Pawan Kotwal visits office of AIGR Kashmir

Takes stock of functioning and preparedness of online registration

Principal Secretary, Revenue and Inspector General Registrations, Dr Pawan Kotwal today visited the newly established office of the Additional Inspector General Registration (AIGR), Kashmir at Sheikh Hamza Complex, Karan Nagar here.He inspected different sections of the AIGR, Kashmir and Sub-Registrar Srinagar East &West housed in the same premises.On the occasion Dr Kotwal said that the office has been fully equipped to start online registration of properties under National Generic Documents Registration System (NGDRS) to facilitate the public by providing them an efficient, speedy and hassle-free service mechanism.He said that for the convenience of the clients e-stamping is also being introduced in the UT of J&K. A schedule for imparting training to the stamp vendors has already been issued by the Commissioner stamps for both the divisions of the UT.He urged the officers to make efforts towards making this office paperless as the system is already in place  for online registration and e-stamping.He also took stock of the preparedness of the online registrations made by the department. AIGR, Kashmir Gulzar Shabnam informed him that all arrangements are in place for starting the online registration of documents in the valley. He further informed him that this office is cognizant of all the amenities people expect to avail from this office and they are in a process of providing each of them to people.Dr Kotwal was further informed that public has been informed through media to upload their applications in a Portal Document Format (pdf) on ngdrs.gov.in for registering their properties. 

He was briefed that the process is fully online and needs minimum intervention besides having a user-friendly interface for the easement of all those accessing the website.The IG was apprised that the said offices being centrally located would be easily accessible to all the visitors adding that for the convenience of public a waiting hall has also been made available in the said premises.Dr. Kotwal asked the AIGR to construct a ramp to facilitate the differently abled citizens visiting the office. Moreover he asked him to give overall facelift to the office building by ensuring proper cleaning of the surroundings and putting plaques and descriptions inside and outside the campus for facilitating the visitors.Dr Kotwal, during his interaction with the officers, sought feedback on  various achievements made by the department and suggestions, if any, for improving the functioning and bringing more transparency in the department. He asked them to work with dedication and honesty as government is eager to provide every kind of support for innovations and use of technology to do away with multiple layers of interference.Pertinent to mention here that the Registration Department was established by government in October last year. It is going to function under the overall administrative control of the revenue department to provide hassle-free and speedy service to the citizens for registration of documents pertaining to immovable property like sale, gift, mortgage, lease and bequest. The department is of vital nature as far as its functioning is concerned and is going to receive much public attention with the passage of time.
