its contributions to the nation.
He emphasized that it was necessary to develop the border areas of the state to ensure national security and provide basic facilities to the people of the border areas to check their exodus. He said that the state was prone to natural disaster and it should be given special preference post disaster management and relief and the disaster risk index should be made on the basis of possible disasters in Himachal Pradesh and all other Himalaya region states.
He also informed the Commission that the government of India has yet not released Rs. 9042 crore to the state for huge losses due to heavy rains and flash floods during monsoon in the last year. The Chief Minister said that the state had been contributing immensely in maintaining the green cover of the Himalaya region due to which the State was suffering revenue losses to the tune of thousands of crores which had never been compensated.
In the larger interest of the country, the state government had imposed a complete ban on the felling of trees despite the fact that it could earn revenue of thousands of crores by cutting trees. Moreover, the state was also not being granted permission under FCA since 2017.
He said that Himachal Pradesh had been giving significant role not only in safeguarding the borders but also in development of the nation. The state has provided lakh of acres of fertile land for major projects like Bhakra dam, Pong dam and also provided water for irrigation purposes to Haryana, Punjab and Rajasthan states besides power for various industries.
But the state has not been getting any financial assistance for this nor has the Shanan power project been handed over to the state besides completion of the lease period. Thakur Sukhvinder Singh Sukhu said that the state government has taken various big decisions to improve the economy of the state like closing hundreds of non-functional and non-viable institutions and the efforts were on to make Himachal a green energy state.
The revolutionary steps had been initiated to strengthen the rural economy by laying special focus on agriculture, animal husbandry and horticulture sectors. The Chief Minister urged the 16th Finance Commission to recommend liberal financial assistance for the development of the state keeping in view the tough geographical conditions, the state's contribution to the nation. Earlier, the Chairman of the 16th Finance Commission Dr. Arvind Panagariya in his opening remarks lauded the achievements of the state especially in the education and health sectors.
Deputy Chief Minister Mukesh Agnihotri, Agriculture Minister Chander Kumar, Industries Minister Harshwardhan Chauhan, Education Minister Rohit Thakur, Rural Development and Panchayati Raj Minister Anirudh Singh, PWD Minister Vikramaditya Singh, Town and Country Planning Minister Rajesh Dharmani and Ayush Minister Yadvinder Goma also gave their valuable suggestions during the meeting. Principal Secretary (Finance) Devesh Kumar gave a detailed presentation to the Finance Commission.
Members of the Finance Commission Ajay Narayan Jha, Annie George Mathew, Dr. Niranjan Rajadhyaksha, Dr. Soumya Kanti Ghosh, Secretary Ritvik Panda, Chief Secretary Prabodh Saxena, Secretary Education Rakesh Kanwar and other senior officers of the state government were present on this occasion.
मुख्यमंत्री सुखविंदर सिंह सुक्खू ने वित्त आयोग से हिमाचल को उदार वित्तीय सहायता प्रदान करने की सिफारिश का आग्रह किया

राज्य सरकार ने आज यहां 16वें वित्त आयोग से जुड़ी हिमाचल प्रदेश की वित्तीय आवश्यकताओं तथा अन्य मुद्दों पर 16वें वित्त आयोग के प्रतिनिधिमंडल के समक्ष विस्तृत प्रस्तुति दी। यह प्रतिनिधिमंडल प्रदेश के तीन दिवसीय प्रवास पर है, जो आगामी पांच वर्षों के लिए हिमाचल के संबंध में अपनी सिफारिश देगा।
मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू ने वित्त आयोग के समक्ष राज्य के हितों से जुड़े मुद्दों को उठाया तथा राष्ट्र निर्माण में प्रदेश के योगदान को देखते हुए उदार वित्तीय सहायता प्रदान करने की सिफारिश का आग्रह किया। मुख्यमंत्री ने राष्ट्रीय सुरक्षा के दृष्टिगत प्रदेश के सीमावर्ती क्षेत्रों के विकास तथा इन क्षेत्रों में रहने वाले लोगों को मूलभूत सुविधाएं प्रदान करने पर बल दिया, ताकि इन क्षेत्रों से स्थानीय लोगों का पलायन रोका जा सके।
उन्होंने कहा कि प्रदेश प्राकृतिक आपदा की दृष्टि से संवेदनशील राज्य है, जिसके चलते हिमाचल को आपदा पूर्व प्रबन्धन एवं राहत कार्यों की दृष्टि से विशेष प्राथमिकता प्रदान की जानी चाहिए। हिमाचल सहित अन्य हिमालयी क्षेत्र के राज्यों में आपदाओं की अधिक संभावनाएं होने के कारण इन क्षेत्रों के लिए आपदा जोखिम सूचकांक तैयार किया जाना चाहिए। उन्होंने आयोग को बताया कि पिछले वर्ष बरसात में भारी बारिश एवं बाढ़ से हुए नुकसान के एवज में केंद्र सरकार ने 9,042 करोड़ रुपये का भुगतान अब तक नहीं किया है।
मुख्यमंत्री ने कहा कि हिमाचल प्रदेश हिमालयी क्षेत्र में हरित आवरण को बढ़ावा देने के लिए महत्त्वपूर्ण योगदान दे रहा है। इसके कारण राज्य को हजारों करोड़ का राजस्व नुकसान उठाना पड़ रहा है और प्रदेश को अब तक इस नुकसान के लिए भी मुआवजा नहीं मिला है। राष्ट्र हित को देखते हुए हिमाचल ने पेड़ों के कटान पर पूर्ण प्रतिबन्ध लगाया है, जिसके कारण हिमाचल को हजारों करोड़ रुपये का राजस्व नुकसान उठाना पड़ रहा है।
राज्य को वन मंजूरी अधिनियम के तहत वर्ष 2017 से कोई अनुमति नहीं मिली है। उन्होंने कहा कि सीमावर्ती क्षेत्रों को सुरक्षित रखने के साथ ही हिमाचल प्रदेश का राष्ट्र के विकास में भी महत्वपूर्ण योगदान है। हिमाचल प्रदेश ने भाखड़ा बांध और पौंग बांध के लिए लाखों एकड़ जमीन दी है तथा हरियाणा, पंजाब एवं राजस्थान प्रदेश को सिंचाई के लिए पानी प्रदान करता रहा है।
इसी तरह, विभिन्न औद्योगिक संस्थानों के लिए निर्बाध विद्युत आपूर्ति भी सुनिश्चित की है। उन्होंने कहा कि इसके लिए राज्य को कोई भी वित्तीय सहायता प्राप्त नहीं हुई है और प्रदेश सरकार को शानन पन विद्युत परियोजना की पट्टा अवधि पूर्ण होने के उपरान्त भी मालिकाना हक नहीं मिला है। ठाकुर सुखविंदर सिंह सुक्खू ने कहा कि वर्तमान प्रदेश सरकार ने राज्य की अर्थव्यवस्था को सुदृढ़ करने के लिए अनावश्यक संस्थानों को बंद करने जैसे बड़े कदम उठाए हैं।
इसके अलावा, प्रदेश को हरित ऊर्जा राज्य बनाने की दिशा में निरन्तर प्रयासरत है। उन्होंने कहा कि प्रदेश सरकार राज्य की ग्रामीण अर्थव्यवस्था को सुदृढ़ करने के लिए कृषि, पशुपालन और बागवानी जैसे क्षेत्रों को अधिमान दे रही है।मुख्यमंत्री ने 16वें वित्तायोग से राज्य की कठिन भौगोलिक परिस्थितियों को ध्यान में रखते हुए राज्य के विकास के लिए उदारवादी वित्तीय सहायता प्रदान करने की सिफारिश करने का आग्रह किया। इससे पूर्व, 16वें वित्तायोग के अध्यक्ष डॉ. अरविन्द पनगढ़िया ने अपने संवाद में राज्य की उपलब्धियों विशेषकर शिक्षा एवं स्वास्थ्य के क्षेत्र में किए जा रहे अथक प्रयासों की सराहना की।
उप-मुख्यमंत्री मुकेश अग्निहोत्री, कृषि मंत्री प्रो. चन्द्र कुमार, उद्योग मंत्री हर्षवर्धन चौहान, शिक्षा मंत्री रोहित ठाकुर, ग्रामीण विकास एवं पंचायती राज मंत्री अनिरूद्ध सिंह, लोक निर्माण मंत्री विक्रमादित्य सिंह, नगर नियोजन मंत्री राजेश धर्माणी तथा आयुष मंत्री यादविंद्र गोमा ने भी इस अवसर पर अपने बहुमूल्य विचार साझा किए। प्रधान सचिव वित्त देवेश कुमार ने वित्त आयोग के समक्ष विस्तृत प्रस्तुति दी।
आयोग के सदस्य अजय नारायण झा, एनी जॉर्ज मैथ्यू, डॉ. निरंजन राजाध्यक्षा, डॉ. सौम्या कांति घोष, सचिव रित्विक पांडा, मुख्य सचिव प्रबोध सक्सेना, मुख्यमंत्री के प्रधान निजी सचिव एवं शिक्षा सचिव राकेश कंवर सहित राज्य सरकार के अन्य वरिष्ठ अधिकारी इस अवसर पर उपस्थित रहेे।
