Haryana has taken another significant step towards self-reliance in the field of power generation. Haryana Chief Minister Sh Nayab Singh announced the establishment of an additional 800 MW Ultra Super Critical Thermal Power Unit at the Rajiv Gandhi Thermal Power Plant in Khedar, Hisar, at a cost of Rs 7,250 crore.
This initiative will enable Haryana to achieve self-reliance in power generation in the near future. The Chief Minister was addressing the gathering while launching the Additional Subsidy Scheme in Haryana under 'Pradhan Mantri Suryaghar Free Electricity Scheme' at a state-level function organized in Ambala today.
He also distributed certificates to the beneficiaries of the scheme on this occasion.Monthly minimum charge of electricity abolished, Electricity bill to be based on the number of units consumed. In another important announcement, the Chief Minister declared the abolition of the monthly minimum charge for electricity. From now on, residents of the state will receive bills based solely on the number of units of electricity consumed, providing much-needed relief to electricity consumers.
Double Engine Government to bear all the expenses of Solar Roof Top Plant
While congratulating the people of the state on the launch of the 'Pradhan Mantri Suryaghar Free Electricity Scheme,' the Chief Minister said that under this scheme, a subsidy of Rs 60,000 will be provided by the Central Government, led by Prime Minister Sh Narendra Modi, for setting up a rooftop solar plant for poor families with an income of less than Rs 1,80,000.
Additionally, a subsidy of Rs 50,000 will be provided by the State Government. Although the cost of installing a rooftop solar plant is Rs 1,10,000, the consumer will not have to spend anything from their pocket.Similarly, families with an income between Rs 1,80,000 and Rs 3 lakh will receive a subsidy of Rs 60,000 from the Central Government and Rs 20,000 from the State Government.
The Chief Minister said that Prime Minister Sh Narendra Modi resolved to start this scheme on January 22, 2024, from the holy land of Ayodhya. Today, this scheme is being implemented in the state of Haryana. The Prime Minister aims to install solar rooftop plants on one crore houses through this scheme, which operates on a first-come, first-served basis. Eligible individuals who register first on the portal will receive the benefits of the scheme first, he added.
Poor people empowered during last decade under PM leadership
The Chief Minister said that the Prime Minister is dedicated to uplifting the most marginalized individuals in society. Over the past 10 years, Sh Narendra Modi has worked to empower the poor and lift them out of poverty through various welfare schemes.
During this period, 25 crore poor families have been elevated above the poverty line in a planned manner. The 'Pradhan Mantri Suryaghar Free Electricity Scheme,' launched today in the state, is another step in strengthening the poor. This double-engine government is fully committed to realizing the Prime Minister's vision.
Double engine government put an end to dishonest politics
Taking a dig at the opposition, the Chief Minister criticized previous governments for politicizing the issue of electricity in the state. He noted that rallies were organized, and promises of 24-hour electricity were made, but the opposition failed to deliver on these promises after securing votes from the innocent people of the state.
In contrast, the current administration launched the Mhara Gaon-Jagmag Gaon Yojana in a planned manner, ensuring 24-hour electricity supply to every village in Haryana today. The Chief Minister condemned opposition leaders for misleading the public by advising them not to pay electricity bills with false promises of bill forgiveness once in power.
These deceitful leaders gained power through deception but never fulfilled their promises. The Chief Minister asserted that it is the double-engine government of the Center and Haryana that has put an end to this type of dishonest politics.
India moving rapidly towards Green Energy
Sh Nayab Singh stated that under the leadership of Prime Minister Sh Narendra Modi, the country is making rapid progress in solar energy. In 2016, the Prime Minister inaugurated the International Solar Alliance Secretariat in Gurugram, accelerating the nation’s transition to green energy.
Highlighting recent initiatives, the Chief Minister mentioned the allotment of 100-square-yard plots to poor families in Sonipat. The government not only passed the bill for this in the Assembly but also made a separate budget provision.
Recently, more than 7,500 eligible people received allotment/possession for their plots. Where Panchayats lack available land, eligible individuals receive Rs 1,00,000 in their accounts to purchase plots.
Additionally, the HAPPY Yojana was also launched, providing free bus travel for 84 lakh people from 23 lakh families with incomes less than Rs 1 lakh. Each person can travel up to 1,000 km per year on Haryana Roadways buses.
The Chief Minister said that after taking oath for the third time, Prime Minister Sh Narendra Modi released Rs 20,000 crore to farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme. Furthermore, just as the central government has built houses for 4 crore poor people under the Pradhan Mantri Awas Yojana, it aims to provide 3 crore more houses in the next five years.
The Chief Minister emphasized the significant progress in the country from 2014 to 2024 in areas such as roads, universities, medical colleges, medical universities, and infrastructure development. Haryana has also seen all-round development during this period under the leadership of former Chief Minister Sh Manohar Lal.
The state government has ensured college facilities for girls within a 20 km radius and is bearing the education costs for girls from families with incomes less than Rs 1,80,000. Speaking on this occasion, Energy Minister Sh. Ranjit Singh expressed that today marks a historic day for Ambala.
In recent years, Haryana has made significant strides in the power sector, with both UBBVN and DHBVN achieving A Plus category status. He highlighted that not only have line losses been minimized to the lowest levels, but all four power companies in Haryana are now recognized as reliable across the country.
Ranjit Singh emphasized that the 'Pradhan Mantri Suryaghar Free Electricity Scheme' is Prime Minister Sh. Narendra Modi's dream project, now overseen by former Chief Minister Sh. Manohar Lal in his role as Union Energy Minister. We will proceed with full confidence to ensure the effective implementation of this scheme across the state, he added.
Earlier, Minister of State for Transport Sh. Aseem Goyal said that the 'Pradhan Mantri Suryaghar Free Electricity Scheme' will illuminate the lives of the people of Haryana. He noted Prime Minister Sh. Narendra Modi's vision for India to lead in solar energy, setting an example for other nations.
The scheme's launch in Haryana today underscores this commitment. Additional Chief Secretary of the Energy Department, Sh Apoorv Kumar Singh, Managing Director of Uttar Haryana Bijli Vitran Nigam, Dr. Saket Kumar, and other officials were also present on this occasion.

हरियाणा प्रदेश ने बिजली उत्पादन के क्षेत्र में आत्मनिर्भरता की ओर एक अन्य महत्वपूर्ण कदम बढ़ा लिया है। हरियाणा के मुख्यमंत्री श्री नायब सिंह ने राजीव गाँधी थर्मल पावर प्लांट, खेदड़, हिसार में 7250 करोड रुपए की लागत से 800 मेगावाट की अतिरिक्त अल्ट्रा सुपर क्रिटिकल थर्मल पावर यूनिट स्थापित करने की घोषणा की। इससे हरियाणा प्रदेश बिजली उत्पादन के मामले में शीघ्र ही आत्मनिर्भर हो सकेगा।
मुख्यमंत्री आज अंबाला में 'प्रधानमंत्री सूर्य घर
मुफ्त बिजली योजना' के तहत आयोजित राज्य स्तरीय समारोह में हरियाणा में अतिरिक्त अनुदान स्कीम का आरंभ करते हुए उपस्थित जनसमूह को संबोधित कर रहे थे। इस अवसर पर उन्होंने योजना के लाभार्थियों को प्रमाण पत्र भी वितरित किए।
बिजली का मंथली मिनिमम चार्ज खत्म, जितनी यूनिट की खपत-उतना ही होगा बिल
मुख्यमंत्री ने एक अन्य महत्वपूर्ण घोषणा करते हुए बिजली का मंथली मिनिमम चार्ज खत्म करने की भी घोषणा की। उन्होंने कहा कि अब से प्रदेश के लोग बिजली की जितनी यूनिट खर्च करेंगे उतना ही बिल आएगा ताकि बिजली उपभोक्ताओं को राहत प्रदान की जा सके।
सोलर रूफ टॉप प्लांट का सारा खर्च डबल इंजन सरकार करेगी वहन
मुख्यमंत्री ने प्रदेश के लोगों को 'प्रधानमंत्री सूर्य घर मुफ्त बिजली योजना' के शुभारंभ अवसर पर बधाई देते हुए कहा कि इस योजना से 1,80,000 रुपए से कम आय वाले गरीब परिवारों को रूफ टॉप सोलर प्लांट स्थापित करने के लिए ₹60,000 की सब्सिडी प्रधानमंत्री नरेंद्र मोदी के अगुवाई में केंद्र सरकार द्वारा प्रदान की जाएगी जबकि ₹50,000 की सब्सिडी राज्य सरकार प्रदान करेगी। हालांकि योजना के तहत रूफ टॉप सोलर प्लांट लगाने पर ₹1,10,000 खर्चा आएगा लेकिन उपभोक्ता को अपने जेब से कुछ भी खर्च नहीं करना पड़ेगा। इसी प्रकार, 1,80,000 रुपए से 3 लाख रुपए तक की आय वाले परिवारों को केंद्र सरकार द्वारा ₹60,000 सब्सिडी और ₹20,000 की सब्सिडी राज्य सरकार द्वारा प्रदान की जाएगी।
मुख्यमंत्री ने कहा कि इस योजना को शुरू करने का संकल्प प्रधानमंत्री श्री नरेंद्र मोदी द्वारा 22 जनवरी 2024 को अयोध्या की पवित्र भूमि से लिया गया था। आज इस योजना को हरियाणा प्रदेश में अमलीजामा पहनाया जा रहा है। उन्होंने कहा कि प्रधानमंत्री ने इस योजना के माध्यम से एक करोड़ घरों पर सोलर रूफ टॉप प्लांट स्थापित करने का निर्णय लिया है और यह योजना पहले आओ-पहले पाओ के सिद्धांत पर है अर्थात जो पात्र व्यक्ति योजना का लाभ लेने के लिए पोर्टल पर पहले रजिस्टर्ड करेगा उसे योजना का लाभ सबसे पहले मिलेगा।
प्रधानमंत्री के नेतृत्व में पिछले 10 वर्षों में गरीब आदमी हुआ सशक्त
मुख्यमंत्री ने कहा कि प्रधानमंत्री की सोच है कि पंक्ति में खड़े अंतिम व्यक्ति का उदय कैसे हो, उसे किस प्रकार मजबूत बनाया जाए। पिछले 10 वर्षों में नरेंद्र मोदी जी ने विभिन्न कल्याणकारी योजनाओं के माध्यम से गरीब को सशक्त बनाकर उन्हें गरीबी से बाहर निकालने का काम किया है। इस दौरान 25 करोड़ गरीब परिवारों को योजनाबद्ध तरीके से गरीबी रेखा से ऊपर उठाया गया है। आज से प्रदेश में शुरू की गई 'प्रधानमंत्री सूर्य घर मुफ्त बिजली योजना' के माध्यम से भी गरीब व्यक्ति को मजबूत करने का कार्य नरेंद्र मोदी जी द्वारा किया गया है। प्रधानमंत्री की इस परिकल्पना को शत प्रतिशत धरातल पर उतारने का काम यह डबल इंजन की सरकार कर रही है।
केंद्र और हरियाणा की डबल इंजन की सरकार ने झूठ की राजनीति पर लगाया विराम
विपक्ष पर कटाक्ष करते हुए मुख्यमंत्री ने कहा कि पूर्व की सरकारों में बिजली के नाम पर प्रदेश में राजनीति चलती थी, रैलियां तक आयोजित की जाती थी और 24 घंटे बिजली देने के वादे भी किए जाते थे। प्रदेश की भोले-भाली जनता से बिजली के नाम पर वोट भी ले लेते थे, परंतु 24 घंटे बिजली उपलब्ध नहीं करा पाते थे।
हमने योजनाबद्ध तरीके से हरियाणा में म्हारा गांव-जगमग गांव योजना का शुभारम्भ किया जिसके तहत आज हरियाणा के प्रत्येक गांव में 24 घंटे बिजली आपूर्ति की जा रही है। अपनी राजनीति चमकाने वाले ऐसे नेता विपक्ष में बैठकर लोगों को गुमराह करते रहे कि बिजली के बिल मत भरो, हमारी सरकार आएगी तो हम माफ़ कर देंगे। ऐसे झूठे नेता जनता को बरगलाकर सत्ता में तो आ जाते थे पर बिजली के बिल माफ नहीं किये। केंद्र और हरियाणा की डबल इंजन की सरकार ने ही इस प्रकार की झूठ की राजनीति पर विराम लगाने का काम किया है।
देश ग्रीन एनर्जी की तरफ तेजी से अग्रसर
श्री नायब सिंह ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में देश में सौर ऊर्जा पर बहुत ही तेजी से कार्य हो रहा है। वर्ष 2016 में प्रधानमंत्री जी ने गुरुग्राम में अंतर्राष्ट्रीय सौर गठबंधन सचिवालय का उद्घाटन किया था उसके बाद देश ग्रीन एनर्जी की तरफ तेजी से आगे बढ़ रहा है। हाल ही में सोनीपत में गरीब परिवारों को 100 -100 वर्ग गज के प्लाट आवंटन का जिक्र करते हुए मुख्यमंत्री ने कहा कि हमारी सरकार ने विधानसभा में न केवल इसके लिए बिल पास करवाया बल्कि अलग से बजट में प्रावधान किया गया।
हाल ही में 7500 से अधिक पात्र लोगों को प्लाट का कब्ज़ा और कागज प्रदान किए गए है। इसके अतिरिक्त जहां पंचायत के पास प्लाट देने के लिए जमीन उपलब्ध नहीं है वहां पर पात्र व्यक्ति के खाते में प्लाट खरीदने के लिए ₹1,00,000 देने का प्रावधान भी किया गया है। साथ ही हैप्पी योजना का शुभारंभ भी किया है जिसके तहत 1 लाख से कम आय वाले 23 लाख परिवारों के 84 लाख लोगों को एक साल में 1000 किलोमीटर तक हरियाणा रोडवेज में मुफ्त बस यात्रा की सुविधा प्रदान की गई है।
उन्होंने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी ने तीसरी बार शपथ लेने के पश्चात सबसे पहले किसानों को प्रधानमंत्री किसान सम्मान निधि (पीएम-किसान) योजना के तहत 20,000 करोड़ रुपए की राशि जारी करने का कार्य किया। साथ ही जिस प्रकार केंद्र सरकार ने अब तक प्रधानमंत्री आवास योजना के तहत 4 करोड़ गरीब लोगों को मकान बनाकर दिए, उसी प्रकार आने वाले 5 साल में 3 करोड़ और मकान देने पर काम करेगी।
मुख्यमंत्री ने कहा कि वर्ष 2014 से 2024 के बीच में देश में एक बड़ा अंतर देखने को मिला है, चाहे वह सड़कों की बात हो, यूनिवर्सिटी की बात हो, मेडिकल कॉलेज हो, मेडिकल यूनिवर्सिटी की बात हो या आधारभूत विकास की बात हो। देश इन सभी क्षेत्रों में तेजी गति से आगे बढ़ा है। हरियाणा में भी पूर्व मुख्यमंत्री मनोहर लाल के नेतृत्व में इस दौरान चहुंमुखी विकास सुनिश्चित किया गया है।
लड़कियों को 20 किलोमीटर की परिधि में कॉलेज की सुविधा प्रदान करवाने के अतिरिक्त जिन परिवारों की आय 1,80,000 रुपए से कम है उन लड़कियों की पढ़ाई का खर्चा हरियाणा सरकार वहन कर रही है।इस अवसर पर ऊर्जा मंत्री श्री रणजीत सिंह ने कहा कि आज अम्बाला के लिए ऐतिहासिक दिन है। पिछले कुछ वर्षों में पावर सेक्टर में हरियाणा को बहुत अच्छा माइलेज मिला है।
प्रदेश के ऊर्जा मंत्रालय के अंतर्गत कार्यरत दोनों कंपनी उत्तर हरियाणा बिजली वितरण निगम और दक्षिण हरियाणा बिजली वितरण निगम ए प्लस केटेगरी में आ गई है। हमारा न केवल लाइन लॉसेस न्यूनतम स्तर पर आया है बल्कि आज पूरे देश में हरियाणा की चारों बिजली कंपनी विश्वशनीय श्रेणी में शामिल हैं। उन्होंने कहा की 'प्रधानमंत्री सूर्यघर मुफ्त बिजली योजना' प्रधानमंत्री श्री नरेंद्र मोदी का ड्रीम प्रोजेक्ट है और अब केंद्रीय ऊर्जा मंत्री के रूप में पूर्व मुख्यमंत्री श्री मनोहर लाल इसे केंद्र में देख रहे हैं।
हम पूरे विश्वास के साथ आगे बढ़ते हुए इस योजना को प्रदेश में धरातल पर लागू करवाना सुनिश्चित करेंगे। इससे पहले परिवहन राज्यमंत्री श्री असीम गोयल ने कहा कि 'प्रधानमंत्री सूर्य घर मुफ्त बिजली योजना' प्रदेश के लोगों के जीवन में उजाला भरने का काम करेगी। प्रधानमंत्री श्री नरेंद्र मोदी का मानना है कि भारत देश सौर ऊर्जा के क्षेत्र में इतने कार्य कर सकता है जो अन्य देशों के लिए एक मिसाल हो सकती है।
आज हरियाणा प्रदेश में इस योजना की शुरुआत हो रही है। इस अवसर पर ऊर्जा विभाग के अतिरिक्त मुख्य सचिव अपूर्व कुमार सिंह, उत्तर हरियाणा बिजली वितरण निगम के प्रबंध निदेशक डॉ साकेत कुमार सहित अन्य अधिकारीगण भी उपस्थित थे।
