Haryana Parliamentary Affairs Minister Sh. Mahipal Dhanda said that the two-day orientation programme organized by the Parliamentary Research and Training Institute for Democracies (PRIDE) on legislative processes for the MLAs of Haryana Vidhan Sabha is a significant initiative.
He said that it provided an invaluable opportunity to understand the roles of Ministers and MLAs in the functioning of the parliamentary system. "Education shapes a person into a civilized individual, and training and orientation programmes are essential components of education," he added.
Minister Sh. Mahipal Dhanda was addressing the MLAs during the valedictory session of the two-day orientation programme at the Haryana Vidhan Sabha today. Minister Sh Dhanda expressed that, as the Minister of Parliamentary Affairs, this is a golden opportunity for him to welcome the Speakers of the Legislative Assemblies of Punjab, Uttar Pradesh, Gujarat, Himachal Pradesh, as well as Lok Sabha Speaker Sh Om Birla.
He said that several experienced politicians with a wealth of knowledge in legislative processes have shared valuable insights related to the parliamentary system with the newly elected MLAs. He also extended his gratitude to Haryana Vidhan Sabha Speaker, Sh. Harvinder Kalyan, and acknowledged that the training program was organized by PRIDE at the Haryana Vidhan Sabha on the Speaker's initiative.
He said that it is a remarkable coincidence that in the 15th Haryana Assembly, 40 MLAs from both the ruling party and the opposition have been elected for the first time, and such a program will undoubtedly serve as a milestone in the beginning of their political journeys.
He said that the public has certain expectations from MLAs, particularly in terms of their sensitivity to the needs of the people. He said that many members have been elected seven or eight times, which suggests there must be something special about their leadership. It is crucial to maintain good conduct within the assembly, as such behavior leads to continued public trust and affection.
Minister Sh Mahipal Dhanda said that all the MLAs have actively participated in this training program, setting aside political ideologies. This is a positive step for democracy. It provides the opportunity for MLAs to discuss issues related to their constituencies and learn about the intricacies of the legislative process.
He also expressed deep gratitude to Union Energy Minister Sh Manohar Lal, who, having served as the Chief Minister of the state for 10 years, has redefined the politics of Haryana by eliminating regionalism and nepotism. Sh. Manohar Lal also shared valuable political insights with the newly elected MLAs during his address.
He expressed hope that similar programs will continue to be organized by PRIDE in the future. He also praised former Assembly Speaker Sh Gian Chand Gupta for his initiative in making the Haryana Assembly paperless. As a result, the Assembly has undergone a significant transformation, with every MLA now having a tablet at their seat to access and follow the proceedings online.
