हरियाणा के शहरी स्थानीय निकाय राज्य मंत्री श्री सुभाष सुधा ने कहा कि प्रदेश के शहरी क्षेत्रों में कृषि भूमि की खरीद व भूमि का कोई हिस्सा बेचने हेतू नगर परिषद एवं नगर पालिकाओं से किसी भी एन.डी.सी. की आवश्यकता नहीं है, बल्कि भूमि मालिक सीधे तौर पर अपनी रजिस्ट्री करवा सकेंगे। ऐसी संपत्तियों पर किसी भी तरह का प्रॉपर्टी टैक्स व विकास शुल्क लागू नहीं होगा। राज्य में इस तरह की कुल 2,52,000 संपत्तियां हैं। शहरी स्थानीय निकाय राज्य मंत्री श्री सुभाष सुधा आज चण्डीगढ़ में पत्रकारों को सम्बोधित कर रहे थे।
सुभाष सुधा ने कहा कि शहरी क्षेत्रों में कालोनियों में स्थित खाली प्लॉट को बेचने की अनुमति होगी और इसके लिए प्रार्थी को प्रॉपर्टी टैक्स व अन्य बकाया शुल्क आदि जमा करने के बाद में नो ड्यूज सर्टिफिकेट जारी कर दिया जाएगा, जिसके आधार पर वो अपनी संपत्ति को बेच सकेंगे। इससे 4,30,000 संपत्तियों को लाभ मिलेगा। राज्य मंत्री ने कहा कि जिस भी सम्पत्ति मालिक ने लाल डोरा के अंदर स्थित अपनी सम्पत्ति को स्वयं प्रमाणित कर दिया है उसे अपनी संपत्ति बेचने की अनुमति होगी। इस तरह की 6,85,000 संपत्तियों को लाभ मिलेगा।
उन्होंने कहा कि हरियाणा के सभी शहरी क्षेत्रों में 741 अस्वीकृत कालोनियों को नियमित किया जा चुका है। जिसकी सभी 1,71,368 संपत्तियों को बेचने का अधिकार मालिकों को प्राप्त हो गया है। इसके अतिरिक्त, बची हुई 433 कालोनियों को नियमित करने का कार्य 30 जून तक पूरा कर दिया जाएगा। इसके अतिरिक्त, 705 छोटे क्षेत्रों (पैचेस) को भी नियमित किया जा चुका है और ऐसे बचे हुए लगभग 1200 क्षेत्रों (पैच) जो सरकारी भूमि पर, वन क्षेत्रों में या ग्रीन बैल्ट और रोड की भूमि पर होगे उन्हें छोड़कर बाकी को 30 जून तक अधिकृत कर दिया जाएगा। उन्होंने कहा कि इससे कुल 13 लाख 38 हजार सम्पत्तियों को लाभ मिलेगा।
राज्य मंत्री ने कहा कि 1,17,705 प्रोपर्टीस पर आपत्ति लगाने की वजह से लोग राशि जमा नहीं कर पा रहे थे उन्हे अब राशि जमा करने की सुविधा प्रदान कर दी गई है। उन्होंने कहा कि शहरी क्षेत्रों को घर बैठे सुविधा उपलब्ध करवाने के लिये एच.एस.वी.पी, एच.एस.आई.आई.डी.सी एवं तहसील में किसी भी प्रकार की रजिस्ट्री होते ही सभी तरह की विवरण नगर निकायों के प्रॉपर्टी पोर्टल पर खुद आ जाएंगी और लोगों को अब इसके लिए कार्यालयों के चक्कर काटने या किसी के पास भी जाने की जरूरत नहीं है और यह सुविधा उन्हे घर बैठे मिलेगी।
उन्होंने कहा कि पारिवारिक हिस्सेदारी में परिवार के लोगों को अपनी संपत्ति का बंटवारा करने का अधिकार प्रदान किया गया है और इसमें सबसे छोटा हिस्सा 50 गज तक का हो सकता है अर्थात 100 गज के प्लाट के दो हिस्से ही किये जा सकते हैं। शहरी क्षेत्रों में एच.एस.वी.पी, एच.एस.आई.आई.डी.सी., टाउन एंड कंट्री प्लानिंग की लाईसेंस्ड कालोनियों को छोड़कर अन्य संपत्तियों को जो नगर निकायों के नियंत्रण में है उनका बंटवारा किया जा सकता है।
उन्होंने कहा कि मृत्यु के केस में विल के आधार पर अथवा बिना विल के आधार पर या किसी अन्य कारण से ऑनर को संपत्ति के ट्रांसफर में दिक्कतें आ रही थी जिसको दूर करने के लिये सरकार ने यह निर्णय लिया है, कि नगर निकाय उनके आवेदन पर 30 दिन का नोटिस दो अखबारों में जारी करके और उसके बाद उत्तराधिकारी का निर्णय लेकर ट्रांसफर करने की अनुमति प्रदान कर देगा। ऐसा करने से लोगों को इंतज़ार नहीं करना होगा और उनको संपत्ति का अधिकार तुरंत प्राप्त हो जाएगा।

Landowners can directly register their properties

Haryana Minister of State for Urban Local Bodies, Sh. Subhash Sudha said that Municipal Councils and Municipal Committees in the state will no longer require Non-Objection Certificates (NOCs) for the purchase or sale of agricultural land within urban areas.
Landowners can now directly register their properties without having to pay property tax or development fees. There are about 252,000 such properties in the state.Sh. Subhash Sudha was addressing a press conference here today.
The Minister said that permission will be granted to sell vacant plots located within colonies in urban areas. To facilitate this, applicants must clear any outstanding property tax and fees. Upon payment, they will receive a No Dues Certificate, enabling them to proceed with the sale of their property.
This initiative will benefit 430,000 properties. In addition, the State Minister highlighted that property owners who have self-certified their properties within Lal Dora boundaries will also be permitted to sell their properties. This initiative is set to benefit 685,000 such properties.
Sh Subhash Sudha said that 741 unapproved colonies across all urban areas in Haryana have been regularized, granting owners the right to sell all 171,368 properties within these colonies. Additionally, efforts are underway to complete the regularization of the remaining 433 colonies by June 30.
Furthermore, 705 small areas (patches) have already been regularized, the remaining 1200 patches, except those which are on government land, forest areas or green belt and road lands, will be authorized by June 30. This is expected to benefit a total of 13,38,000 properties in the state.
The Minister said that people were not able to deposit the amount due to objections on 1,17,705 properties, now they have been provided the facility to deposit the amount. He said that for the convenience of urban residents, all registration details from HSVP, HSIIDC, and Tehsil offices will automatically appear on municipal bodies' property portals.
This eliminates the need for individuals to visit offices or seek assistance elsewhere, as they can now access these services from home.He mentioned that in the family stake, family members now have the right to divide their property, allowing the smallest division to be as small as 50 square yards.
This means, for example, a 100-square-yard plot can be divided into two parts. This rule applies to properties in urban areas under the jurisdiction of municipal bodies, excluding those governed by HSVP, HSIIDC, and licensed colonies under Town and Country Planning regulations.
He said that previously, owners faced difficulties transferring property upon death, whether based on a will or without, or due to other reasons. To address this, the government has decided that municipal bodies will issue a 30-day notice in two newspapers upon application.
Following this notice period, the authorities will determine the successor and grant permission for the transfer. This streamlined process ensures that people do not have to endure prolonged waiting periods and can promptly obtain rights to the property.
