Haryana Chief Secretary, Sh. TVSN Prasad said that the Union Government has appreciated Haryana for the effective implementation of Atal Bhujal Yojana across 1,647 Gram Panchayats in 36 blocks of 14 districts of the State. The scheme aims to enhance groundwater situation, improve water use efficiency, and promote sustainable water management practices.
Sh Prasad informed this while presiding over the meeting of State Inter Departmental Steering Committee (SISC) of the Atal Bhujal Yojana (ABY) here today, in which Incentive Utilization Plan of Rs 184.24 crore was approved.
Chief Secretary directed the Irrigation and Water Resources Department to ensure proper storage and utilization of excess rain water during the upcoming monsoon season. Engineer-In-Chief of the Department Dr. Satbir Singh Kadian apprised the meeting that during the last monsoon season, 50 per cent of excess rain water was utilized for the water deficient areas.
It was informed that out of the 184.24 crore Incentive Utilization Plan, the Irrigation and Water Resources Department has been allocated Rs. 122.09 crores which include Rs. 96.30 crores for 48 projects focused on riverbed recharge, pond recharge, construction of storage tanks, water storage bodies, injection wells, recharge bore wells, dug wells, and the renovation/rejuvenation of check dams.
Additionally, Rs. 16.79 crores will be invested in the installation of 4,000 AI and IoT enabled pump controllers to enhance water use efficiency and management. A further Rs. 9.00 crores has been earmarked for the construction of 178 piezometers and the installation of Digital Water Level Recorders (DWLRs) to facilitate real-time groundwater monitoring.
Similarly, the Micro Irrigation and Command Area Development Authority (MICADA) will receive Rs. 62.15 crores. This includes Rs. 13.69 crores for the construction of rainwater harvesting and percolation tanks at strategic locations, such as Jharna Mandir in Village Gothra Mohabattabad and Village Paota (Khinni Wali), as well as watershed development at Sita Kholi in Gothra Mohabtabad, Rs. 20.11 crores for artificial groundwater recharging using canal water through 300 borewells, Rs. 5.71 crores for the construction of 100 artificial recharge structures on irrigation outlets along canal boundaries in over-exploited blocks.
Additionally, Rs. 22.64 crores will be allocated for the installation of solar-powered micro-irrigation systems on 10 canal storage tanks in various villages within Nangal Chaudhary Block. The State Inter Departmental Steering Committee also approved the proposal of reallocating 97.02 crore to Agriculture and Farmers Welfare Department for works of underground pipeline and water conservation structures.
Similarly, under Information Education Communication (IEC) a budget of 9.9 crores was approved which includes 1.08 crore IEC fund utilization by Agriculture and Farmers Welfare Department on training and awareness programs on DSR and Crop Diversification (MPMV). In the financial year 2024-25, Haryana has detailed its Annual Work Plan (AWP), focusing on enhancing institutional strengthening and capacity building (IS&CB).
A fund utilization plan amounting to 72.70 crore rupees out of a total allocation of 207.17 crore rupees has been shared with the SISC. This plan outlines how these funds will be strategically utilized to bolster institutional capabilities across various sectors within the state.
Additionally, the National Project Management Unit (NPMU) has approved specific targets linked to disbursement linked indicators, which include financial goals totaling 90.82 crore rupees. These targets are integral to monitoring progress and ensuring effective use of resources aligned with the overall AWP objectives.
Together, the planned expenditure for these initiatives amounts to 163.52 crore rupees, underscoring a comprehensive approach to leveraging financial resources for sustainable development and governance improvement in Haryana. It was informed that the Atal Bhujal Yojana in Haryana has a budgetary allocation of Rs. 677.69 crores for the period from 2020-21 to 2024-25.
Out of this, Rs. 207.17 crores are designated for institutional strengthening and capacity building, while Rs. 470.52 crores are allocated for various incentives. Due to Haryana's exemplary performance under the scheme, an additional Rs. 144.85 crores have been granted, bringing the total incentive fund to Rs. 615.37 crores to date.
Enhanced groundwater levels have been observed in five blocks and 90 Gram Panchayats, indicating the positive impact of the scheme’s interventions. The establishment of 1,647 rain gauges, 2,000 water flow meters, and 1,647 groundwater quality testing kits has significantly improved the monitoring infrastructure, allowing for better management and assessment of groundwater resources. Two state-of-the-art water quality laboratories have been established in Gurugram and Kurukshetra, enhancing the capacity for water quality testing and monitoring.
Additional Chief Secretary, Finance Sh. Anurag Rastogi, Additional Chief Secretary Agriculture and Farmers Welfare Sh. Ankur Gupta, Additional Chief Secretary Town and Country Planning and Urban Estates Department Sh. Arun Gupta, Commissioner and Secretary Irrigation and Water Resources Sh. Pankaj Agarwal and other senior officers of Public Health Engineering, Central Ground Water Board, Forest and Wildlife Departments were also present in the meeting.

हरियाणा के मुख्य सचिव श्री टी.वी.एस.एन. प्रसाद ने कहा केंद्र सरकार ने अटल भूजल योजना (ए.बी.वाई.) के प्रभावी कार्यान्वयन के लिए प्रदेश की सराहना की है। इस योजना का उद्देश्य प्रदेश के 14 जिलों के 36 खंडों की 1,647 ग्राम पंचायतों में भूजल पुनर्भरण को बढ़ाना, जल उपयोग दक्षता में सुधार करना और सतत जल प्रबंधन प्रथाओं को प्रोत्साहन देना है।
श्री टी.वी.एस.एन. प्रसाद ने आज यहां अटल भूजल योजना की राज्य अंतर विभागीय संचालन समिति (एस.आई.एस.सी.) की बैठक की अध्यक्षता करते हुए यह जानकारी दी। बैठक में 184.24 करोड़ रुपये की प्रोत्साहन उपयोग योजना को मंजूरी दी गई।मुख्य सचिव ने सिंचाई एवं जल संसाधन विभाग को आगामी मानसून सीजन के दौरान बारिश के अतिरिक्त पानी का उचित भंडारण और उपयोग सुनिश्चित करने के निर्देश दिए।
विभाग के इंजीनियर-इन-चीफ डॉ. सतबीर सिंह कादियान ने बैठक में बताया कि पिछले मानसून सीजन के दौरान अतिरिक्त वर्षा जल का 50 प्रतिशत उपयोग पानी की कमी वाले क्षेत्रों में किया गया। बैठक के दौरान बताया गया कि 184.24 करोड़ की प्रोत्साहन उपयोग योजना में से सिंचाई एवं जल संसाधन विभाग को 122.09 करोड़ रुपये आवंटित किए गए हैं।
इसमें नदी तल पुनर्भरण, तालाब पुनर्भरण और भंडारण टैंकों, जलाशयों, इंजेक्शन वैल, रिचार्ज बोरवेल, डग वैल के निर्माण और चेक डैम के जीर्णोद्धार या कायाकल्प पर केंद्रित 48 परियोजनाओं के लिए 96.30 करोड़ रुपये की राशि शामिल है।इसके अतिरिक्त, जल उपयोग दक्षता और प्रबंधन को बढ़ाने के लिए 4,000 एआई और आईओटी सक्षम पंप कंट्रोलर्स की स्थापना के लिए भी 16.79 करोड़ रुपये का निवेश किया जाएगा।
वास्तविक समय पर भूजल निगरानी की सुविधा के लिए 178 पीजोमीटर के निर्माण और डिजिटल वाटर लेवल रिकॉर्डर (डी.डब्ल्यू.एल.आर.) की स्थापना के लिए 9.00 करोड़ रुपये निर्धारित किए गए हैं। इसी तरह, सूक्षम सिंचाई एवं कमान क्षेत्र विकास प्राधिकरण (मिकाडा) को 62.15 करोड़ रुपए मिलेंगे। इसमें गोठड़ा मोहब्बताबाद गांव में झरना मंदिर और गांव पावटा (खिन्नी वाली) जैसे रणनीतिक स्थानों पर वर्षा जल संचयन और रिसाव टैंकों के निर्माण के अलावा गोठड़ा मोहब्बताबाद में सीता खोली में वाटरशेड के विकास के लिए 13.69 करोड़ रुपए, 300 बोरवेल के माध्यम से नहर के पानी का उपयोग करके कृत्रिम भूजल पुनर्भरण के लिए 20.11 करोड़ रुपए, अत्यधिक दोहन वाले खंडों में नहर की सीमाओं के साथ सिंचाई आउटलेट पर 100 कृत्रिम पुनर्भरण संरचनाओं के निर्माण के लिए 5.71 करोड़ रुपए शामिल हैं।
इसके अतिरिक्त, नांगल चैधरी ब्लॉक के विभिन्न गांवों में 10 नहर भंडारण टैंकों पर सौर ऊर्जा संचालित सूक्ष्म सिंचाई प्रणाली की स्थापना के लिए 22.64 करोड़ रुपए आवंटित किए जाएंगे। इसके अलावा, राज्य अंतर विभागीय संचालन समिति ने भूमिगत पाइपलाइन और जल संरक्षण के कार्यों के लिए कृषि एवं किसान कल्याण विभाग को 97.02 करोड़ रुपये पुनः आवंटित करने के प्रस्ताव को भी मंजूरी दी है।
इसी प्रकार, सूचना, शिक्षा, संचार (आई.ई.सी.) के अंतर्गत 9.9 करोड़ का बजट स्वीकृत किया गया है, जिसमें कृषि एवं किसान कल्याण विभाग द्वारा डी.एस.आर. और फसल विविधीकरण पर प्रशिक्षण एवं जागरूकता कार्यक्रमों पर 1.08 करोड़ रुपये की आईईसी निधि का उपयोग शामिल है।वित्त वर्ष 2024-25 में, हरियाणा राज्य ने संस्थागत सुदृढ़ीकरण और क्षमता निर्माण बढ़ाने पर ध्यान केंद्रित करते हुए अपनी वार्षिक कार्य योजना का विस्तृत विवरण दिया है।
इसमें 207.17 करोड़ रुपये के कुल आवंटन में से 72.70 करोड़ रुपये की निधि उपयोग योजना एस.आई.एस.सी. के साथ सांझा की गई है। इस योजना में बताया गया है कि राज्य के भीतर विभिन्न क्षेत्रों में संस्थागत क्षमताओं को मजबूत करने के लिए इन निधियों का रणनीतिक रूप से उपयोग कैसे किया जाएगा। इसके अतिरिक्त, राष्ट्रीय परियोजना प्रबंधन इकाई (एन.पी.एम.यू.) ने संवितरण से जुड़े संकेतकों से सम्बद्ध विशिष्ट लक्ष्यों को मंजूरी दी है, जिसमें कुल 90.82 करोड़ रुपये के वित्तीय लक्ष्य शामिल हैं।
प्रगति की निगरानी और समग्र ए.डब्ल्यू.पी. उद्देश्यों के साथ संरेखित संसाधनों के प्रभावी उपयोग को सुनिश्चित करने के लिए ये लक्ष्य अभिन्न हैं। कुल मिलाकर, इन पहलों के लिए नियोजित व्यय 163.52 करोड़ रुपये है, जो हरियाणा में सतत विकास और शासन सुधार के लिए वित्तीय संसाधनों का लाभ उठाने हेतु एक व्यापक दृष्टिकोण को रेखांकित करता है।
बैठक में बताया गया कि हरियाणा में अटल भूजल योजना के लिए वर्ष 2020-21 से 2024-25 की अवधि के लिए 677.69 करोड़ रुपये का बजटीय आवंटन किया गया है। इसमें से 207.17 करोड़ रुपये संस्थागत सुदृढ़ीकरण और क्षमता निर्माण के लिए निर्धारित हैं, जबकि 470.52 करोड़ रुपये विभिन्न प्रोत्साहनों के लिए आवंटित किए गए हैं।
इस योजना के तहत हरियाणा के अनुकरणीय प्रदर्शन के चलते, 144.85 करोड़ रुपये की अतिरिक्त राशि प्रदान की गई है, जिससे अब तक कुल प्रोत्साहन निधि 615.37 करोड़ रुपये हो गई है। पांच खंडों और 90 ग्राम पंचायतों में भूजल स्तर में वृद्धि देखी गई है, जो योजना के हस्तक्षेपों के सकारात्मक प्रभाव को दर्शाता है।
इसी तरह, 1,647 वर्षामापी यंत्रों, 2,000 जल प्रवाह मीटर और 1,647 भूजल गुणवत्ता परीक्षण किट्स की स्थापना से निगरानी के बुनियादी ढांचे में काफी सुधार हुआ है, जिससे भूजल संसाधनों का बेहतर प्रबंधन और आकलन संभव हुआ है। गुरुग्राम और कुरुक्षेत्र में दो अत्याधुनिक जल गुणवत्ता प्रयोगशालाएं स्थापित की गई हैं, जिससे जल गुणवत्ता जांच और निगरानी की क्षमता बढ़ गई है।
बैठक में वित्त विभाग के अतिरिक्त मुख्य सचिव श्री अनुराग रस्तोगी, कृषि एवं किसान कल्याण विभाग के अतिरिक्त मुख्य सचिव श्री अंकुर गुप्ता, नगर एवं ग्राम आयोजना विभाग तथा शहरी संपदा विभाग के अतिरिक्त मुख्य सचिव श्री अरुण गुप्ता, सिंचाई एवं जल संसाधन विभाग के आयुक्त एवं सचिव श्री पंकज अग्रवाल तथा जनस्वास्थ्य अभियांत्रिकी, केंद्रीय भूजल बोर्ड, वन एवं वन्यजीव विभागों के अन्य वरिष्ठ अधिकारी भी उपस्थित थे।
