A delegation of the Forum of SC and ST Legislators and Parliamentarians (Regd.) met Shri Narendra Modi, Prime Minister of India at new delhi under the leadership of Dr. Charnjit Singh Atwal, Speaker, Punjab Legislative Assembly and gave a memorandum to him related to Welfare issues of Scheduled Castes and Scheduled Tribes and also invited him to inaugurate 3rd International SC and ST Convention-2016 in New Delhi.This delegation included Union Ministers, MPs, Ministers of different States, Former Ministers, MPs, Chairpersons of different Corporations and other dignitaries of dalit communities from all over India.
The main demands of the delegations were related to the reservation policy, right to education alongwith right education, International day of equality, stopping outsourced contract system, strengthening Implementation of Atrocity Act, 1989, Special Component Plan (SCP) & Tribal Sub Plan (TSP).The delegation also requested the Hon'ble Prime Minister for withdrawing the Revue Petition filed by Union Government against recent Supreme Court Judgment directing all Nationalized Banks that principles of reservation should be followed while effecting promotion upto grade VI Officers. It was also pointed out that there are certain obstacles created by various judicial decisions with regard to reservation in promotion which should be removed.The issue of principle of representation equated with the population of SC and ST communities was also discussed. Forum also requested to implement the 85th Constitutional Amendment. It also requested to issue relevant directions to fill up all backlog. Provisions should be made for representation to the SC and ST communities in the Rajya Sabha and Legislative Councils in the State. Due representations should also be given in the Council of Ministers to these communities. The judgment of Jammu & Kashmir striking down Section 6 of Jammu & Kashmir was also discussed. The issue of implementation of Reservation Policy in Judiciary, Scientific Establishments and Private Universities besides in Private Sector was also talked about. The outsourcing and recruitment on contract system should be stopped.
The Forum also emphasized the need of Right Education alongwith Right to Education and there should be equal syllabus in every school. Loan facility with lower rate of interest should be provided to children of these communities. It was also requested that All Central Universities of the Country may establish Chairs in the name of Bharat Ratna Baba Saheb, Dr. B.R.Ambedkar on diverse subjects. All unanimously requested to giving of status to Parinirvan Bhumi equivalent to Rajghat. 14th April of year, the birth anniversary of Dr. B.R. Ambedkar should be declared International Day of Equality. The Prime Minister was also urged to strengthen implementation of Atrocity Act, 1989. Special Component Plan (SCP) should be made statutory for all States and budgetary allocation should be fixed on the basis of area especially for TSP. The landless and homeless SC and STs should be provided residential plots.The PM strongly assured the Delegation that whatever issues have been raised here would be considered and would be sorted out as early as possible. The Hon'ble Prime Minister also assured that he would definitely give time to inaugurate the International SC and ST Convention - 2016.
