हरियाणा के मुख्य निर्वाचन अधिकारी श्री अनुराग अग्रवाल ने कहा कि लोकसभा आम चुनाव को प्रदेश में पारदर्शी और निष्पक्ष ढंग से संपन्न करवाने को लेकर हरियाणा के सभी जिलों व मुख्य निर्वाचन कार्यालय का प्रशासन पूरी तरह से गंभीर है। आदर्श आचार संहिता की पालना को लेकर भारत निर्वाचन आयोग के निर्देशानुसार साइबर सैल सहित विभिन्न टीमों द्वारा सोशल मीडिया पर भी कड़ी निगरानी रखी जा रही है।
सोशल मीडिया के माध्यम से प्रसारित विज्ञापनों का खर्चा भी संबंधित उम्मीदवार या पार्टी के खाते में जोड़ा जाएगा।उन्होंने बताया कि आचार संहिता के दौरान कोई भी उम्मीदवार व पार्टी प्रत्यक्ष या अप्रत्यक्ष रूप से भ्रामक चुनाव सामग्री का प्रसारण नहीं कर सकते। आदर्श चुनाव आचार संहिता की उल्लंघना नहीं होने दी जाएगी, यदि कोई ऐसा करता है तो उनके खिलाफ नियमानुसार कार्रवाई अमल में लाई जाएगी।
श्री अनुराग अग्रवाल ने बताया कि चुनाव संपन्न होने तक आदर्श आचार संहिता लागू रहेगी। किसी भी व्यक्ति को आचार संहिता के उल्लंघन करने की इजाजत नही है। आचार संहिता की पालना को लेकर विभिन्न टीमों का गठन किया गया है। इन टीमों द्वारा कड़ी निगरानी की जा रही है। टीमों की यूट्यूब, इस्ट्राग्राम, फेसबुक व वाट्सएप ग्रुप आदि सोशल मीडिया पर भी पैनी नजर है।
उन्होंने बताया कि चुनाव के दौरान अखबार, टेलीविजन व रेडियो की तरह सोशल मीडिया पर भी चुनाव के दौरान प्रचार किया जाता है, जिस पर राशि खर्च होती है। यह खर्च संबंधित प्रत्याशी या पार्टी के खाते में जोड़ा जाता है। उन्होंने बताया कि निर्वाचन आयोग के निर्देशों पर जिला में गठित टीमें इस बार चुनाव के दौरान सोशल मीडिया पर भी नजर रखेंगी और किसी भी तरह का विज्ञापन मिलने पर उसकी रिपोर्ट खर्च के ब्यौरे सहित खर्चा निगरानी टीम को देंगी।
रिपोर्ट के आधार पर संबंधित उम्मीदवार या पार्टी के खाते में उस विज्ञापन का खर्चा जोड़ दिया जाएगा। उन्होंने बताया कि चुनाव के दौरान सोशल मीडिया की निगरानी भी बहुत जरूरी है। सोशल मीडिया पर भी कई बार चुनाव के दौरान यू-ट्यूब वीडियो प्लेटफॉर्म आदि पर उम्मीदवार व पार्टी चुनाव का प्रचार करते हैं।
निगरानी टीम को यदि ऐसे वीडियो मिलते हैं जो अपनी खबरों से किसी प्रत्याशी या राजनैतिक दल का एकतरफा जीत का दावा या समर्थन करते हों या जाति, धर्म विशेष के पक्ष में या कोई भ्रामक सामग्री दर्शाते हों, आदर्श आचार संहिता का उल्लंघन करते हों तो उस स्थिति में संबंधित यू-टयूब चैनल चलाने वाले के खिलाफ आईटी एक्ट के तहत कार्यवाही की जाएगी।
मुख्य निर्वाचन अधिकारी ने बताया कि आदर्श आचार संहिता एक समान रूप से सभी पर लागू होती है, जिसमें समाचार पत्र, टेलीविजन, रेडियो और सोशल मीडिया भी शामिल है। आयोग के निर्देशों के अनुसार मीडिया के सभी माध्यमों में चुनाव में एक समानता होनी चाहिए। मीडिया में प्रकाशित या प्रसारित होने वाली खबर किसी एक पक्ष में न होकर केवल खबर ही होनी चाहिए।किसी एक पक्ष में खबरें छापने या चलाने से परहेज किया जाए, जो किसी धर्म, जाति या समुदाय के पक्ष एवं विपक्ष में हों।
उन्होंने बताया कि समाचार पत्र या चैनल पर कोई भी विज्ञापन प्रकाशित करवाने से पहले एमसीएमसी कमेटी के माध्यम से अनुमति लेनी जरूरी है, उसी प्रकार से सोशल मीडिया पर दिए जाने वाले विज्ञापन या अन्य प्रसार सामग्री डालने के लिए भी प्रशासन की अनुमति जरूरी है। निर्वाचन आयोग के निर्देशानुसार किसी भी रूप में विज्ञापन का खर्च संबंधित प्रत्याशी या पार्टी के खाते में जाता है। इसके साथ ही किसी भी व्यक्ति को सोशल मीडिया के माध्यम से भ्रामक प्रचार-प्रसार करने व आदर्श आचार संहिता का उल्लंघन करने की इजाजत नहीं है।
मीडिया की चुनाव को निष्पक्ष और शांतिपूर्वक ढंग से संपन्न करवाने में अहम भूमिका
मीडिया लोकतंत्र का चौथा स्तंभ है। चुनाव को निष्पक्ष और शांतिपूर्वक ढंग से संपन्न करवाने में मीडिया की अहम भूमिका होती है। मीडिया का कर्तव्य केवल खबरें देना ही नहीं है बल्कि समाज में सौहार्दपूर्ण माहौल को बनाए रखने में अपनी भूमिका अदा करना भी है। समाज में मीडिया की हमेशा सकारात्मक भूमिका रही है।
लोकसभा चुनाव को पारदर्शी ढंग से संपन्न करने में भी समाचार पत्र, न्यूज चौनल सहित अन्य सभी सोशल मीडिया से जुड़े लोगों से अपील है कि वे ऐसी कोई भ्रामक प्रचार सामग्री न चलाएं, जिससे आदर्श चुनाव आचार संहिता की उल्लंघना हो। इसके साथ ही किसी भी प्रकार का विज्ञापन प्रकाशित करने से पहले प्रशासनिक अनुमति जरूर लें। विज्ञापन का खर्च प्रत्याशी के चुनावी खर्च में जोड़ा जाएगा।

Haryana Chief Electoral Officer, Sh Anurag Agarwal said that the administration of all the districts and Chief Electoral Office of Haryana is fully committed to conducting the Lok Sabha general elections in the state in a transparent and fair manner.
In accordance with directives from the Election Commission of India, vigilant monitoring of social media activities is underway by multiple teams, including the Cyber Cell, to ensure adherence to the Model Code of Conduct. In addition, the cost of advertisements broadcast through social media will also be added to the account of the concerned candidate or party.
He said that during the enforcement of the code of conduct, no candidate or party can directly or indirectly disseminate misleading election material. Violations of the Model Code of Conduct will not be tolerated, and appropriate action will be taken against anyone found contravening the rules.
Sh. Anurag Agarwal said that the model code of conduct will remain in effect until the elections conclude, stressing that no individual is permitted to breach this code. To ensure adherence to the code, several teams have been established, rigorously monitoring all activities.
These teams maintain a vigilant watch over various social media platforms, including YouTube, Instagram, Facebook, and WhatsApp groups. He said that during elections, campaigning extends to social media platforms, akin to newspapers, television, and radio, incurring expenses.
Such expenditures are accounted for and added to the respective candidate or party. In accordance with the Election Commission's directives, district-based teams will actively monitor social media during this election cycle.
Any detected advertisements will be promptly reported, detailing the associated expenses to the expenditure monitoring team. Based on these reports, the cost of the advertisement will be added to the relevant candidate or party's account.He stressed the significance of social media monitoring during elections, noting that candidates and parties often conduct campaigns on platforms such as YouTube.
If the monitoring team identifies videos on such platforms that unilaterally claim or endorse the victory of any candidate or political party, or advocate for a specific caste or religion, or present misleading material violating the Model Code of Conduct, appropriate action will be taken against the respective YouTube channel operator under the IT Act.
The Chief Electoral Officer said that the Model Code of Conduct applies uniformly to all forms of media, including newspapers, television, radio, and social media. In accordance with the Commission's instructions, consistency in electoral coverage across all media platforms is essential.
News disseminated via media channels should remain impartial, refraining from exhibiting bias towards any particular side, religion, caste, or community. It is imperative to abstain from publishing or broadcasting news that favours or opposes any specific religion, caste, or community.
He said that before publishing any advertisement on newspaper or channel, it is necessary to take permission through MCMC Committee. Similarly, approval from the administration is mandated for placing advertisements or promotional material on social media.
In compliance with the Election Commission's directives, the expenditure incurred on advertisements in any form is attributed to the respective candidate or party's account. Along with this, no person is allowed to spread misleading propaganda through social media and violate the model code of conduct.
Media plays an important role in conducting elections in a fair and peaceful manner
The media stands as the fourth pillar of democracy, playing a crucial role in facilitating fair and peaceful elections. Beyond just reporting news, the media holds the responsibility of fostering a harmonious societal environment. Media has contributed positively to the society.
To ensure transparent Lok Sabha elections, there is an earnest appeal to all persons associated with newspapers, news channels, and other social media platforms to refrain from publishing any misleading promotional material that may contravene the Model Code of Conduct.
Moreover, it is essential to obtain administrative permission before publishing any advertisement. Advertisement expenses will be added to the election expenses of the candidate.
