Haryana Director General of Police, Shatrujeet Kapur reviewed the CCTNS (Crime and Criminal Tracking Network and Systems) and ICJS (Interoperable Criminal Justice System) with officers from concerned departments and provided necessary guidelines. During this review, officers presented reports on the work done under the CCTNS and ICJS projects through a PowerPoint presentation.
The meeting was held at the police headquarters in Sector-6, Panchkula. Many district police superintendents also participated via video conferencing. The meeting saw the participation of Additional Director General of Police (Cyber) O.P. Singh, IG Telecom Y. Puran Kumar, and several other officials.
Detailed discussions were held on the efforts being made to strengthen the network system under the State Action Plan prepared for the CCTNS and ICJS projects. It was reported that Haryana's score in the progress dashboard was 99.86% in March and 99.99% in April, the highest in the country.
Similarly, Haryana Police consistently received a perfect score of 10 out of 10 in providing services to the public through the portal under the Right to Service. It was mentioned that a speech-to-text feature for FIR and daily reports has been developed and work on it has commenced.
Directions have been given to all police superintendents to encourage investigation officers to use this technology to enhance their efficiency. This would save time and enable them to work more conveniently and efficiently. Officers were also asked to provide feedback on using this technology so that any shortcomings could be addressed promptly.
Sh. Kapur gave directives to update the case diary module in the CCTNS system according to new laws. Changes have been made to the CCTNS system to effectively implement these new laws. He directed that digital evidence, such as audio and video recordings, should be uploaded in the case diary module to ensure their long-term preservation, thereby increasing the conviction rate of criminals.
Training programs for police officers regarding these changes in the CCTNS system are being conducted. The State Crime Records Bureau is organizing training programs for over 800 police officers in Haryana. Regarding the National Automated Fingerprint Identification System (NAFIS), it was stated that fingerprints of 97,719 individuals, including arrested, convicted, and unidentified deceased persons, have been uploaded. These fingerprints have been examined by experts from the State Crime Records Bureau.
With the help of 30,585 fingerprint slips uploaded in NAFIS, criminals involved in past crimes have been identified. Additionally, 14 unidentified bodies involved in criminal activities have been identified using the NAFIS system. Sh. Kapur also directed the deployment of trained fingerprint lifters at police stations for taking fingerprints from crime scenes.
Discussion also took place on topics such as the e-Court, e-Challan process, preparation of case diaries, evidence management system, e-Signature, and technical changes in line with the three new laws.

हरियाणा के पुलिस महानिदेशक शत्रुजीत कपूर ने सीसीटीएनएस तथा आईसीजेएस प्रणाली को लेकर संबंधित विभागों के अधिकारियों के साथ समीक्षा बैठक की और उन्हें आवश्यक दिशा-निर्देश दिए। इस दौरान अधिकारियों ने पावर प्वाइंट प्रैजेंटेशन के माध्यम से सीसीटीएनएस तथा आईसीजेएस परियोजना के तहत किए गए कार्यों को लेकर रिपोर्ट प्रस्तुत की।
बैठक पंचकूला के सैक्टर-6 स्थित पुलिस मुख्यालय में आयोजित की गई । बैठक में वीडियो कॉन्फ्रेंसिंग के माध्यम से कई अन्य जिलों के पुलिस अधीक्षकों ने भी भाग लिया। इस मौके पर अतिरिक्त पुलिस महानिदेशक साइबर ओपी सिंह, आईजी टेलीकॉम वाई पूरण कुमार सहित कई अन्य अधिकारियों ने भाग लिया।बैठक में सीसीटीएनएस तथा आईसीजेएस परियोजना के तहत तैयार किए गए स्टेट एक्शन प्लान में नेटवर्क सिस्टम को और अधिक सुदृढ़ करने के लिए किए जा रहे प्रयासों को लेकर विस्तार से चर्चा की गई।
बैठक में बताया गया कि प्रगति डैशबोर्ड में मार्च महीने में हरियाणा का स्कोर 99.86, अप्रैल महीने में 99.99 प्रतिशत था जोकि देशभर में सर्वाधिक था। इसी प्रकार, राइट टू सर्विस के तहत आमजन को हर समय पोर्टल के माध्यम से दी जा रही सेवाओं में भी हरियाणा पुलिस द्वारा 10 में से 10 अंक लगातार प्राप्त किए जा रहे हैं।उन्होंने बताया कि एफआईआर तथा रोजनामचा के लिए स्पीच टू टेक्स्ट फीचर भी तैयार किया गया है जिस पर काम शुरू हो चुका है।
इसे लेकर सभी पुलिस अधीक्षकों को निर्देश दिए गए हैं कि वे अनुसंधान अधिकारियों को इस तकनीक का इस्तेमाल करने के लिए प्रेरित करें ताकि उनकी कार्य कुशलता बढ़े। उन्होंने कहा कि ऐसा करने से उनके समय की बचत होगी और वे पहले की अपेक्षा ज्यादा सुविधापूर्वक व कुशलतापूर्वक अपना काम कर सकेंगे। उन्होंने कहा कि वे इस तकनीक का इस्तेमाल करते हुए इस बारे में अपना फीडबैक देना सुनिश्चित करें ताकि कमियों को समय रहते दूर किया जा सके।
श्री कपूर ने नए कानूनो के अनुसार सीसीटीएनएस सिस्टम में बदलाव करके केस डायरी माड्यूल पर काम करने के निर्देश दिए। उन्होंने कहा कि सीसीटीएनएस प्रणाली में नए कानूनों को प्रभावी तरीके से लागू करने के लिए बदलाव किए गए है। उन्होंने निर्देश देते हुए कहा कि वे केस डायरी मॉडयूल में डिजीटल साक्ष्यों जैसे- ऑडियो, वीडियों रिकॉर्डिंग अपलोड करना सुनिश्चित करें ताकि वे लंबे समय तक सुरक्षित रहें और अपराधियों को सजा दिलवाने की दर बढ़े।
उन्होंने बताया कि सीसीटीएनएस में किए गए इन बदलावों के बारे में पुलिसकर्मियों के लिए प्रशिक्षण कार्यक्रम भी चलाए जा रहे हैं। इसी कड़ी में स्टेट क्राइम रिकॉर्ड ब्यूरो द्वारा हरियाणा के 800 से ज्यादा पुलिसकर्मियों के लिए प्रशिक्षण कार्यक्रम आयोजित किए जा रहे हैं।राष्ट्रीय स्वचालित फिंगरप्रिंट पहचान प्रणाली (नेफीस) के तहत किए गए कार्यों का उल्लेख करते हुए उन्होंने बताया कि इस प्रणाली से गिरफ्तार किए गए, सजा काट रहे तथा अज्ञात शवों के 97719 फिंगरप्रिंट स्लिप को अपलोड किया गया है।
इन फिंगरप्रिंट की राज्य अपराध रिकॉर्ड ब्यूरो के विशेषज्ञों द्वारा जांच की गई है। नेफिस में अपलोड की गई 30,585 फिंगरप्रिंट स्लिप की मदद से पिछली वारदातों में शामिल गिरफ्तार अथवा सजा काट रहे अपराधियों की पहचान की गई है। इसके अलावा, नेफिस प्रणाली के माध्यम से आपराधिक गतिविधियों में शामिल 14 अज्ञात शवों की पहचान की गई है।
श्री कपूर ने अधिकारियों को सीन ऑफ क्राइम से फिंगरप्रिंट उठाने के लिए थानों में प्रशिक्षित फिंगरप्रिंट लिफटर तैनात करने के भी निर्देश दिए।इसके अलावा, बैठक में ई-कोर्ट , ई-चालान प्रक्रिया, केस डायरी तैयार करने, साक्ष्य प्रबंधन प्रणाली, ई-हस्ताक्षर, तीन नए कानूनों के अनुरूप तकनीकी बदलाव करने सहित कई अन्य महत्वपूर्ण विषयों पर भी चर्चा की गई।
