हरियाणा में ओबीसी वर्ग के कल्याण और युवाओं को सरकारी नौकरियों में बड़ा लाभ देने के लिए आज मुख्यमंत्री श्री नायब सिंह ने घोषणाओं का पिटारा खोल दिया। उन्होंने घोषणा करते हुए कहा कि हरियाणा में आज के दिन नौकरियों में पिछड़े वर्गों के आरक्षण के अंदर, क्रीमिलेयर की वार्षिक आय सीमा सभी स्रोतों से 6 लाख रुपये है।
हरियाणा राज्य पिछड़ा वर्ग आयोग से विचार उपरांत अब प्रदेश सरकार की नौकरियों में यह क्रिमिलेयर बढ़ाकर 8 लाख रुपये वार्षिक की जाएगी। भारत सरकार की तर्ज पर इस आय में वेतन और कृषि से आय को शामिल नहीं किया जाएगा, जिससे लाखों लोगों को लाभ होगा। उन्होंने यह भी घोषणा की कि ग्रुप-ए और ग्रुप-बी के पदों में पिछड़े वर्गों का आरक्षण 15 प्रतिशत है। अब इसे केंद्र सरकार की तर्ज पर 15 प्रतिशत से बढाकर सभी पिछड़े वर्गों के लिए 27 प्रतिशत किया जाएगा। इसके अलावा, नौकरियों में पिछड़ा वर्ग-ए और बी के बैगलॉग को प्राथमिकता के आधार पर भरा जाएगा।
इसके लिए विशेष भर्ती अभियान चलाने की तैयारी की जा रही है। उन्होंने ओबीसी वर्ग के युवाओं को रोजगार सहज ढंग से मिले, इसके लिए हरियाणा कौशल रोजगार निगम में भी नियुक्ति के लिए 27 प्रतिशत आरक्षण देने की बात भी कही। मुख्यमंत्री सोमवार को गुरुग्राम में ओबीसी मोर्चा सर्व समाज समरसता सम्मेलन में बतौर मुख्यातिथि बोल रहे थे।
मुख्यमंत्री ने कहा कि यह गर्व की बात है कि ओबीसी समाज के हितों की रक्षा के लिए प्रधानमंत्री श्री नरेंद्र मोदी पूरी तरह से सजग हैं। उन्होंने कहा कि ओबीसी वर्ग के लोगों को उनके अधिकारों से वंचित नहीं रखा जा रहा है और केंद्र व प्रदेश सरकार निरंतर योजनाओं को क्रियान्वित करते हुए ओबीसी वर्ग को पूरा मान-सम्मान देने का काम कर रही है।
उन्होंने कहा कि विगत 10 वर्षों में हरियाणा प्रदेश में ओबीसी समाज के हर स्तर पर लाभ पहुंचाने में सरकार ने अपना दायित्व निभाया है। प्रधानमंत्री श्री मोदी की सोच 'सबका साथ-सबका विकास-सबका विश्वास व सबका प्रयास' के साथ योजनाओं से समाज के अंतिम व्यक्ति तक को जोड़ने का काम करते हुए लोगों को सशक्त बनाया है। उन्होंने बताया कि केंद्र सरकार ने न केवल ओबीसी वर्ग बल्कि देश के पिछड़े इलाकों को आकांक्षी जिला घोषित कर सर्वांगीण विकास की दिशा में सार्थक कदम बढ़ाए हैं और हरियाणा का नूंह जिला केंद्र सरकार की आकांक्षी योजना में शामिल किया गया है जिसके तहत निरंतर विकास योजनाएं उक्त जिला में प्रदान की जा रही हैं।
मुख्यमंत्री ने बताया कि हरियाणा सरकार द्वारा ओबीसी समाज के बच्चों को बेहतर गुणवत्तापरक शिक्षा प्रदान करने के लिए उन्हें 12 हजार रुपए से 20 हजार रुपए तक छात्रवृत्ति प्रदान करते हुए शिक्षा के क्षेत्र में पूर्ण सहयोग दिया जा रहा है। ओबीसी वर्ग के लोगों के कौशल विकास पर भी सरकार पूरा फोकस कर रही है और प्रधानमंत्री श्री नरेंद्र मोदी ने भगवान विश्वकर्मा योजना के तहत समाज के लोगों के लिए 18 ट्रेड में प्रशिक्षण देने के लिए 13 हजार करोड़ रुपए के बजट का प्रावधान किया है।
साथ ही इस योजना के तहत ओबीसी वर्ग के लोग अपने पारंपरिक कार्यों के प्रति आगे बढ़ सकें इसके लिए कल्याणकारी योजना चलाई है। उन्होंने बताया कि योजना के अनुरूप प्रशिक्षण के दौरान ओबीसी वर्ग के लोगों को 500 रुपए प्रति दिन की आर्थिक सहायता भी प्रदान की जा रही है व कोर्स पूरा होने के उपरांत 15 हजार रुपए की किट भी प्रशिक्षणार्थियों को दिए जाने का प्रावधान है।
उन्होंने खुशी जताई कि केंद्र व प्रदेश सरकार ने अपने पिछले दस साल के कार्यकाल में जितना लाभ ओबीसी वर्ग को दिया है उतना पूर्व की विपक्ष की सरकार द्वारा कभी भी नहीं दिया गया। प्रदेश सरकार ने दस साल के कार्यकाल में ओबीसी वर्ग को पूरा मान-सम्मान देते हुए हर वर्ग के उत्थान में अहम भागीदारी निभाई है।
इस अवसर पर हरियाणा विधानसभा के उपाध्यक्ष श्री रणबीर गंगवा, ओबीसी मोर्चा के प्रदेशाध्यक्ष कर्णदेव कंबोज, राज्यसभा सांसद श्री रामचंद्र जांगड़ा, ओबीसी मोर्चा के पदाधिकारी सहित अन्य गणमान्य व्यक्ति मौजूद रहे।

With the key aim of ensuring the welfare of the OBC community in Haryana and providing substantial benefits to the youth in government jobs, Haryana Chief Minister, Sh. Nayab Singh today made a series of pivotal announcements at OBC Morcha Sarv Samaj Samrasta Sammelan held in Gurugram on Monday.
While, speaking as the Chief Guest at the Sammelan, the Chief Minister announced that the annual income limit for creamy layer which currently is Rs. 6 lakh has now been increased to Rs. 8 lakh, similar to the centre government, providing significant benefits in employment for the OBC community.
He said that following the consideration of the Haryana State Backward Classes Commission, this increased limit will be implemented in state government jobs. Besides this, similar to the central government, income from salary and agriculture sources will not be included in this limit, said Sh. Nayab Singh.
Meanwhile, the announcement is set to benefit lakhs of people belonging to the OBC community.The Chief Minister further announced that the reservation for backward classes in Group-A and Group-B posts, currently at 15 percent, will be increased to 27 percent, in line with the central government’s policy.
Besides this, the backlog of vacancies for Backward Class ingroup-A and B will be filled on a priority basis, with preparations underway for a special recruitment drive, he said.To ensure OBC youth receive employment opportunities smoothly, the Chief Minister announced that a 27 percent reservation will also be implemented in the recruitment done through Haryana Kaushal Rozgar Nigam.
Nayab Singh said that it is a matter of pride that Prime Minister, Sh. Narendra Modi is fully vigilant about protecting the interests of the OBC community. He said that the OBC community is not being deprived of their rights, and both the central and state governments are continuously implementing schemes to give full respect and recognition to the OBC community.
The Chief Minister said that over the past ten years, the government has fulfilled its responsibility to benefit the OBC community at every level in Haryana. The Prime Minister, Sh. Modi's vision of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas’ has empowered people by connecting even the last person in society through various schemes, he said.
He said that the central government has taken significant steps towards the overall development of not only the OBC community but also the country's backward areas by declaring them aspirational districts, with Nuh district in Haryana included in the central government's aspirational plan, where continuous development schemes are being provided.
The Chief Minister further shared that the Haryana government is completely supporting the education of OBC children by providing scholarships ranging from Rs. 12,000 to Rs. 20,000 to ensure quality education. The government is also focusing on the skill development of the OBC community.
Besides this, Prime Minister Sh. Narendra Modi has also allocated a budget of Rs. 13,000 crores under the Bhagwan Vishwakarma Scheme to provide training in 18 trades, he said.Sh. Nayab Singh further informed that under this scheme, welfare programs have been initiated to encourage the OBC community to pursue their traditional occupations.
He informed that during the training, financial assistance of Rs. 500 per day is being provided to the OBC trainees, and upon completing the course, a kit worth Rs.15,000 is also being given.The Chief Minister expressed happiness that the benefits provided to the OBC community by the central and state governments over the past ten years surpass those given by previous opposition governments.
The present state government has played a significant role in the upliftment of every section of society, giving full respect and recognition to the OBC community during its ten years tenure, said Sh. Nayab Singh.
