Vigilance Bureau arrests Assistant Sub Inspector for demanding Rs 18,000 bribe

The Punjab Vigilance Bureau (VB), during its ongoing drive against corruption in the state, on Wednesday, has arrested Assistant Sub Inspector (ASI) Sikander Raj, earlier posted at police station Samrala and now posted at police station Doraha in Ludhiana district, for demanding a bribe of Rs 18,000. An official spokesperson of VB disclosed that this case was registered against the aforementioned police personnel based on a complaint lodged by Ravinder Singh, a resident of Sector 32-A, Chandigarh road, Ludhiana.
The spokesperson further stated that the complainant had recorded his statement that on March 13, 2021, his driver Rajdeep Singh of Khadur Sahib, Taran Taran district, along with helper Birju, a resident of Sanjay Gandhi Colony, Ludhiana, had met with a road accident near Neelon bridge, Samrala. On that day, ASI Sikander Raj arrived at the spot from police station Samrala along with other police personnel and took both vehicles to the police station.
After this, ASI Sikander Raj had demanded Rs 20,000 bribe from the complainant for giving bail to his driver, releasing the luggage loaded on his vehicle, and getting his driver acquitted from the accident case registered against him. The deal was eventually struck at Rs 18,000. The complainant recorded the conversation regarding the demand for the bribe by the accused and submitted it to the VB as an evidence, he added.
The spokesperson informed that during the investigation, the allegations leveled in the complaint were found to be true and correct. A case under the Prevention of Corruption Act has been registered against ASI Sikander Raj, now posted at the police station Doraha. The accused was arrested today from the police station Doraha by a team from the VB range Ludhiana and would be produced in the competent court tomorrow.

ਪੰਜਾਬ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੇ ਸੂਬੇ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਵਿਰੁੱਧ ਚਲਾਈ ਮੁਹਿੰਮ ਦੌਰਾਨ ਬੁੱਧਵਾਰ ਨੂੰ ਥਾਣਾ ਸਮਰਾਲਾ ਵਿਖੇ ਤਾਇਨਾਤ ਰਿਹਾ ਸਹਾਇਕ ਸਬ ਇੰਸਪੈਕਟਰ (ਏ.ਐਸ.ਆਈ.) ਸਿਕੰਦਰ ਰਾਜ ਨੂੰ 18,000 ਰੁਪਏ ਦੀ ਰਿਸ਼ਵਤ ਮੰਗਣ ਦੇ ਦੋਸ਼ ਹੇਠ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਹੈ ਜੋ ਹੁਣ ਥਾਣਾ ਦੋਰਾਹਾ ਜ਼ਿਲ੍ਹਾ ਲੁਧਿਆਣਾ ਵਿਖੇ ਪੁਲਿਸ ਵਿੱਚ ਤਾਇਨਾਤ ਹੈ। ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਦੇ ਇੱਕ ਸਰਕਾਰੀ ਬੁਲਾਰੇ ਨੇ ਖੁਲਾਸਾ ਕੀਤਾ ਕਿ ਉਕਤ ਪੁਲਿਸ ਮੁਲਾਜ਼ਮ ਵਿਰੁੱਧ ਇਹ ਮੁਕੱਦਮਾ ਸੈਕਟਰ 32-ਏ, ਚੰਡੀਗੜ੍ਹ ਰੋਡ, ਲੁਧਿਆਣਾ ਦੇ ਵਸਨੀਕ ਰਵਿੰਦਰ ਸਿੰਘ ਵੱਲੋਂ ਦਰਜ ਕਰਵਾਈ ਗਈ ਸ਼ਿਕਾਇਤ ਦੇ ਆਧਾਰ 'ਤੇ ਦਰਜ ਕੀਤਾ ਗਿਆ ਹੈ।
ਬੁਲਾਰੇ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਸ਼ਿਕਾਇਤਕਰਤਾ ਨੇ ਆਪਣੇ ਬਿਆਨ ਦਰਜ ਕਰਵਾਏ ਸਨ ਕਿ 13 ਮਾਰਚ, 2021 ਨੂੰ ਉਸਦੇ ਡਰਾਈਵਰ ਰਾਜਦੀਪ ਸਿੰਘ ਵਾਸੀ ਖਡੂਰ ਸਾਹਿਬ, ਤਰਨਤਾਰਨ, ਜਿਲਾ ਤਰਨਤਾਰਨ, ਅਤੇ ਹੈਲਪਰ ਬਿਰਜੂ, ਵਾਸੀ ਸੰਜੇ ਗਾਂਧੀ ਕਲੋਨੀ, ਲੁਧਿਆਣਾ ਨੇੜੇ ਨੀਲੋਂ ਪੁਲ, ਸਮਰਾਲਾ ਵਿਖੇ ਇੱਕ ਸੜਕ ਹਾਦਸੇ ਦਾ ਸ਼ਿਕਾਰ ਹੋ ਗਏ ਸਨ। ਉਸ ਦਿਨ ਥਾਣਾ ਸਮਰਾਲਾ ਤੋਂ ਏ.ਐਸ.ਆਈ. ਸਿਕੰਦਰ ਰਾਜ ਹੋਰ ਪੁਲਿਸ ਮੁਲਾਜ਼ਮਾਂ ਦੇ ਨਾਲ ਮੌਕੇ 'ਤੇ ਪਹੁੰਚਿਆ ਅਤੇ ਦੋਵੇਂ ਵਾਹਨਾਂ ਨੂੰ ਥਾਣੇ ਲੈ ਗਏ।
ਇਸ ਤੋਂ ਬਾਅਦ ਏ.ਐਸ.ਆਈ. ਸਿਕੰਦਰ ਰਾਜ ਨੇ ਸ਼ਿਕਾਇਤਕਰਤਾ ਤੋਂ ਉਸਦੇ ਡਰਾਈਵਰ ਨੂੰ ਜ਼ਮਾਨਤ ਦਿਵਾਉਣ, ਉਸਦੀ ਗੱਡੀ ਵਿੱਚ ਲੱਦਿਆ ਸਮਾਨ ਛੱਡਣ ਅਤੇ ਉਸਦੇ ਡਰਾਈਵਰ ਖਿਲਾਫ ਦਰਜ ਹੋਏ ਹਾਦਸੇ ਦੇ ਕੇਸ 'ਚੋਂ ਬਰੀ ਕਰਵਾਉਣ ਬਦਲੇ 20,000 ਰੁਪਏ ਰਿਸ਼ਵਤ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ। ਆਖਰਕਾਰ ਸੌਦਾ 18,000 ਰੁਪਏ ਵਿੱਚ ਹੋਇਆ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਸ਼ਿਕਾਇਤਕਰਤਾ ਨੇ ਉਕਤ ਪੁਲਿਸ ਮੁਲਾਜ਼ਮ ਵੱਲੋਂ ਰਿਸ਼ਵਤ ਦੀ ਮੰਗ ਸਬੰਧੀ ਗੱਲਬਾਤ ਰਿਕਾਰਡ ਕਰ ਲਈ ਅਤੇ ਸਬੂਤ ਵਜੋਂ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੂੰ ਸੌਂਪ ਦਿੱਤੀ।
ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਜਾਂਚ ਦੌਰਾਨ ਸ਼ਿਕਾਇਤ ਵਿੱਚ ਲਗਾਏ ਗਏ ਦੋਸ਼ ਸਹੀ ਅਤੇ ਦਰੁੱਸਤ ਪਾਏ ਗਏ ਹਨ। ਇਸ ਤੋਂ ਬਾਅਦ ਥਾਣਾ ਦੋਰਾਹਾ ਵਿਖੇ ਤਾਇਨਾਤ ਏਐਸਆਈ ਸਿਕੰਦਰ ਰਾਜ ਖ਼ਿਲਾਫ਼ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰੋਕੂ ਕਾਨੂੰਨ ਤਹਿਤ ਕੇਸ ਦਰਜ ਕਰ ਲਿਆ ਗਿਆ ਹੈ। ਉਕਤ ਮੁਲਜ਼ਮ ਨੂੰ ਅੱਜ ਬਿਉਰੋ ਦੀ ਲੁਧਿਆਣਾ ਰੇਂਜ ਦੀ ਟੀਮ ਵੱਲੋਂ ਥਾਣਾ ਦੋਰਾਹਾ ਤੋਂ ਗ੍ਰਿਫਤਾਰ ਕਰ ਲਿਆ ਗਿਆ ਅਤੇ ਭਲਕੇ ਸਮਰੱਥ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਜਾਵੇਗਾ।
18,000 रुपए रिश्वत मांगने वाला सहायक सब इंस्पेक्टर विजीलैंस ब्यूरो ने किया काबू

पंजाब विजीलैंस ब्यूरो ने राज्य में भ्रष्टाचार विरुद्ध चलाए अभियान दौरान बुद्धवार को थाना समराला में तैनात रहे सहायक सब इंस्पैक्टर ( ए.एस.आई.) सिकंदर राज को 18, 000 रुपए की रिश्वत मांगने के आरोप में गिरफ़्तार किया है जो अब थाना दोराहा ज़िला लुधियाना में पुलिस में तैनात है। विजीलैंस ब्यूरो के एक सरकारी वक्ता ने बताया किया कि उक्त पुलिस कर्मचारी विरुद्ध यह मुकदमा सैक्टर 32- ए, चंडीगढ़ रोड, लुधियाना के निवासी रविन्द्र सिंह द्वारा की गई शिकायत के आधार पर दर्ज किया गया है।
वक्ता ने आगे बताया कि शिकायतकर्ता ने अपने बयान दर्ज करवाए थे कि 13 मार्च, 2021 को उसके ड्राईवर राजदीप सिंह निवासी खडूर साहिब, तरनतारन, ज़िला तरनतारन, और हैलपर बिरजू, निवासी संजय गांधी कालोनी, लुधियाना नज़दीक नीलों पुल, समराला में एक सड़क हादसो का शिकार हो गए थे। उस दिन थाना समराला से ए.एस.आई. सिकन्दर राज एंव पुलिस मुलाजिमों के साथ मौके पर पहुँच कर और दोनों वाहनों को थाने ले गए।
इसके बाद ए.एस.आई. सिकंदर राज ने शिकायतकर्ता से उसके चालक को ज़मानत दिलाने, उसकी गाड़ी में पडा समान छोड़ने और उसके चालक ख़िलाफ़ दर्ज हुए हादसे के केस से बरी करवाने बदले 20,000 रुपए रिश्वत की माँग की थी। बाद में सौदा 18,000 रुपए में हुआ। उन्होंने बताया कि शिकायतकर्ता ने उक्त पुलिस मुलाज़िम की तरफ से रिश्वत की माँग सम्बन्धित बातचीत रिकार्ड कर ली और सबूत के तौर पर विजीलैंस ब्यूरो को सौंप दी।
वक्ता ने बताया कि जांच दौरान शिकायत में लगाए गए आरोप सही पाए गए है। इसके बाद थाना दोराहा में तैनात एएसआई सिकंदर राज ख़िलाफ़ भ्रष्टाचार रोकू कानून के अंतर्गत केस दर्ज कर लिया गया है। उक्त मुलजिम को आज ब्यूरो की लुधियाना रेंज की टीम की तरफ से थाना दोराहा से गिरफ़्तार कर लिया गया और कल समर्थ अदालत में पेश किया जाएगा।
