The Haryana Chief Secretary, Sh TVSN Prasad today attended the meeting chaired by the Union Home Secretary to review the preparedness for the implementation of three new Criminal Laws namely Bharatiya Nyaya Sanhita 2023, Bharatiya Nagrik Suraksha Sanhita 2023 and the Bharatiya Sakshya Adhiniyam 2023 in the country, through video conferencing, here today.
Sh Prasad said that Haryana Government is fully prepared to implement these three new Criminal Laws in the State from July 1, 2024.While emphasizing the State Government’s commitment to ensuring a smooth transition to the new legal frameworks, Sh Prasad said that, the Government will organize functions at all police stations across the state to acquaint the public with the new laws. Approximately 12,759 police personnel, (including Investigating Officers), 250 Law Officers and many Prison Officers have been trained to handle the changes effectively.
Haryana Prisons Department Bolsters Infrastructure and Training
He said that the Prisons Department is fully prepared towards this end as well. All jails within the state possess appropriate and adequate technical infrastructure, with around 300 desktops readily available. Recognizing the importance of virtual Court proceedings, the Department has already installed 149 video conferencing systems across jails and Court complexes and will be procuring 178 more.
This allows for a significant portion of prisoner appearances to be conducted virtually, reducing unnecessary transportation and improving efficiency. Sh Prasad said that the Department has successfully implemented e-Prisons software in all jails across the State as well which will facilitate electronic submission of custody certificates directly to the Punjab and Haryana High Court in Chandigarh.
The Chief Secretary further said that to ensure all departments are prepared; an Inter-Departmental Committee has formulated a template to assess stakeholder Department readiness. All Departments will submit implementation certificates to the Nodal Department (Prosecution Department) by June 15th, 2024.
Director General of Police, Sh Shatrujit Kapur, DGP Prisons, Mohd. Akil and other senior officers of Home, Prisons and Law and Legislative Departments were also present in the meeting.

जून-हरियाणा के मुख्य सचिव टी.वी.एस.एन. प्रसाद ने कहा कि हरियाणा सरकार 1 जुलाई, 2024 से तीन नए आपराधिक कानून नामतः भारतीय न्याय संहिता 2023, भारतीय नागरिक सुरक्षा संहिता 2023 और भारतीय साक्ष्य अधिनियम 2023 लागू करने के लिए पूरी तरह तैयार है। मुख्य सचिव ने यह बात आज केंद्रीय गृह सचिव की अध्यक्षता में वीडियो कॉन्फ्रेंसिंग के माध्यम से देश में इन तीन नए कानूनों के कार्यान्वयन की तैयारियों को लेकर हुई समीक्षा बैठक में भाग लेने के बाद कही।
नए कानूनी ढांचे में सुचारू पारगमन सुनिश्चित करने के लिए राज्य सरकार की प्रतिबद्धता पर जोर देते हुए, श्री प्रसाद ने कहा कि सरकार द्वारा नए कानूनों से आमजन को परिचित कराने के लिए प्रदेश के सभी पुलिस थानों में समारोह आयोजित किए जाएंगे। इन बदलावों को प्रभावी ढंग से लागू करने के लिए 12,759 पुलिस कर्मियों (जांच अधिकारियों सहित), 250 कानून अधिकारियों और कई जेल अधिकारियों को प्रशिक्षित किया गया है।
उन्होंने कहा कि जेल विभाग भी इसके लिए पूरी तरह तैयार है। राज्य की सभी जेलों में उपयुक्त और पर्याप्त तकनीकी बुनियादी ढांचा है, जहां लगभग 300 डेस्कटॉप आसानी से उपलब्ध हैं। वर्चुअल कोर्ट के महत्व को देखते हुए, विभाग द्वारा पहले ही जेलों और न्यायालय परिसरों में 149 वीडियो कॉन्फ्रेंसिंग सिस्टम स्थापित किए गए हैं तथा 178 और सिस्टम खरीदे जाएंगे। इससे बड़ी संख्या में कैदियों की पेशी वर्चुअल तरीके से हो सकेगी, जिससे अनावश्यक परिवहन कम होगा और दक्षता में भी सुधार होगा।
मुख्य सचिव श्री टी.वी.एस.एन. प्रसाद ने कहा कि विभाग द्वारा प्रदेश की सभी जेलों में ई-प्रिजन सॉफ्टवेयर को सफलतापूर्वक लागू किया गया है। इससे हिरासत प्रमाण पत्र पंजाब एवं हरियाणा उच्च न्यायालय को इलेक्ट्रॉनिक रूप से सीधे जमा करने की सुविधा मिलेगी।उन्होंने कहा कि यह सुनिश्चित करने के लिए कि सभी विभाग तैयार हैं, एक अंतर-विभागीय समिति द्वारा हितधारक विभाग की तैयारी का आकलन करने के लिए एक टेम्पलेट तैयार किया गया है।
सभी विभाग 15 जून, 2024 तक नोडल विभाग यानी अभियोजन विभाग को क्रियान्वयन प्रमाण पत्र प्रस्तुत करेंगे।बैठक में पुलिस महानिदेशक श्री शत्रुजीत कपूर, डीजीपी जेल मोहम्मद अकील तथा गृह, जेल और विधि एवं विधायी विभागों के अन्य वरिष्ठ अधिकारी भी उपस्थित थे।
