हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में शहीद सिपाही सत्यवान की बहन तथा शहीद कैप्टन कपिल कुंडू की बहन को असाधारण मामलों में छूट देते हुए सरकारी नौकरी देने को घटनोत्तार स्वीकृति प्रदान की गई। शहीद सिपाही सत्यवान की बहन श्रीमती मंजू रानी को मौलिक शिक्षा विभाग में लिपिक के रिक्त पद पर तथा शहीद कैप्टन कपिल कुंडू की बहन श्रीमती काजल कुंडू को रोजगार विभाग में सहायक रोजगार अधिकारी (ग्रुप-बी) के पद पर सरकारी नौकरी प्रदान की गई है।
सिपाही सत्यवान, गांव चंदेनी, जिला चरखी दादरी 3 अप्रैल, 2004 को जम्मू-कश्मीर में ऑपरेशन रक्षक के दौरान शहीद हो गए थे, जबकि कैप्टन कपिल कुंडू, गांव रणसीका, तहसील पटौदी, जिला गुरुग्राम 4 फरवरी, 2018 को जम्मू-कश्मीर में ऑपरेशन रक्षक के दौरान शहीद हो गए थे। दोनों अविवाहित थे तथा उनका कोई भाई नहीं था।
हरियाणा सरकार की पॉलिसी के अनुसार हरियाणा के मूल निवासी सशस्त्र सेना कार्मिकों/अर्धसैनिक बलों के शहीद कार्मिकों के आश्रितों को अनुकंपा आधार पर रोजगार प्रदान करने के लिए नीति बनाई गई है। नीति के अनुसार, परिवार में कमाने वाले की मृत्यु के कारण मृतक सैनिक के परिवार का पालन-पोषण करने के उद्देश्य से उनके एक आश्रित को श्रेणी II, III तथा IV में रोजगार प्रदान किया जा रहा है।
अनुग्रह योजना के तहत, रोजगार प्रदान करने के लिए राज्य सरकार की उक्त नीति के अनुसार, मृतक के आश्रित अर्थात पति/पत्नी, आश्रित बच्चे, पुत्र, पुत्री (विवाहित अथवा अविवाहित), भाई अथवा कानूनी रूप से गोद लिए गए पुत्र/पुत्री को रोजगार के लिए विचार किया जाता है।
स्टाम्प विक्रेताओं द्वारा बेची जानी वाली नान ज्यूडिशियल या कोर्ट फीस स्टाम्प 10,000 रुपये मूल्य की सीमा को बढ़ाकर 20,000 रुपये करने के प्रस्ताव को मिली मंजूरी
मुख्यमंत्री नायब सिंह की अध्यक्षता में आज यहां मंत्रिमंडल की बैठक में पंजीकृत स्टाम्प विक्रेताओं द्वारा गैर न्यायिक और न्यायिक स्टाम्पों की बिक्री सीमा को 10,000 रुपये से बढ़ाकर 20,000 रुपये करने की मंजूरी प्रदान की गई। इस निर्णय से स्टाम्प विक्रेता संघ की मांग पूरी हो गई है।
इस निर्णय से स्टाम्प विक्रेताओं द्वारा ई-स्टाम्प गैर-न्यायिक और न्यायालय शुल्क स्टाम्पों की बिक्री की सीमा 10,000 रुपये से बढ़कर 20,000 रुपये प्रति केस हो जाएगी तथा स्टाम्प विक्रेताओं को 100 रुपये तक के मूल्यवर्ग के अंकित/विशेष चिपकाने वाले गैर-न्यायिक स्टाम्प बेचने की अनुमति भी होगी।
इस वृद्धि से पंजीकृत स्टाम्प विक्रेताओं की आय में वृद्धि होगी और उनके समक्ष आने वाली वित्तीय कठिनाई कम होगी तथा जनता द्वारा उच्च मूल्य के न्यायालय शुल्क स्टाम्पों की सुगम खरीद सुनिश्चित होगी, जिससे कोषागारों/उप-कोषागारों पर निर्भरता कम होगी।
मंत्रिमंडल ने मेडिकल, डेंटल और नर्सिंग कॉलेजों में कॉन्ट्रैक्चुअल मैनपावर की नियुक्ति हेतु नीति को दी मंजूरी
चिकित्सा शिक्षा और स्वास्थ्य सेवाओं की निर्बाध डिलीवरी होगी सुनिश्चित
हरियाणा सरकार ने राज्य में चिकित्सा शिक्षा और सेवाओं को सुदृढ़ करने के लिए आज मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में 'सरकारी मेडिकल, डेंटल और नर्सिंग कॉलेजों में संविदा संकाय सदस्यों की नियुक्ति नीति 2023' को मंजूरी दी गई है। इस नीति का उद्देश्य चिकित्सा शिक्षा का विस्तार करना और राज्य में खोले जा रहे नए मेडिकल कॉलेजों में शैक्षिक बुनियादी ढांचे को मजबूत करना है।
इस नीति से राष्ट्रीय चिकित्सा आयोग (एनएमसी), भारतीय दंत चिकित्सा परिषद (डीसीआई) और भारतीय नर्सिंग परिषद (आईएनसी) जैसे केंद्रीय नियामक प्राधिकरणों द्वारा निर्धारित स्टाफिंग मानदंडों के अनुपालन को सुनिश्चित करते हुए इन संस्थानों में योग्य संकाय सदस्यों की तत्काल कमी को दूर करने में मदद मिलेगी। संविदा के आधार पर कुशल पेशेवरों की भर्ती इस पहल का उद्देश्य हरियाणा की तत्काल और दीर्घकालिक दोनों तरह की स्वास्थ्य सेवा आवश्यकताओं को पूरा करना है।
सीधी भर्ती के लिए समय-समय पर लागू होने वाली वर्टिकल और हॉरिजोंटल दोनों तरह की आरक्षण नीति का इन संविदा भर्तियों में पालन किया जाएगा। ये नीति रिक्तियों को तेजी से भरने, वर्तमान जरूरतों के आधार पर स्टाफिंग के स्तर को समायोजित करने और अल्पकालिक आधार पर विशेष विशेषज्ञ पेशेवरों को आकर्षित करने और केंद्रीय नियामक प्राधिकरणों के साथ अनुपालन बनाए रखने में मदद करेगी।
चिकित्सा शिक्षा और अनुसंधान विभाग (एमईआर) द्वारा इस पहल का उद्देश्य न केवल उच्च गुणवत्ता वाली चिकित्सा शिक्षा और स्वास्थ्य सेवाओं की निर्बाध डिलीवरी सुनिश्चित करना है, बल्कि इन कॉलेजों में स्नातक और स्नातकोत्तर छात्रों के निर्बाध और निरंतर शिक्षण के लिए सरकारी चिकित्सा, दंत चिकित्सा और नर्सिंग कॉलेजों में आवश्यक संख्या में शिक्षकों-डॉक्टरों/नर्सों और अन्य संकाय सदस्यों की उपलब्धता सुनिश्चित करना भी है।
नीति के अनुसार, असिस्टेंट प्रोफेसर, एसोसिएट प्रोफेसर और प्रोफेसर के पदों पर भर्ती की जाएगी। इसी तरह, नर्सिंग कॉलेजों के लिए प्रिंसिपल-कम-प्रोफेसर, वाइस प्रिंसिपल-कम-प्रोफेसर, एसोसिएट प्रोफेसर, असिस्टेंट प्रोफेसर और ट्यूटर के पदों पर भर्ती की जाएगी। इनकी नियुक्ति प्रारंभिक तौर पर दो साल के लिए, जिसे 2 वर्ष तक और बढ़ाया जा सकता है या नियमित नियुक्तियां होने तक, जो भी पहले हो, के लिए की जाएगी। शिक्षण फैकल्टी के लिए आयु सीमा 70 वर्ष तक होगी।
‘हरियाणा के मुख्यमंत्री ने पुलिस कर्मियों के लिए दैनिक भत्ता महीने में 20 दिन तक बढ़ाया’
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई हरियाणा मंत्रिमंडल की बैठक में सभी पुलिसकर्मियों के लिए, चाहे वे किसी भी स्थान पर तैनात हों, दैनिक भत्ता बढ़ाकर महीने में 20 दिन करने को मंजूरी दी गई। यह निर्णय राज्य भर में पुलिस कर्मियों के प्रयासों और उनके सामने आने वाली चुनौतियों को पहचानने की दिशा में एक महत्वपूर्ण कदम है।इस निर्णय से पुलिस स्टेशनों पर तैनात पुलिसकर्मियों की तर्ज पर सभी पुलिसकर्मी अधिकतम 20 दिन का दैनिक भत्ता लेने के पात्र होंगे।
इस परिवर्तन से सभी पुलिस कर्मियों को, चाहे वे किसी भी स्थान पर कार्यरत हों, आधिकारिकयात्रा के दौरान प्रति माह 20 दिन तक दैनिक भत्ता प्राप्तकरने की सुविधा मिलेगी। पुलिसकर्मी अपने कर्तव्यों का निर्वहन करते हुए प्रायः 10 दिनों से अधिक समय तक स्टेशन से बाहर रहते हैं तथा कभी-कभी तो किसी विशेष माह में यह अवधि 20 दिनों से भी अधिक हो जाती है।
एचएसआईआईडीसी को बुनियादी ढांचे के विकास के लिए 200 करोड़ रुपये के ऋण लेने की मंजूरी
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में हरियाणा राज्य औद्योगिक एवं अवसंरचना विकास निगम (एचएसआईआईडीसी) द्वारा भूमि अधिग्रहण, बुनियादी ढांचे के विकास, भूतपूर्व भू-स्वामियों को बढ़ा हुआ मुआवजा देने तथा ऋणों का भुगतान करने हेतु दैनिक खर्चों को पूरा करने के लिए 200 करोड़ रुपये के ऋण लेने को मंजूरी प्रदान की गई।
हरियाणा वित्त विभाग ने स्वीकृत ऋण सीमा पर 2 प्रतिशत गारंटी शुल्क, समय पर ऋण की अदायगी तथा निधि उपयोग के उद्देश्य का कड़ाई से अनुपालन करने सहित कुछ नियमों एवं शर्तों के साथ अपनी सहमति प्रदान की है। नई ऋण सीमा की मंजूरी विकसित एवं प्रगतिशील हरियाणा के विजन को साकार करने की दिशा में एक महत्वपूर्ण कदम है।
ईपीएफ पेंशनभोगी जो सरकार द्वारा समय-समय पर निर्धारित वृद्धावस्था सम्मान भत्ते से कम वार्षिकी पेंशन प्राप्त कर रहे थे वे भी योजना के तहत पात्र होंगे
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां मंत्रिमंडल की बैठक में सामाजिक न्याय अधिकारिता, अनुसूचित जाति-पिछड़ा वर्ग कल्याण तथा अंत्योदय (सेवा विभाग) के प्रस्ताव वरिष्ठ नागरिक जो भविष्य में भी लाभ प्राप्त कर रहे थे ऐसे पेंशन भोगियों को लाभ प्रदान करने के लिए वृद्धावस्था सम्मान भत्ता योजना में संशोधन करने के प्रस्ताव को स्वीकृति प्रदान की गई है।
संशोधन के अनुसार सरकार और ईपीएफ पेंशन द्वारा भत्ते का कुल योग वृद्धावस्था सम्मान भत्ता 3000 हजार रुपये प्रतिमाह या समय-समय पर संशोधन रुपये के बराबर हो। योजना के तहत 1 जनवरी 2024 से सरकार द्वारा वृद्धावस्था सम्मान भत्ता 2750 रुपये प्रतिमाह से बढ़ाकर 3000 रुपये प्रतिमाह कर दी गई थी।
संशोधन अनुसार किसी भी सरकारी या स्थानीय, निकाय संगठन या अन्य संस्थाओं से सेवानिवृत्त होने वाले कर्मचारी जो सरकार के स्वामित्व व नियंत्रण में हैं और जो सरकार द्वारा समय-समय पर निर्धारित वृद्धावस्था सम्मान भत्ते से कम वार्षिकी या पेंशन प्राप्त कर रहे हैं, वे वृद्धावस्था सम्मान भत्ता पात्रता के अधीन पात्र होंगे।
‘वीर शहीद सम्मान योजना’ हरियाणा मंत्रिमंडल ने सशस्त्र बलों के शहीदों के परिवारों के लिए मौजूदा नीति का नाम बदला
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में ‘अनुकंपा नियुक्ति (सशस्त्र बलों और केंद्रीय सशस्त्र पुलिस बल युद्ध में हताहत हुए परिवार के सदस्यों के लिए) नीति 2023 को और अधिक प्रभावशाली नाम ‘वीर शहीद सम्मान योजना’ के साथ संशोधित करने की स्वीकृति प्रदान की।
मौजूदा नीति में, नाम में यह परिवर्तन इसकी दृश्यता को बढ़ाएगा तथा इसे जनता के लिए अधिक यादगार और सुलभ बनाएगा। यह नीति के उद्देश्यों के बारे में बेहतर संचार और समझ की सुविधा भी प्रदान करेगा, जिससे शहीदों के परिवारों के लिए उपलब्ध लाभों को प्राप्त करना आसान हो जाएगा। नीति के नाम को इसके महान उद्देश्यों के साथ जोडक़र, सरकार हमारे सशस्त्र बलों और केंद्रीय सशस्त्र पुलिस बलों के कर्मियों द्वारा किए गए बलिदानों का सम्मान करने की अपनी प्रतिबद्धता की पुष्टि करती है।
यहां यह उल्लेखन करना उचित होगा कि सरकार ने 14 अगस्त, 2023 को ‘अनुकंपा नियुक्ति (सशस्त्र बलों और केंद्रीय सशस्त्र पुलिस बल युद्ध में हताहत हुए परिवार के सदस्यों के लिए) नीति 2023’ को अधिसूचित किया, ताकि हरियाणा में रहने वाले और युद्ध में अपनी जान गंवाने वाले सशस्त्र बलों और केंद्रीय सशस्त्र पुलिस बलों के कर्मियों के परिवारों को सहायता प्रदान की जा सके।
ठेकेदारों के पंजीकरण और नामांकन के लिए नए नियम “हरियाणा पंजीकरण-सह-सूचीबद्धता नियम -2023” को मंजूरी दी गई
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में राज्य में ठेकेदारों के पंजीकरण और नामांकन के लिए नए नियम “हरियाणा पंजीकरण-सह-सूचीबद्धता नियम -2023” को मंजूरी दी गई। इन नए नियमों के तहत पंजीकृत-सह-सूचीबद्ध ठेकेदारों द्वारा बयाना राशि जमा (अरनेस्ट मनी डिपोजिट) करने से छूट प्रदान की जाएगी और साथ ही उन्हें व्यापार करने में भी सुगमता आएगी।
हरियाणा इंजीनियरिंग वर्क्स पोर्टल (एचईडब्ल्यूपी) का उद्देश्य ठेकेदारों के लिए पारदर्शिता और सेवाओं तक पहुंच में सुगमता लाने के लिए सिंगल-विंडो प्रदान करना है। “हरियाणा पंजीकरण-सह-सूचीबद्धता नियम-2023” से पंजीकरण-सह-सूचीबद्धता, नवीनीकरण, निविदाएं, कार्यों के आवंटन आदि के संबंध में ठेकेदारों के लिए पारदर्शिता और ऑनलाइन सुविधा में सुधार होगा।
हरियाणा ने टी.डी.आर. प्रमाण-पत्र प्रदान करने के लिए प्राप्त आवेदनों की जांच और प्रक्रिया के लिए एस.ओ.पी. का प्रारूप तैयार किया
राज्य मंत्रिमंडल ने इसके लिए घटनोत्तर स्वीकृति दी
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में हस्तांतरणीय विकास अधिकार (टी.डी.आर.) प्रमाण-पत्र प्रदान करने के लिए प्राप्त आवेदनों की जांच और पक्रिया के ड्राफ्ट को तैयार करने के लिए घटनोत्तर स्वीकृति दी गई,चूंकि भूमि अधिग्रहण अधिनियम, 1894 के तहत भूमि अधिग्रहण प्रक्रिया रूक गई थी।
एसओपी का उद्देश्य भूमि स्वामियों द्वारा पूर्णत: स्वैच्छिक विकल्प के माध्यम से महत्वपूर्ण बुनियादी ढांचा परियोजनाओं के लिए भूमि एकत्रीकरण को सुगम बनाना है, जिससे राज्य सरकार को महत्वपूर्ण बुनियादी ढांचा परियोजनाओं को पारदर्शी तरीके से विकसित करने में सक्षम बनाएगी, जिससे अंतत: बड़े सार्वजनिक हित की पूर्ति होगी।
यह एसओपी भूमि अधिग्रहण अधिनियम, 1894 की धारा 4 या धारा 6 के तहत अधिसूचित सभी भूमि पार्सल के साथ-साथ भूमि अधिग्रहण के लिए प्रदान करने वाले किसी अन्य अधिनियम की संबंधित धाराओं पर लागू होगी, जो कि महत्वपूर्ण बुनियादी ढांचा परियोजनाओं के लिए आवश्यक हैं। टीडीआर नीति 16 नवंबर, 2021 और वर्तमान में अधिग्रहण/मुकदमेबाजी की प्रक्रिया में हैं।
एसओपी केवल ऐसे मामलों पर लागू होगी, जिनमें निर्णय की घोषणा के साथ अधिग्रहण की कार्यवाही समाप्त नहीं हुई है। यह लाभ 16 नवंबर, 2021 की टीडीआर नीति के अनुसार ही स्वीकार्य होगा और कोई भी भूमि खंड और भूमि मालिक जो 16 नवंबर, 2021 की टीडीआर नीति में निर्दिष्ट परियोजनाओं की श्रेणी में शामिल नहीं हैं, वे इस एसओपी के तहत किसी भी लाभ के हकदार नहीं होंगे।
विशेष रूप से, एसओपी में टीडीआर प्रमाण पत्र प्रदान करने के लिए आवेदन जमा करने, सैद्धांतिक मंजूरी जारी करने, अधिग्रहण कार्यवाही से जुड़ी एजेंसी द्वारा प्रक्रिया और दस्तावेजीकरण और टीडीआर प्रमाण पत्र जारी करने के संबंध में विस्तृत प्रक्रिया निर्धारित की गई है।
हरियाणा मंत्रिमंडल ने सरल एवं समावेशी सेवानिवृत्ति आवास के लिए संशोधनों को दी मंजूरी
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में सेवानिवृत्ति आवास के नियोजित विकास के लिए नीति में संशोधन करने को मंजूरी दी गई है, ताकि ऐसी सेवानिवृत्ति आवास परियोजनाओं की योजना एवं डिजाइन में सरलता लाई जा सके। इसके लिए एसोसिएशन ऑफ सीनियर लिविंग इंडिया (एएसएलआई) के प्रतिनिधियों ने सुझाव दिया था।
सबसे पहले, पात्र निवासियों के दायरे को व्यापक बनाने के लिए, खंड 2 (II) में आयु आवश्यकता को 60 वर्ष से ऊपर की आयु सीमा को घटाकर 55 वर्ष से ऊपर करने का प्रस्ताव है। इसका उद्देश्य परियोजनाओं को अधिक समावेशी बनाना है। इसके अतिरिक्त, लागू शुल्क एवं अन्य दरों के संबंध में खंड 7 को इस सीमा तक स्पष्ट किया जा रहा है कि अधिकतम स्वीकार्य एफएआर 225 होने के बावजूद, शुल्क एवं अन्य दर 175 एफएआर पर आधारित ली जाएंगी, जो ग्रुप आवासीय कॉलोनियों के शुल्क ढांचे के अनुरूप होगा और वित्तीय व्यवहार्यता सुनिश्चित करेगा।
उपधारा 6 (छ) के अनुसार मेस या कॉमन डाइनिंग के अंतर्गत न्यूनतम मानक सुनिश्चित करते हुए आवश्यक डिज़ाइन सरलता प्रदान करने के लिए न्यूनतम क्षेत्र 100 वर्ग मीटर करना प्रस्तावित है। इसी प्रकार, उपधारा 6 (ज) के अंतर्गत इन कॉलोनियों में रहने वालों के लिए पर्याप्त चिकित्सा सुविधाएं सुनिश्चित करने के लिए चिकित्सीय कमरे के लिए न्यूनतम 100 वर्ग मीटर की सिफारिश की गई है। मनोरंजन संबंधी जरूरतों को पूरा करने के लिए, उपधारा 6 (ट) के अंतर्गत सामूहिक पार्कों के लिए न्यूनतम क्षेत्र को 15 प्रतिशत से बढ़ाकर 20 प्रतिशत किया जाएगा।
वरिष्ठ नागरिकों की कम पार्किंग आवश्यकताओं को दर्शाते हुए, उपधारा 6 (ण) पार्किंग मानदंडों को घटाकर प्रति आवास इकाई 1 ईसीएस किया जाएगा। इसके अतिरिक्त, उपधारा 6(ग) रिटायरमेंट होम के अंतर्गत न्यूनतम क्षेत्र को निर्धारित 70 प्रतिशत एफएआर को बढ़ाकर 75 प्रतिशत किया जाएगा। व्यापक नियोजन सिद्धांत को अब सरल और सुगम बनाने के लिए सामान्य सेवाओं को वर्टिकल आवाजाही के लिए सुरक्षा के मद्देनजर रेडियम पट्टिïयों के बजाय सीढिय़ों पर अलग रंग की पट्टिïयां लगाने का सुझाव दिया गया है।
इसके अतिरिक्त, खंड 9 (द्ब) खंड 9 (1), खंड 9 (1द्बद्बद्ब) के अनुसार व्हीलचेयर उपयोगकर्ताओं और अंदर की ओर खुलने वाले दरवाजे को अहमियत देने वाले दोनों के लिए बाथरूम में डबल स्विंग दरवाजे लगाया जाना प्रस्तावित है।
हरियाणा मंत्रिमंडल ने पीडीआर के माध्यम से एनआईएलपी-2022 के तहत अतिरिक्त एफएआर के लिए शुल्क संरचना को दी मंजूरी
हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में नई एकीकृत लाइसेंसिंग नीति (एनआईएलपी)-2022 के तहत विकसित कॉलोनियों में क्रय योग्य विकास अधिकार (पीडीआर) के माध्यम से अतिरिक्त 0.25 फ्लोर एरिया अनुपात (एफएआर) प्रदान करने के लिए शुल्क लगाने के संबंध में नगर एवं ग्राम नियोजन विभाग के प्रस्ताव को मंजूरी दी गई।
प्रस्ताव के अनुसार, एनआईएलपी नीति के तहत 0.25 अतिरिक्त एफएआर प्रदान करने के कारण दरें 02.09.2019 की पीडीआर नीति में 500 वर्ग मीटर से अधिक आकार के भूखंडों के लिए निर्धारित दरों से दोगुनी होंगी और समय-समय पर संशोधित की जाएंगी। हरियाणा शहरी क्षेत्र विकास एवं विनियमन अधिनियम, 1975 की धारा 9क के तहत 11.05.2022 को अधिसूचित एनआईएलपी-2022 में खंड 2.1 शामिल है।

मंत्रिमंडल ने इस भूमि को गुरुद्वारा श्री चिल्ला साहिब को उपहार स्वरूप (बिना किसी स्टांप ड्यूटी/रजिस्ट्री शुल्क के) आवंटित/हस्तांतरित करने का निर्णय लिया है, क्योंकि गुरुद्वारा श्री चिल्ला साहिब, सिरसा की बड़ी ऐतिहासिक महत्ता है। श्री गुरु नानक देव जी के पवित्र चरण यहां पड़े थे।

हरियाणा के मुख्यमंत्री श्री नायब सिंह की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में हरियाणा भूमि राजस्व अधिनियम, 1887 (पंजाब अधिनियम XVII, 1887) में संशोधन करने के राजस्व एवं आपदा प्रबंधन विभाग के प्रस्ताव को स्वीकृति प्रदान की गई, ताकि जमीन के बंटवारे के मामलों का शीघ्र निपटान सुनिश्चित किया जा सके। नए अधिनियम को "हरियाणा भूमि राजस्व (संशोधन) अधिनियम, 2024" कहा जाएगा।
नए अधिनियम के तहत, धारा 111 में निहित किसी भी बात के बावजूद और इस संशोधन अधिनियम के लागू होने की तिथि से ऐसी अवधि के भीतर, जिसे उपायुक्त द्वारा राजस्व संपदा के संबंध में अधिसूचित किया जा सकता है, अधिकार क्षेत्र वाले राजस्व अधिकारी राजस्व रिकॉर्ड में दर्ज सभी सह-हिस्सेदारों या सह-हिस्सेदारों जिनके पक्ष में म्यूटेशन स्वीकृत किए गए हैं, को नोटिस जारी करने की तारीख से छह महीने की अवधि के भीतर आपसी सहमति से उनके संयुक्त स्वामित्व में भूमि का बंटवारा करवाने के लिए स्वप्रेरणा से नोटिस जारी करेंगे।
बशर्ते कि यह प्रावधान उन जगहों पर लागू नहीं होगा जहां सभी सह-हिस्सेदार रक्त से संबंधित हैं या जहां अन्य सह-हिस्सेदार पति या पत्नी है। इसके अलावा यह भी प्रावधान है कि जहां सह-हिस्सेदार रक्त से संबंधित हैं, इस धारा के प्रावधानों को किसी भी सह-हिस्सेदार द्वारा संयुक्त स्वामित्व वाली भूमि जोत के बंटवारे की मांग करते हुए भूस्वामी को अपना हिस्सा बंटवारा करवाने के लिए राजस्व अधिकारी को नोटिस देकर लागू किया जा सकता है।
Haryana Cabinet grants government jobs to sisters of Martyrs Sepoy Satyawan and Captain Kapil Kundu

Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh Nayab Singh here today accorded Ex-post facto approval for providing government jobs to the sisters of Martyr Sepoy Satyawan and Martyr Captain Kapil Kundu by granting relaxation, being exceptional cases.
Smt Manju Rani, sister of Martyr Sepoy Satyawan has been provided government employment on the post of Clerk in Elementary Education Department against a vacant post and Smt Kajal Kundu sister of Martyr Captain Kapil Kundu on the post of Assistant Employment Officer (Group-B) in the Employment Department.
Sepoy Satyawan of the Army, from village Chandeni in district Charkhi Dadri, was killed in Operation Rakshak in Jammu and Kashmir on April 3, 2004. Captain Kapil Kundu, from village Ransika in Tehsil Patuadi, district Gurugram, was killed in Operation Rakshak in Jammu and Kashmir on February 4, 2018. Both martyrs were unmarried and had no brothers.
The Haryana Government has established a policy for providing compassionate employment to dependents of martyrs from the Armed Forces and Para Military Forces who are domiciled in Haryana. As per this policy one dependent of the deceased soldier is offered employment in Class II, III, or IV positions.
The aim is to support the family of the deceased soldier following the loss of their primary bread earner. Under the said policy of the State Government for providing employment under ex-gratia scheme, the dependent of the deceased viz. spouse, dependent children, son, daughter (married or unmarried), brother or legally adopted son/daughter are considered for employment.
Haryana Government Doubles Sale Limit for Non-Judicial and Court Fee Stamps
Stamp Vendors in Haryana See Increased Sale Limits to Rs. 20,000 per Case Approved
Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh here today, approved the enhancement of the sale limit for non-judicial and court fee stamps by licensed stamp vendors from the existing Rs. 10,000 to Rs. 20,000 per case. This decision aims to address the long-standing demands of the Stamp Vendors Association and to facilitate the general public.
The decision will enhance the limit of sale of e-stamp non-judicial and court fee stamps by stamp vendors from Rs. 10,000 to Rs. 20,000 per case and allow stamp vendors to sell impressed/special adhesive non-judicial stamps up to a denomination of Rs. 100.
This enhancement will augment the income of the registered stamp vendors and mitigate the financial hardships faced by stamp vendors and ensure smoother procurement of higher-value court fee stamps by the public, reducing dependency on treasuries/sub-treasuries.
Haryana Cabinet approves Policy to strengthen infrastructure in Medical, Dental, and Nursing Colleges
The Policy will also swiftly address the shortage of faculty and to ensure the uninterrupted delivery of high-quality Medical Education and Healthcare Services
The Haryana government has introduced the 'Appointment of Contractual Faculty Members in Government Medical, Dental, and Nursing Colleges Policy 2023' to enhance healthcare education and services in the state. This policy aims to expand healthcare education as the state is opening new medical colleges, thereby strengthening the state's educational infrastructure.
The State Cabinet which met under the chairmanship of Chief Minister Sh. Nayab Singh accorded approval to this policy. It addresses the immediate shortage of qualified faculty members in these institutions while ensuring compliance with staffing norms set by central regulatory authorities such as the National Medical Commission (NMC), Dental Council of India (DCI), and Indian Nursing Council (INC). Additionally, the policy focuses on maintaining appropriate student-to-teacher ratios to ensure quality education. By recruiting skilled professionals on a contractual basis, this initiative seeks to meet both the immediate and long-term healthcare needs of Haryana.
The reservation policy both vertical and horizontal, applicable from time to time for direct recruitment, will be followed in these contractual recruitment and these recruitments will be done strictly in a transparent and standardized process in accordance with the norms set by the National Medical Commission (NMC), Dental Council of India (DCI) and Indian Nursing Council (INC) respectively.
The policy shall provide the flexibility needed to rapidly fill vacancies, adjust staffing levels based on current needs, and attract specialized expertise on a short-term basis and maintain compliance with Central Regulatory Authorities.
This policy initiative by the Department of Medical Education & Research (MER) not only aims to ensure the seamless delivery of high-quality medical education and healthcare services, uninterrupted delivery of high-quality Medical Education & Healthcare Services but also to ensure availability of required number of teachers- doctors/ nurses and other faculty members in government medical dental and nursing colleges for uninterrupted and continuous teaching of undergraduate and post graduate students in these colleges.
It is imperative to mention that the current recruitment process through 'Haryana Public Service Commission (HPSC) though undeniably thorough and designed to uphold high standards and fairness is time- consuming. In light of the above challenges, it is essential to explore alternative hiring methods, such as contractual recruitment, which can provide the flexibility and speed needed to ensure that medical education Institutions are adequately staffed with qualified professionals. This approach can complement the regular recruitment process, helping to mitigate the effects of staffing shortages and maintain the high standards of Medical Education.
As per the policy, recruitment will be done on the post of Assistant Professor, Associate Professor, and Professor. Similarly, for the Nursing colleges, the recruitment will be done on the post of Principal-cum-Professor, Vice Principal-cum-Professor, Associate Professor, Assistant Professor, and Tutor.
The appointment would be for 2 years initially, extendable by another 2 years or till the regular appointments are made, whichever is earlier. The maximum age limit for teaching faculty would be upto 70 years.
Haryana CM extends Daily Allowance for Police Personnel up to 20 Days in a month
Haryana Cabinet which met under the chairmanship of Chief Minister, Sh. Nayab Singh here today, has accorded approval to extend the daily allowance for all police personnel, irrespective of their place of posting, up to 20 days in a month.
With this decision, all police personnel will now be entitled to a maximum of 20 daily allowances per month, aligning their benefits with those posted in police stations. This change ensures that all police personnel, irrespective of their duty location, can receive daily allowances for up to 20 days a month when they perform official journeys.
Police personnel often remain out of station for more than 10 days, sometimes extending beyond 20 days in a particular month, while discharging their duties.
HSIIDC gets approval for borrowing Rs 200 crore for infrastructure development

Nayab Singh here today, approved borrowing of Rs 200 crore by the Haryana State Industrial and Infrastructure Development Corporation to meet the day to day expenses towards acquisition of land, infrastructure development, payment of enhanced compensation to the ex-land owners and to pay high cost debts.
Haryana Finance department has provided its concurrence with certain terms and conditions, including a 2 percent guarantee fee on the sanctioned credit limit, timely repayment obligations and strict adherence to the purpose of fund utilisation. The approval of Fresh Line of Credit (CC Limit/Working Capital Limit) is a significant step towards realising the vision of developed and progressive Haryana.
Haryana expands Old Age Samman Allowance Scheme to include EPF Pensioners with Lower Benefits
Now EPF pensioners who were receiving annuity pension less than Rs 3000 per month will also be eligible under the scheme
The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh here today approved a proposal to amend the Old Age Samman Allowance Scheme. This amendment will extend benefits to Employee Provident Fund (EPF) pensioners, ensuring that the combined total of the government allowance and the EPF pension equals the Old Age Samman Allowance of Rs 3,000 per month or as amended from time to time.Previously, senior citizens receiving EPF benefits were excluded from the Old Age Samman Allowance.
There have been cases where the EPF pension amounts to less than Rs 3,000 per month. The amendment to the Old Age Samman Allowance Scheme ensures that retirees from any government or any local/statutory body or any organization owned and controlled substantially by any government, who receive an annuity or pension less than the Old Age Samman Allowance, shall be entitled to the Old Age Samman Allowance, subject to eligibility. This entitlement shall be equal to the difference between the current Old Age Samman Allowance of Rs 3000 per month and the pension or annuity received.
‘Veer Shaheed Samman Yojana’: Haryana Cabinet renames existing policy for families of Armed Forces Martyrs
Haryana Cabinet, which met under the chairmanship of Chief Minister, Sh. Nayab Singh here today, accorded approval to amend the ‘Compassionate Appointment (for the Family Member of Armed Forces and Central Armed Police Force Battle Causality) Policy, 2023 with a more impactful name title ‘Veer Shaheed Samman Yojana’.
This change in name in the existing policy will enhance its visibility and make it more memorable and accessible to the public. It will also facilitate better communication and understanding of the policy’s objectives, making it easier for the families of martyrs to navigate the benefits available to them. By aligning the policy name with its noble objectives, the government reaffirms its commitment to honouring the sacrifices made by our Armed Forces and Central Armed Police Forces personnel.
It may be mentioned here that the government on August 14, 2023, notified the ‘Compassionate Appointment (for the Family Member of Armed Forces and Central Armed Police Force Battle Causality) Policy 2023’ to provide assistance to the families of Armed Forces and Central Armed Police Forces personnel who were domiciled in Haryana and lost their lives in battle.
Haryana Cabinet approves new rules “Haryana Registration-cum-Enlistment Rules 2023
The Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh here today approved new rules “Haryana Registration-cum-Enlistment Rules 2023” for the registration and enlistment of contractors in the State.
These new Rules will provide exemption from paying earnest money deposits by the Registered-cum-Enlisted Contractors as well as to facilitate ease of doing business. The Haryana Engineering Works Portal (HEWP) aims to provide a single window for contractors to bring in transparency and ease of access.
The “Haryana Registration-cum-Enlistment Rules 2023” will improve transparency and online facilitation for contractors regarding registration-cum-enlistment, renewal, tenders, allotment of works etc.
Haryana drafts SOPs for Scrutiny and processing of applications received for grant of TDR certificate
State Cabinet gives ex-post facto approval for the same
Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh held here today gave ex-post facto approval for drafting the Standard Operating Procedure for Scrutiny and processing of applications received for grant of Transferrable Development Rights (TDR) certificate whereon the site is encumbered on account of land acquisition proceedings under Land Acquisition Act. 1894.
The SOP aims to facilitate the aggregation of land for critical infrastructure projects through completely voluntary option to be exercised by the landowner(s) enabling the State Government to ensure developing critical infrastructure projects effectively and efficiently and in a transparent manner, ultimately serving the larger public interest.
This SOP will apply to all land parcel(s) notified under Section 4 or Section 6 of the Land Acquisition Act, 1894 as well as corresponding sections of any other Act providing for acquisition of land, which are required for critical infrastructure projects as covered in TDR policy dated November 16,2021 and are currently in the process of acquisition/ litigation.
The SOP is intended to be made applicable to such cases alone wherein acquisition proceedings have not been concluded with announcement of award. The benefit would be admissible strictly in terms of the TDR policy dated November 16,2021 and no land parcel(s) and landowner(s) that are not covered in the category of projects specified in the TDR policy dated November 16,2021, shall be entitled to any benefit under this SOP.
Notably, the SOP lays down the detailed procedure regarding submission of application for grant of TDR certificate, issuance of In-principle approval, processing and documentation by the agency involved with acquisition proceedings and issuance of TDR certificate.
Haryana Cabinet Approves amendments for flexible and inclusive retirement housing
Haryana Cabinet met under the Chairmanship of Chief Minister, Sh. Nayab Singh, has granted approval to amend the policy for Planned Development of Retirement Housing to allow flexibility in planning and design of such retirement housing projects. The representatives of the Association of Senior Living India (ASLI) have suggested amendments.
Firstly, to broaden the bracket of eligible residents, it is proposed to change the age requirement in Clause 2 (ii) from '60+' to '55+'. This aims to make the projects more inclusive. Additionally, Clause 7 regarding applicable fees and charges is being clarified to the extent that despite the maximum permissible FAR being 225, the fees and charges would be based on 175 FAR, aligning with the fee structure of group housing colonies and ensuring financial feasibility.
For Clause 6(g), the area under mess or common dining is proposed to have a minimum of 100 sqm to provide necessary design flexibility while ensuring minimum standards. Similarly, Clause 6(h) recommends a minimum of 100 sqm for medical rooms to ensure adequate medical facilities for residents.
To address recreational needs, Clause 6(k) proposes increasing the minimum area under organized parks from 15% to 20% of the net planned area. Reflecting the lower parking requirements of senior citizens, Clause 6(o) suggests reducing the parking norms to 1 ECS per dwelling unit. Additionally, Clause 6(c) proposes increasing the minimum area under retirement homes from 70% to 75% of permitted FAR.
The Broad Planning Principles now suggest placing common services near vertical movement cores for flexibility and accessibility. For safety, contrasting colour strips are recommended on stairs instead of radium strips. Additionally, double swing doors in bathrooms are proposed to accommodate both wheelchair users and those preferring inward-opening doors as per Clause 9(i) Clause 9 (v), Clause 9 (viii).
Haryana Cabinet approves Fee Structure for Additional FAR under NILP-2022 through PDR
Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh here today, has approved a proposal from the Town and Country Planning Department regarding the imposition of fees for granting an additional 0.25 Floor Area Ratio (FAR) through Purchasable Development Rights (PDR) in colonies developed under the New Integrated Licensing Policy (NILP)-2022.
According to the proposal, the rates payable on account of the grant of additional FAR of 0.25 under NILP policy shall be double the rates as prescribed for plots size of above 500 square meter in the PDR policy dated 02.09.2019 and as amended from time to time.
The NILP-2022, notified on 11.05.2022 under Section 9A of the Haryana Development and Regulation of Urban Areas Act, 1975, includes Clause 2.1 permitting the grant of an additional 0.25 FAR through PDR in colonies developed under this policy.
However, the policy currently lacks specific rates for this additional FAR. Therefore, an amendment to NILP-2022 is deemed necessary to clearly define the rates applicable for the grant of an additional 0.25 FAR through PDR.
