Haryana Chief Secretary, Sh TVSN Prasad said that the State Government has established a “SAMADHAN PRAKOSHTH” in the Chief Secretary’s Office to resolve the public grievances.
This “Prakoshth” will organize ‘Samadhan Shivir’ in each District and Sub-Divisional headquarter every working day from 09:00 AM to 11:00 AM to resolve public grievances. Sh Prasad informed this while interacting with the media persons here today.
He said that it has been observed that generally the public grievances involve two stages - issues in policy and bottle-necks in the implementation process. The issues relating to the policy part will be resolved at the State Headquarter level by this ‘Prakoshth’ in coordination with Administrative Secretaries while the implementation bottle-necks will be resolved in ‘Samadhan Shivir’ through the District Administration. “ I will hold meeting of the ‘Prakoshth’ with the Administrative Secretaries to resolve the policy issues being faced by the general public in the implementation of various public welfare schemes of the Government and issue necessary directions through the District Administration to remove the bottle-neck in the implementation of the scheme”, he added.
The Chief Secretary said that as part of the programme, Deputy Commissioner, Superintendent of Police/ Deputy Commissioner of Police (HQ), Additional Deputy Commissioner, District Municipal Commissioner, Sub Divisional Officers (Civil) (HQ) and SDO (C) and Deputy Superintendent of Police and other Officers in independent Sub-Divisions in the district will sit together daily in Deputy Commissioner’s and SDO (Civil) office and resolve Grievances of Public. Further, the Deputy Commissioner concerned may co-opt any other officer, as required.
He emphasized that it shall be the endeavour of the administration to resolve each and every public grievance presented in the ‘Samadhan Shivir’ as far as possible. People can put any grievances in the shivirs, including Property ID, PPP, Registration of Land, No Dues Certificates from Local Bodies, Map approval from Municipal Committees, Social Welfare Pensions, Ration Card and Public Distribution System, Crime related Complaints and Power/Irrigation/Public Health related complaints.
He said that all the Deputy Commissioners will submit a daily report pertaining in the district including the request pertaining to all sub-divisions to the Divisional Commissioner concerned with a copy to the ‘Samadhan Prakoshth’ in the office of Chief Secretary on “Samadhan Shivir” with respect to number of complaints received, disposed off, number of pending complaints and reasons for such pendency.

डीसी नागरिकों की शिकायतों के त्वरित समाधान के लिए प्रतिदिन "समाधान शिविर" लगाएंगे

हरियाणा के मुख्य सचिव श्री टीवीएसएन प्रसाद ने कहा कि राज्य सरकार ने जनता की शिकायतों के समाधान के लिए मुख्य सचिव कार्यालय में "समाधान प्रकोष्ठ" की स्थापना की है। इस "प्रकोष्ठ" द्वारा जनता की शिकायतों के समाधान के लिए प्रत्येक कार्य दिवस में सुबह 9:00 बजे से 11:00 बजे तक प्रत्येक जिला और उप-मंडल मुख्यालय में 'समाधान शिविर' का आयोजन किया जाएगा। श्री प्रसाद ने आज यहां मीडियाकर्मियों से बातचीत करते हुए यह जानकारी दी।
उन्होंने कहा कि आम तौर पर जनता की शिकायतों में दो चरण शामिल होते हैं - नीति निर्माण से संबंधित मुद्दे और कार्यान्वयन प्रक्रिया में अड़चनें। नीतिगत भाग से संबंधित मुद्दों को प्रशासनिक सचिवों के समन्वय से इस "समाधान प्रकोष्ठ" द्वारा राज्य मुख्यालय स्तर पर हल किया जाएगा, जबकि कार्यान्वयन की अड़चनों को जिला प्रशासन के माध्यम से "समाधान शिविरों" में दूर किया जाएगा।
श्री टीवीएसएन प्रसाद ने कहा कि सरकार की विभिन्न जनकल्याणकारी योजनाओं के क्रियान्वयन में आम जनता के समक्ष आने वाली नीतिगत समस्याओं के समाधान के लिए वे स्वयं प्रशासनिक सचिवों के साथ "समाधान प्रकोष्ठ" की बैठकें करेंगे तथा योजना के क्रियान्वयन में आने वाली बाधाओं को दूर करने के लिए जिला प्रशासन के माध्यम से आवश्यक दिशा-निर्देश जारी किए जाएंगे।
मुख्य सचिव ने कहा कि "समाधान शिविरों" में उपायुक्त, पुलिस अधीक्षक/पुलिस उपायुक्त (मुख्यालय), अतिरिक्त उपायुक्त, जिला नगर आयुक्त, उपमंडल अधिकारी (नागरिक) (मुख्यालय) तथा एसडीओ (सिविल) और पुलिस उप अधीक्षक तथा जिले के उपमंडलों के अन्य अधिकारी प्रतिदिन उपायुक्त तथा एसडीओ (नागरिक) कार्यालय में एक साथ बैठेंगे तथा जनता की शिकायतों का समाधान करेंगे। इसके अलावा, संबंधित उपायुक्त आवश्यकतानुसार किसी अन्य अधिकारी की भी ड्यूटी लगा सकते हैं।
उन्होंने इस बात पर जोर दिया कि प्रशासन का प्रयास रहेगा कि ‘समाधान शिविर’ में आने वाली जन शिकायत का यथासंभव प्रॉपर्टी आईडी, परिवार पहचान पत्र, भूमि पंजीकरण, स्थानीय निकायों से बकाया प्रमाण पत्र, नगर पालिकाओं से नक्शा स्वीकृति, सामाजिक सुरक्षा पेंशन, राशन कार्ड और सार्वजनिक वितरण प्रणाली, अपराध संबंधी शिकायतें और बिजली/सिंचाई/जन स्वास्थ्य अभियांत्रिकी संबंधित शिकायतें शामिल हैं।
मुख्य सचिव ने कहा कि सभी उपायुक्त जिले से संबंधित दैनिक रिपोर्ट मंडल आयुक्तों को प्रस्तुत करेंगे, जिसमें सभी उप-मंडलों से संबंधित अनुरोध शामिल होंगे। इसकी एक प्रति मुख्य सचिव कार्यालय में समाधान प्रकोष्ठ को भी भेजी जाएगी, जिसमें प्राप्त शिकायतों की संख्या, शिकायतों का समाधान, लंबित शिकायतों की संख्या और कारणों के बारे में जानकारी दी जाएगी।
