The Punjab Vigilance Bureau (VB) during its ongoing campaign against corruption in the state on Wednesday arrested Zora Singh, posted as Field Officer, Greater Ludhiana Area Development Authority (GLADA) for accepting a bribe of Rs 4,000. Disclosing this here today an official spokesperson of the state VB said the above mentioned accused has been arrested on a complaint lodged by Amit Rai, a resident of Ishar Nagar , Ludhiana and practising as a lawyer in district courts Ludhiana.
He further added that the complaint approached the VB and informed that the said accused has been demanding a bribe of Rs 4,000 to allow him to complete his under construction two houses with lintel in Shiv Vihar, village Jaspal Bangar, Ludhiana. The complainant alleged that the accused official threatening that he would not allow to put lintel if bribe money was not paid for both house and told him that the bribe money would be shared with other officers of GLADA.
After a preliminary investigation of this complaint a VB team from Ludhiana range laid a trap and the said accused has been arrested red handed in the presence of two official witnesses while he was accepting a bribe of Rs 4,000 from the complainant. In this regard a case under section 7, 7A of Prevention of Corruption Act has been registered at PS VB Range Ludhiana. The said accused would be produced in the competent court tomorrow. Further investigation into this case was under progress and role of other officials of GLADA would be examined.

ਪੰਜਾਬ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੇ ਸੂਬੇ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਵਿਰੁੱਧ ਚੱਲ ਰਹੀ ਮੁਹਿੰਮ ਤਹਿਤ ਬੁੱਧਵਾਰ ਨੂੰ ਗ੍ਰੇਟਰ ਲੁਧਿਆਣਾ ਏਰੀਆ ਡਿਵੈਲਪਮੈਂਟ ਅਥਾਰਟੀ (ਗਲਾਡਾ) ਦੇ ਫੀਲਡ ਅਫਸਰ ਵਜੋਂ ਤਾਇਨਾਤ ਜ਼ੋਰਾ ਸਿੰਘ ਨੂੰ 4,000 ਰੁਪਏ ਰਿਸ਼ਵਤ ਲੈਂਦਿਆਂ ਰੰਗੇ ਹੱਥੀਂ ਕਾਬੂ ਕੀਤਾ ਹੈ।
ਇਹ ਪ੍ਰਗਟਾਵਾ ਕਰਦਿਆਂ ਅੱਜ ਇੱਥੇ ਰਾਜ ਵਿਜੀਲੈਂਸ ਬਿਓਰੋ ਦੇ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਉਕਤ ਮੁਲਜ਼ਮ ਨੂੰ ਜ਼ਿਲ੍ਹਾ ਅਦਾਲਤਾਂ ਲੁਧਿਆਣਾ ਵਿੱਚ ਵਕੀਲ ਵਜੋਂ ਵਕਾਲਤ ਕਰਦੇ ਅਮਿਤ ਰਾਏ, ਵਾਸੀ ਈਸ਼ਰ ਨਗਰ, ਲੁਧਿਆਣਾ ਵੱਲੋਂ ਦਰਜ ਕਰਵਾਈ ਸ਼ਿਕਾਇਤ ’ਤੇ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਗਿਆ ਹੈ।
ਉਨ੍ਹਾਂ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਸ਼ਿਕਾਇਤਕਰਤਾ ਨੇ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਕੋਲ ਪਹੁੰਚ ਕੀਤੀ ਅਤੇ ਦੱਸਿਆ ਕਿ ਉਕਤ ਕਰਮਚਾਰੀ ਵੱਲੋਂ ਸ਼ਿਵ ਵਿਹਾਰ, ਪਿੰਡ ਜਸਪਾਲ ਬਾਂਗਰ, ਲੁਧਿਆਣਾ ਵਿਖੇ ਉਸ ਦੇ ਨਿਰਮਾਣ ਅਧੀਨ ਦੋ ਮਕਾਨਾਂ ਦਾ ਲੈਂਟਰ ਪਾਉਣ ਬਦਲੇ 4,000 ਰੁਪਏ ਰਿਸ਼ਵਤ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਸ਼ਿਕਾਇਤਕਰਤਾ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਉਕਤ ਕਰਮਚਾਰੀ ਨੇ ਧਮਕੀ ਦਿੱਤੀ ਕਿ ਜੇਕਰ ਰਿਸ਼ਵਤ ਦੀ ਰਕਮ ਦੋਵਾਂ ਮਕਾਨਾਂ ਲਈ ਨਾ ਦਿੱਤੀ ਗਈ ਤਾਂ ਉਹ ਲੈਂਟਰ ਪਾਉਣ ਨਹੀਂ ਦੇਵੇਗਾ ਅਤੇ ਇਹ ਵੀ ਕਿਹਾ ਹੈ ਕਿ ਰਿਸ਼ਵਤ ਦੀ ਰਿਹ ਰਕਮ ਗਲਾਡਾ ਦੇ ਹੋਰ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਵੀ ਵੰਡੀ ਜਾਵੇਗੀ।
ਇਸ ਸ਼ਿਕਾਇਤ ਦੀ ਮੁੱਢਲੀ ਪੜਤਾਲ ਤੋਂ ਬਾਅਦ ਲੁਧਿਆਣਾ ਰੇਂਜ ਤੋਂ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਦੀ ਟੀਮ ਨੇ ਉਕਤ ਮੁਲਜ਼ਮ ਨੂੰ ਦੋ ਸਰਕਾਰੀ ਗਵਾਹਾਂ ਦੀ ਹਾਜ਼ਰੀ ਵਿੱਚ ਸ਼ਿਕਾਇਤਕਰਤਾ ਤੋਂ 4,000 ਰੁਪਏ ਰਿਸ਼ਵਤ ਲੈਂਦਿਆਂ ਰੰਗੇ ਹੱਥੀਂ ਕਾਬੂ ਕਰ ਲਿਆ। ਇਸ ਸਬੰਧੀ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰੋਕੂ ਕਾਨੂੰਨ ਦੀ ਧਾਰਾ 7, 7-ਏ ਤਹਿਤ ਥਾਣਾ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਰੇਂਜ ਲੁਧਿਆਣਾ ਵਿਖੇ ਕੇਸ ਦਰਜ ਕੀਤਾ ਗਿਆ ਹੈ। ਉਕਤ ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਭਲਕੇ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਸ ਮਾਮਲੇ ਦੀ ਅਗਲੇਰੀ ਜਾਂਚ ਜਾਰੀ ਹੈ ਅਤੇ ਗਲਾਡਾ ਦੇ ਹੋਰ ਅਧਿਕਾਰੀਆਂ ਦੀ ਭੂਮਿਕਾ ਦੀ ਵੀ ਜਾਂਚ ਕੀਤੀ ਜਾਵੇਗੀ।
विजीलैंस ब्यूरो ने गलाडा के फील्ड अफ़सर ज़ोरा सिंह को 4000 रुपए रिश्वत लेने के दोष किया गिरफ़्तार

पंजाब विजीलैंस ब्यूरो ने राज्य में भ्रष्टाचार के विरुद्ध चल रही मुहिम के अंतर्गत बुधवार को ग्रेटर लुधियाना एरिया डिवैल्पमैंट अथारटी ( गलाडा) के फील्ड अफ़सर के तौर पर तैनात ज़ोरा सिंह को 4000 रुपए रिश्वत लेते हुये रंगे हाथों काबू किया है। यह प्रगटावा करते हुये आज यहाँ राज्य विजीलैंस ब्यूरो के प्रवक्ता ने बताया कि उक्त मुलजिम को ज़िला अदालत लुधियाना में वकील के तौर पर वकालत करते हुये अमित राय, निवासी ईश्वर नगर, लुधियाना की तरफ से दर्ज करवाई शिकायत पर गिरफ़्तार किया गया है।
उन्होंने आगे बताया कि शिकायतकर्ता ने विजीलैंस ब्यूरो के पास पहुँच की और बताया कि उक्त कर्मचारी की तरफ से शिव व्यवहार, गाँव जसपाल बाँगड़, लुधियाना में उसके निर्माणाधीन दो मकानों का लैंटर डालने के बदले 4000 रुपए रिश्वत की माँग की है। शिकायतकर्ता ने दोष लगाया कि उक्त कर्मचारी ने धमकी दी कि यदि रिश्वत की रकम दोनों मकानों के लिए न दी गई तो वह लैंटर डालने नहीं देगा और यह भी कहा है कि रिश्वत की यह रकम गलाडा के अन्य अधिकारियों में वितरित की जायेगी।
इस शिकायत की प्राथमिक पड़ताल के बाद लुधियाना रेंज से विजीलैंस ब्यूरो की टीम ने उक्त मुलजिम को दो सरकारी गवाहों की हाज़िरी में शिकायतकर्ता से 4000 रुपए रिश्वत लेते हुये रंगे हाथों काबू कर लिया। इस सम्बन्धी भ्रष्टाचार रोकथाम कानून की धारा 7, 7 ए के अंतर्गत थाना विजीलैंस ब्यूरो रेंज लुधियाना में केस दर्ज किया गया है। उक्त मुलजिमों को कल अदालत में पेश किया जायेगा। इस मामले की आगे जांच जारी है और गलाडा के अन्य अधिकारियों की भूमिका की भी जांच की जायेगी।
